Sykehusinnkjøp HF intends, on behalf of Oslo University Hospital, the Life Science Building, to enter into a contract with Norsk Labex AS, for the procurement of an automatic HIV analyser for the department for microbiology, Oslo University Hospital, the Life Science Building. Bio-Rad Geenius Reader, which includes Geenius Reader, Geenius MiniPC&SW, Geenius Software with APF and DataLogic HeronHD 3430 2D Barcode Reader, as well as a framework agreement for equipment dependent consumables and an option for a service agreement for the instrument. The system shall include an automated instrument for rapid diagnostics on supplementing HIV analysis for HIV 1 and HIV 2 (immune chromatographic method). The instrument must be able to scan sample identity/sample numbers and be CE-IVD marked. Furthermore, the instrument must have communication between the instrument and the laboratory information system (LIMS), for result transfer, preferably via ASTM or HL7. A market survey was carried out at the Prior Information Notice published 05.03.2026 with a reply deadline 13.03.2026. The contracting authority wanted input from relevant tenderers who believed they could deliver systems that responded to the sketched needs. The market survey did not reveal other tenderers of equivalent systems who could cover the needs of this procurement. Thus the terms in the procurement regulations (FOA) § 13-4 letter b, point no. 2 are considered fulfilled.

The objective and scope of the procurement is to procure instruments for clinical chemistry, immunology and infection screening analyses with the accompanying reagents/instruments/consumables etc. for use at The Regional Health Authority Nord-Trøndelag. Tenders are wanted for the price per sample result. The price shall include the instrument (which is the tenderer ́s property), reagents, supplier specific checks, supplier specific calibrators, consumables, full service agreement cooperation, all including, defined response time for problems, support, connection data (Epic, Beaker), installation, entry, training in the system and relevant user meetings. Invoices shall be invoiced monthly in accordance with statistics from sample answers. The delivery must be inclusive of all components/accessories, assembly/installation and commissioning so that it functions as a whole based on the needs and requirements described. SYKEHUSINNKJØP HFVADSØThe procurement includes automation lines with connected analysis instruments combined in a fully automatic system including middleware, conveyor belt, pre- and post-analytical functions, which will replace the current automation system at Kalnes, as well as free-standing instruments at the locations in Askim, Fredrikstad, Moss, Sarpsborg and Halden with method equality and connection to a joint middleware system. The procurement are meant to cover the health company's activity level and the need for development in the next ten years. Resources have been put aside in Østfold Hospital's economic long-term plan, but the final budget is currently not granted. Parts of the extent concerning future development and/or future activity levels can, therefore, be set as options in the basis for the final tender. The contract will be signed in accordance with the procurement without a contract in accordance with the procurement regulations §13-4 letter b. It has been clarified that there are no other suppliers who can deliver a system that meets the minimum requirements for removing 99% of pathogens from the thrombocyte concentrate. The procurement also includes entering into a framework agreement for the purchase of equipment specific consumables. The procurement will be made as a procurement without competition, as competition is impossible for technical reasons, cf. the Regulations 12 August 2016 no. 974 on public procurements (FOA) § 13-4 letter b, point 2. SYKEHUSINNKJØP HFVADSØLaboratory medicine at the University Hospital of North Norway health trust shall procure a new automation line for clinical chemistry. Thus, 1 module must be procured for immunochemistry, including a cobas pro e-module, as this is the only module on the market that is certified by NOKLUS for hcg as a cancer marker. A contract is planned to be signed with Roche Diagnostics Norway AS during August 2026. The competition is therefore impossible for technical reasons, as there is only one specific supplier who can deliver, cf. foa paragraph 13-4 letter b second and third paragraphs.
