The aim of the procurement is to establish new contracts for localisation technology that fulfils the municipalities ́ requirements for quality, including functionality, user friendliness, operation and management. In addition new contracts shall fulfil statutory requirements for privacy and information security. The technology should also support the overall goal of increased safety, mastering and activity based on the needs of the individual, including facilitating that the individual can master as much as possible themselves, including with assistance from relatives. This means that the technology shall be able to function both as an option for active triggering of alarm for anyone who needs it regardless of their function level and passive way for triggering the alarm for those who need it. There are a great many different user groups and it is only imagination that sets limits for who it is. The procurement includes: Simple GPS and mobile safety alarms and colleague support.

Aug.The contracting authority shall enter into a contract for the delivery of an overall patient signalling system that can replace the current system, including hardware and software, at the nursing home. The agreement also includes establishment, service and necessary maintenance of the patient signalling system. The contracting authority will have an option to expand the system to cover home based care (HBO). A framework agreement shall be signed for additional procurements of components, service and maintenance of the patient signalling system. The framework agreement shall also cover the procurement of equipment that will be necessary for home based care. SYKEHUSINNKJØP HFVADSØJustification for award: Helse Førde Health Trust intends to procure one toe pressure meter for clinical use at the surgical department. A procurement contract will be signed with Perimed AB, as well as an accompanying framework agreement for equipment dependent consumables. The equipment shall be able to be used to map load distribution and pressure under the toes by both static and any dynamic load. The equipment will be a part of reviewing and following-up patients with circulation problems, including patients with diabetes, wounds, neuropathy, amputation levels and orthopaedic conditions in order to diagnose. On 12.06.2025 a market survey was published to map the market for toe pressure meters. The market survey was deadline 23.06.2025. One of the absolute requirements from the trade group was that the apparatus had to be able to measure down to 0 mmHg. Based on the responses given, only Perimed AB could offer a toe pressure meter that met the requirement. Helse Førde needs equivalent equipment that Helse Bergen procured, and has set equivalent requirements that the apparatus must be able to measure down to 0 mmHg. Perimed AB is, according to what we know, the only supplier of toe pressure meters that together fulfils the need. Based on this, a competition cannot be held, cf. the procurement regulations §13-4 letter b, point 2.Framework agreement for the procurement and hire, as well as service and maintenance, of electro-medical and medical technical equipment.
