JuliEDA intends to launch a procurement procedure for a framework service contract covering operational planning, management and execution; technical evaluation support; prize-contest administration; and communication and event services, in support of EDA's defence innovation and operational experimentation activities under the Hub for European Defence Innovation (HEDI). The procurement forms part of the EUDIS BraveTech EU initiative, funded by the EU under the European Defence Fund (EDF) and implemented by EDA under indirect management. Its primary object is the BraveTech EU Testing and Evaluation Campaigns (TECS) (Phase 2), announced on 11 July 2025. Building on the Phase 1 DefTech Forges (European Commission call for tenders EC-DEFIS/2025/OP/0040), Phase 2 comprises 16 Operational Experimentation (OPEX) campaigns in which Phase 1 pre-selected companies test and refine their solutions under operational conditions. Campaigns are governed by a prize-contest mechanism under FR (EU, Euratom) 2024/2509, under which EDA's authorising officer awards prizes of up to EUR 1 000 000 per entity to the best-performing solutions. The contractor(s) shall plan, manage and execute the campaigns on EDA's behalf - including calls for host locations, coordination with host-nation authorities and site operators, logistics, spectrum and safety management, evaluation support, reporting, communication and events, and prize-contest administration - across EU Member States and EDF-associated countries over 2026–2028. The framework contract(s) may also be used to order similar services within the scope and maximum value set out in the procurement documents. The contract is not divided into lots. JuniThis Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. Successful projects which demonstrate the potential for both delivering meaningful, positive and scalable local community impact through the use of technology and/or innovation will receive initial funding to support pilot project development. SDCC is open to exploring potential proposals across all local authority service areas and proposals may range from data-related initiatives to physical works. This market consultation will provide the opportunity for SDCC as contracting authority to consult with interested parties on the scope and potential of the fund in advance of launching a formal call for proposals through public procurement. This notice is not a call for competition. It is envisaged that the procurement competition will be launched in July 2026. The success of this initiative will inform and shape the potential future development and resourcing of the “Beyond County Hall” fund for 2027 and beyond. €250,000 funding for the ‘Beyond County Hall Innovation Fund’ was introduced in SDCC’s 2026 revenue budget. Formal proposals will be sought through public procurement for the application of this funding to support innovative smart projects that provide enhancements for citizens across any local authority service area. in Tallaght. In seeking to develop a ‘smart’ district in Tallaght, this fund aims to support local private, public and community stakeholders to develop enhancements and new solutions for any SDCC services areas within the locality. Projects should be replicable and scalable, demonstrating potential for development beyond pilot. Indicative potential focus areas and initiatives include, but are not limited to, those outlined below: Community interactive art, community facilities, public information, health and wellbeing facilities or services; real-time data to improve urban living, public safety, and resource efficiency. Mobility active travel, sustainable mobility, intelligent traffic control; Technology artificial intelligence, augmented reality, digital infrastructure, networks, communication and mapping, smart buidlings, digital literacy, Internet of Things (IoT), Software as a Service (SaaS); Green green buildings, and public realm, enhancements to waste management, cleansing and public realm maintenance. The fund will be open to dynamic private, public, community and academic organisations or groups who are capable of developing smart solutions to contemporary challenges in Tallaght. The purpose of this market consultation is to give the contracting authority the opportunity to consult with interested parties on various potential aspects of the proposed contract in advance of a formal procurement process. The initial consultation will be in the form of a written questionnaire to be completed by interested parties and this may or may not be followed by meetings with any or all interested parties at the sole discretion of SDCC. The market consultation exercise is anticipated to result in procurement of operator(s) to participate in the fund through submission of detailed proposals demonstrating the nature, product, service or works to be supplied or delivered in a pilot project. Deutsche Raumfahrtagentur im Deutschen Zentrum für Luft- und Raumfahrt e.V.Bei diesem Vergabeverfahren handelt es sich um die Neuauflage des unter der Nummer 124754-2026 auf der Plattform ted.europa.eu veröffentlichten Verfahrens. Die Weltraumsicherheitsstrategie der deutschen Bundesregierung sieht den Aufbau eines nationalen Weltraumwetterberatungsservice vor, der deutsche Weltraumsysteme und die damit bereitgestellten Daten, Dienste und Produkte vor Gefahren durch Weltraumwetter schützt. Weltraumwetter-Ereignisse können wichtige Infrastrukturen des Bundes nicht nur beeinträchtigen, sondern im Extremfall sogar zerstören. Die vielfältigen Effekte des Weltraumwetters stellen daher eine direkte Gefährdung der sicherheitspolitischen und ökonomischen Interessen der Bundesrepublik Deutschland dar. Die Entwicklung geeigneter Warn- und Schutzmaßnahmen für irdische sowie weltraumgestützte Systeme ist ein wesentlicher Bestandteil zur Stärkung der nationalen Resilienz, vor allem wenn es um den Schutz kritischer Dienstleistungen und wichtiger Infrastrukturen geht. Hauptziel dieses Auftrags ist die Erfassung der Anforderungen an einen nationalen Weltraumwetterberatungsservice mit Fokus auf dem Schutz des deutschen Satellitenbetriebs samt dessen bereitgestellten Daten, Diensten und Produkten, sowie seinen Abhängigkeiten (Energieversorgung, Kommunikation, etc.). Der Einfluss von Weltraumwetterereignissen auf deutsche Infrastruktur soll vollumfänglich und wissenschaftlich fundiert durch Experten aus den Bereichen des a) Weltraumwetters und b) deutschen Satellitenbetriebs evaluiert werden. Für alle durch Weltraumwetter betroffenen Branchen soll im direkten Austausch mit repräsentativen deutschen Bedarfsträgern der tatsächliche Einfluss von Weltraumwetter-Ereignissen identifiziert werden und die notwendigen Schutzmaßnahmen erarbeitet werden. Eine Marktsichtung soll aufzeigen, welche Schutzmaßnahmen bereits angeboten werden, wo Kollaborationen sinnvoll gestaltet werden können, und welche Synergien mit bereits bestehenden Angeboten ausgeschöpft werden können. Als finales Ergebnis soll ein Portfolio der in Deutschland benötigten Weltraumwetter-Dienste/ -Produkte/ - Angebote/etc. für einen nationalen Weltraumwetterberatungsservice erstellt werden. Dabei soll der Schwerpunkt auf spezifisch deutschen Bedarfen von deutschen Bedarfsträgern liegen, die, sofern möglich, durch nationale Weltraumwetter-Dienste/ -Produkte/ -Angebote abgedeckt werden sollen. Deutsche Raumfahrtagentur im DLR e.V.BonnBeschreibung: Gemäß § 97 Abs. 4 GWB sind Leistungen grundsätzlich in der Menge aufgeteilt (Teillose) und getrennt nach Art oder Fachgebiet (Fachlose) zu vergeben. Nur ausnahmsweise dürfen mehrere Teil- oder Fachlose zusammen vergeben werden, wenn wirtschaftliche oder technische Gründe dies erfordern. Unter Teillosen versteht § 97 Abs. 4 S. 2 GWB die Aufteilung von Leistungen in der Menge. Eine Aufteilung in Teillose unterteilt den Auftrag quantitativ, zerlegt also den Gesamtauftrag in Teilmengen, die im Wesentlichen qualitativ gleichartig sind. Bei der Bildung von Fachlosen wird die zur Vergabe anstehende Leistung nach Art oder Fachgebiet, d.h. qualitativ, aufgeteilt (vgl. Ziekow/Völlink, 5. Auflage 2024, § 97, Rdnr, 79 u. 80). Bei Fachlosen findet demnach eine Unterteilung der Gesamtleistung in einzelne Fachgebiete oder Gewerke statt (vgl. Pünder/Schellenberg, Vergaberecht, 3. Auflage 2019, § 97, Rdnr. 135). Die Losvergabe ist nach § 97 Abs. 4 Satz 2 GWB grundsätzlich die Regel. Die Gesamtvergabe ist die Ausnahme. Fraglich ist, ob vorliegend die Aufteilung in Teil- und/oder Fachlose überhaupt möglich ist. a) Auftrag ist in mengenmäßiger und/oder fachlicher Sicht überhaupt nicht trennbar Der vorliegende Auftrag ist aus technischen Gründen nicht trennbar im Sinne von § 97 Abs. 4 S. 3 GWB. Technische Gründe sind nicht allein technische Gesichtspunkte im eigentlichen Sinne des Wortes, sondern alle Aspekte, die zu einem in Anbetracht des vom Auftraggeber vorgegebenen Leistungsprofils unauflöslichen Zusammenhang miteinander stehen. (Ziekow/Völlink/Ziekow, 5. Aufl. 2024, GWB § 97 Rn. 94, beck-online) Beim Vorhaben handelt es sich um eine reine „Papieranalyse“, die das Zusammentragen von bereits verfügbaren Informationen, deren Verknüpfung und Analyse beinhaltet. Alle Einzelleistungen stehen daher in enger räumlicher und technischer Verbindung und eine Aufspaltung in Bereiche wäre nicht sachgerecht, weil Informationen und Analysen umfassend aufeinander aufbauen. Die Integration aller Leistungsschritte in einer Hand ist hier eine erforderliche Maßnahme um die Qualität der Gesamtleistung zu sichern. Bei dem zu vergebenen Leistungsumfang handelt es sich um eine kohärente, räumlich oder mengenmäßig nicht weiter zerlegbare Leistung. Die Bildung von Teillosen ist daher nicht möglich.
