The objective of this CfT is to invite proposals from suitably qualified services providers to establish a single supplier framework for technical engineering services to execute the technical monitoring role, on behalf of Ireland as set out below. Under Article 22 of Regulation (EU) No 1316/2013, establishing the Connecting Europe Facility (CEF), Ireland is required to undertake Technical Monitoring and Financial Control of actions in close cooperation with the European Commission, to certify that expenditure incurred in respect of projects or parts thereof have been disbursed, and that the disbursement was in conformity with the relevant rules. The latest version of Article 22 (Regulation (EU) No 2021/1153) requires that the performance reporting system shall ensure that data for monitoring the implementation and the results of the CEF are suitable for an in-depth analysis of the progress achieved, including for climate tracking, and that they are collected efficiently, effectively and in a timely manner. SEAI requires a technical engineering service to execute the technical monitoring task, on behalf of Ireland as the member state, for the certifying of claims for energy projects receipt of funding under the CEF. EBN B.V.UtrechtWith the publication of the contract notices for the Aramis Project four partners: TotalEnergies EP, Shell, EBN and Gasunie, started the execution of a project for a CO₂ transport service, being the Aramis CCS Project ("Project"). This transport service project aims to contribute to the energy transition by providing CO₂ transport to storage capacity in order to help enable parties that seek emissions reduction by means of Carbon Capture and Storage (“CCS”) at scale. The Aramis Project, which aims to develop and operate a CO₂ transport service, was established as a public-private partnership between the state-owned corporations EBN and Gasunie, and the private companies TotalEnergies and Shell. The Project brought together each partner’s technical expertise, experience, and knowledge of CCS to enable the safe and efficient transport of CO₂ from industrial emitters to offshore storage sites. In April 2025 Gasunie, EBN, TotalEnergies and Shell outlined the next phase of the Project including a new governance structure under which EBN and Gasunie assumed full responsibility for the Aramis transport project, while Shell and TotalEnergies continue their involvement in the development of CO₂ storage capacity. Shell and TotalEnergies remain involved in the development of CO₂ storage capacity trough their storage activities and will continue playing a role in the wider Aramis transport and storage value chain. It is vital for the Project to maintain and ensure that the specific knowledge and CCS knowhow of Shell will remain available to the Project. As such Shell is willing to continue to provide its specific technical and operational support to the integrated Aramis value chain. To facilitate this support EBN and Gasunie have awarded Shell a contract for technical support of the Project by making use of the negotiated procedure without prior publication of a contract notice pursuant to article 2.32(1)(b)(2) of the Dutch Public Procurement Act (Aanbestedingswet). Sept.The Irish Prison Service (IPS) is seeking to establish a single-party framework agreement for the provision of strategic and technical advisory services to support its infrastructure investment and maintenance programmes. The primary role of the service provider will be to assist and advise the IPS in strategic estate planning, feasibility assessment, project review, and ensuring and supporting the process by which its capital investment and building maintenance programmes comply with the requirements of the Infrastructure Guidelines (IGs) and Capital Works Management Framework (CWMF). The services will be required across a range of IPS projects and investment initiatives and proposals, and are not limited or specific to any individual project. The services will be additional and complementary to detailed integrated design team services deployed to oversee and manage specific projects through all stages of their IG and CWMF lifecycles, and will not replace nor duplicate these services, nor involve contributions to or direct co-ordination with the project-specific services of such full integrated design teams. The services required will be utilised by the IPS in selective contexts and in respect of construction and maintenance projects at different stages of planning or development or implementation, or prior to their formal planning or design stage commencing.
