The contracting authority in the procurement is the Directorate of Children, Youth and Family Affairs (Bufdir). Bufdir heads Bufetat, which is organised in five regions and is responsible for the operation and services of the child welfare service, including child protection institutions, welfare centres for unaccompanied minor asylum seekers and centres for parents and children. To safeguard the needs of residents and employees, institutions and centres must be furnished. Bufetat has documented a need for the furnishing of flame retardant textiles and fixtures. There is a considerable number of fires in the institutions and centres, most of which occur in the resident rooms. Based on this, there is a need to be able to purchase mattresses, fitting textiles and curtains of flame retardating quality. Flame retardating quality of textiles and mattresses will reduce the extent of damage when subject to fire. The products that the framework agreements shall cover per sub-contract: * Lot 1: Fire retardating curtains * Lot 2: Mattresses in flame retardating textiles * Lot 3: Flame retardant bedding and textiles See the requirement specifications for a comprehensive description of the delivery. The estimated value for the entire procurement is NOK 12,000,000 excluding VAT. The procurement ́s maximum value is NOK 18,000,000 excluding VAT. The estimated value is based on a judgemental assessment of historical consumption. The estimates must not be seen as binding for the contracting authority during the framework agreement period. The maximum value shall take into account normal price regulations, unforeseen replacement needs, potential increases in the need volume and other uncertainty that may arise during the contract period. Please note that job advertisements and film production will not be included in this framework agreement. See chapter 4 for further details on the procurement ́s purpose and requirements. The contracting authority is uncertain about the extent of the procurement, but based on average calculations based on statistics information for 2023-2025, an annual contract value of approx. NOK 1,200,000 is estimated excluding VAT. The total estimated contract value, including options, is approx. NOK 4,800,000 excluding VAT. Emphasis is put on the fact that the estimated contract value is only of an informative character and does not represent any obligations for the contracting authority or rights for the tenderer. Aug.The Directorate of Norwegian Correctional Service (KDI) plans to announce a competition for a framework agreement for bedding and textile products during Q3 2026. The Norwegian Correctional Service is planning a procurement of bedding and textile products for its units. The procurement includes duvets, pillows, covers, sheets, towels and other textiles, both flame retardating and non-flame retardating execution, as well as some special requirements such as allergy-friendly assortment and target adapted curtains. The need is for the Norwegian Correctional Service units in all regions. This is a repurchase and the pending agreement will be obligatory for the included units. KDI is conducting a market survey in order to get an overview of what the market can offer and how the market can solve the Norwegian Correctional Service ́s needs in the best possible way.
