SYKEHUSINNKJØP HFVADSØThe procurement includes automation lines with connected analysis instruments combined in a fully automatic system including middleware, conveyor belt, pre- and post-analytical functions, which will replace the current automation system at Kalnes, as well as free-standing instruments at the locations in Askim, Fredrikstad, Moss, Sarpsborg and Halden with method equality and connection to a joint middleware system. The procurement are meant to cover the health company's activity level and the need for development in the next ten years. Resources have been put aside in Østfold Hospital's economic long-term plan, but the final budget is currently not granted. Parts of the extent concerning future development and/or future activity levels can, therefore, be set as options in the basis for the final tender. Aug.Subject of Procurement The subject of the procurement is to provide TSE rapid test kits required by the Finnish Food Authority’s TSE laboratory (Helsinki), as well as the equipment used in testing, the software required for the equipment, and maintenance services for the equipment. The procurement consists of the following elements: TSE rapid test kits The subject of the procurement is TSE rapid test kits used in national TSE testing of cattle, sheep, goats, and cervids. The estimated number of tests is approximately 12,000 per year (about 1,000 tests per month). The quantity is an estimate and does not constitute a purchase obligation for the contracting entity or an exclusive right for the supplier. Equipment (option) The tenderer shall offer new or used equipment suitable for TSE testing. The contracting entity is not committed to purchasing the equipment but reserves the right to procure it during the contract period. Maintenance Contract 1 (option) The tenderer shall offer Maintenance Contract 1, covering the maintenance of the offered equipment. The contracting entity is not committed to purchasing the maintenance service but has the right to procure it for the duration of the contract period. If it is technically possible, the contracting entity may use the contract for the equipment mentioned in Maintenance Contract 2. Maintenance Contract 2 (option, voluntary) The tenderer may, at its discretion, offer a separate voluntary Maintenance Contract 2 for equipment currently in use by the contracting entity. The contracting entity is not committed to purchasing the maintenance service but reserves the right to procure it for the contract period. The current equipment base is described in the draft maintenance agreement. The tenderer shall note that Maintenance Contract 1 may also apply to equipment already in use. Bio-Rad Geenius Reader, which includes Geenius Reader, Geenius MiniPC&SW, Geenius Software with APF and DataLogic HeronHD 3430 2D Barcode Reader, as well as a framework agreement for equipment dependent consumables and an option for a service agreement for the instrument. The system shall include an automated instrument for rapid diagnostics on supplementing HIV analysis for HIV 1 and HIV 2 (immune chromatographic method). The instrument must be able to scan sample identity/sample numbers and be CE-IVD marked. Furthermore, the instrument must have communication between the instrument and the laboratory information system (LIMS), for result transfer, preferably via ASTM or HL7. A market survey was carried out at the Prior Information Notice published 05.03.2026 with a reply deadline 13.03.2026. The contracting authority wanted input from relevant tenderers who believed they could deliver systems that responded to the sketched needs. The market survey did not reveal other tenderers of equivalent systems who could cover the needs of this procurement.
