App-based recording of pollinators under the Nature Restoration Regulation
The objective of this contract is to provide an app that can be used by surveyors in Member States to implement the field data collection for pollinator monitoring under Article 10 of the Nature Restoration Regulation. Under this contract, an unlimited license for using the app and a manual will be purchased. FWC Legal and management support on the implementation of components of the European Space Programme
In the scope of the Regulation (EU) 2023/588 of the European Parliament and of the Council of 15 March 2023 establishing the Union Secure Connectivity Programme for the period 2023- 2027, the European Commission has signed a 12-year Concession Contract on 126 December 2024 for the development, the deployment and the operation of the Infrastructure for Resilience, Interconnectivity and Security by Satellite (IRIS²) programme. IRIS² consists in 264 LEO satellites, 18 MEO satellites and a ground infrastructure to be deployed by 2030 which aim at providing a secure, low-latency connectivity to EU Members States, Governmental users and Commercials users with a worldwide coverage. The programme will be split in 4 phases: 1. Phase 1: Supply chain consolidation This maximum 1-year phase will enable the IRIS² Concessionaire to finalise suppliers’ selection. This should also allow the creation of a Special Purpose Vehicle to handle the Concession Contract until its end in 12 years. 2. Phase 2: Development phase This 2-year phase will be mainly dedicated to the design and the development of the infrastructure. 3. Phase 3: Deployment phase This phase is expected to last 3 years and will be dedicated to the industrialisation, production and launch of the infrastructure. 4. Phase 4: Operation phase The rest of period of 12 years will consist in operating the IRIS² infrastructure and providing services. During these 4 phases, the European Commission will supervise the Concessionaire’s activities and collaborate with it to ensure the proper execution of the Concession Contract respecting the contractual performances, cost and schedule of IRIS². A database of Irish market vehicles information through an API interface. Information of vehicles of categories M1 and N1 are essential. As no suitable tenders were received for this competition, SEAI entered into a Negotiated Procedure Without Prior Publication and a Voluntary Ex Ante Transparency notice was published. The NPWP is the most efficient and appropriate procurement route available to SEAI in the circumstances. Econometric Study on the implementation and performance of the EFSD+ Open Access Window in ENEST-MENA countries and options for MFF 2028-2034
The finality of the study is to appraise the market value, relevance, and effectiveness of IFI financial products paid via EFSD/EFSD+ contracts, and their impact compared to a no-EU intervention scenario. The main differences between this study and traditional FwC studies consists in: 1) Collecting evidence of the legal and financial impact that EFSD/EFSD+ contracts have on IFIs’ contracts with their clients and partner financial intermediaries (rather than collecting opinions that people with a direct stake in these contracts have of such impact); 2) Reliance on independently collected technical financial data, to be further elaborated via inferential statistics (rather than reliance on anecdotal surveys / interviews); 3) Assessing these contracts by benchmarking the financial products on which they are based against similar financial products — debt, guarantee and equity products — financed or managed by other governmental, no-profit or for-profit private market players (rather than benchmarking against financial products contained in other EU contracts, or no benchmarking at all); 4) Contracting consultants normally dealing with the banking and non-banking financial sectors (rather than consultants normally dealing with the Official Development Assistance — ODA — sector). This would mark a clean departure from EC studies that have traditionally focused on contract analysis by way of desk reviews (with an implicit comparison to other EU contracts and FwC studies on these EU contracts) and interviews / surveys among directly interested parties (including staff of the Contracting Authority; staff of IFIs / PFIs or other EU-contracted Parties and; Direct/Indirect Beneficiaries). Given the originality of the study (of a technical and comparative nature, with substantial inputs expected from the contracted party already in the study design phase); the type of expertise required (statistical tools applied to finance and microeconomics) and; the expected costs (likely EUR 700 K), the best option to contract such study would be through the “competitive dialogue” procedure regulated by Art. 2.6.7 PRAG. “In the case of particularly complex contracts, where the contracting authority considers that neither direct use of the open procedure nor the arrangements governing the restricted procedure will result in the best value for money, it may use the competitive dialogue. A contract is considered to be ‘particularly complex’ if the contracting authority is objectively unable either to specify the technical means of satisfying its needs or objectives or to specify the legal or financial makeup of the project”. Inter-institutional single framework contract to support the monitoring of LIFE projects, communication and other support services for the implementation of the LIFE programme
CINEA and DG ENV require substantial external support in the following areas: 1. Monitoring of LIFE projects, including action grants and operating grants: around 1 000 grants are to be monitored across a wide thematic and geographical coverage. There is a need for an external team of monitors covering the different thematic areas and possessing knowledge of the relevant national or local contexts and languages, in order to ensure proper monitoring of the projects and to provide support where issues arise. 2. Framework contract for scientific, technical and project-management support to ECDC for a multi-year, cross-sectional point prevalence survey (PPS) of healthcare-associated infections (HAIs), antimicrobial use and infection prevention and control / antimicrobial stewardship structure and process indicators in long-term care facilities (LTCFs) in EU/EEA countries. The services will build on the previous HALT/LTCF PPS approach including: preparation and organisation of the PPS; development/adaptation of training materials, case studies, feedback-report templates and data-collection questionnaires; support to national PPS preparation and training; helpdesk, methodological and technical support to national contact points; support to data collection and data-quality checks; production of validated national databases; country- and LTCF-level feedback reports; analysis plans; early and final European survey reports; presentations/minutes for meetings; and related dissemination outputs including open-access fees for manuscripts. Market survey - framework agreement for the care of parks and landscape facilities.
Drammen municipality will soon announce a competition for framework agreements for the care of park and landscape facilities in Drammen municipality. The procurement will include two sub-contracts: Zone 1: Drammen North Norway ́s extent is estimated to: approx. 267,245 m² lawn, 73,164 m² grass hill, 6,440 bushes and approx. 902 trees, in addition to perennials, roses etc. Zone 2: Drammen SørForeløpig extent is estimated to: approx. 328 409 m² lawn, 190,408 m² grass hill, 7,444 bushes and approx. 1,252 trees, In addition to perennials, roses etc., the framework agreements concern contractor services connected to the care of different types of green areas for park management. The contracts will include fixed management assignments throughout the year, in addition to calculation works. The agreements will have a duration of approx. 5 years, including options. The provisional estimated contract value is: Drammen Sør: approx. NOK 6.5-8.5 million excluding VAT per year The limit North: approx.
