The Food and Agriculture Organization of the United Nations (FAO), intends to pre-qualify a group of organizations in a timely manner, and potentially solicit proposals from them shortly thereafter. The services/outputs being sourced are: The required services consist of supporting national-level technical assessments and selected pilot activities related to multifunctional forest management planning (MFMP) in a selected pilot area in Green Belt Astana, Kazakhstan, under the FAO project “Improving Biodiversity and Sustainable Forestry (GCP/SEC/025/TUR)” and Regular Programme. The assignment will focus on the assessment and strengthening of multifunctional forest management planning systems, with particular attention to: • development of forest management plans • biodiversity integration • ecosystem services integration • climate-responsive forest management considerations • digitalization opportunities and needs • GIS and spatial planning applications • participatory and integrated planning approaches The Service Provider will be responsible for delivering a package of technical, analytical and capacity development activities, including: • Preparation of an inception report, including detailed methodology and workplan • Review and assessment of existing forest management planning systems, methodologies, planning documentation and spatial datasets • Assessment of biodiversity integration, ecosystem services integration and climate-responsive forest management considerations within existing planning approaches • Identification of technical, institutional and operational gaps related to multifunctional forest management planning systems • Assessment of opportunities and needs related to digitalization, including GIS applications, geospatial data management, digital planning systems and field data collection tools • Organization of selected field-based technical assessments and stakeholder consultations • Identification and documentation of practical methods, tools and approaches to strengthen multifunctional forest management planning systems and ecosystem services integration • Preparation of technical recommendations and roadmap elements for strengthening multifunctional forest management planning approaches • Organization of technical consultation meetings, validation workshops and capacity development activities • Development of actual management plans • Provision of technical guidance and on-the-job support to national counterparts where required • Submission of a final technical assessment report including findings, recommendations, lessons learned and proposed follow-up actions Within this context FAO Sub-regional Office for Central Asia is intending to sign Letter of Agreement among Non-Governmental Organizations to be awarded with a contract for twelve (12) months. Aug.The Food and Agriculture Organization of the United Nations (FAO) seeks to pre-qualify qualified organizations to support the assessment, revision and implementation planning of Protected Area Management Plans (PAMPs) in two pilot protected areas: Chon-Kemin State Nature Park in Kyrgyzstan and a pilot protected area in Uzbekistan (site to be confirmed). The assignment will also support the development of practical Technical Guideline(s) for protected area management planning and landscape-level biodiversity connectivity. The assignment will be implemented over a period of 12 months through parallel and coordinated workstreams in the two countries. The Service Provider shall ensure a consistent methodological approach, common technical and quality standards, and overall coherence across the two pilot areas, while adapting the approach to the ecological, socio-economic, institutional and legal context of each country and pilot protected area. The Technical Guideline(s) shall provide practical approaches and tools for assessing existing Protected Area Management Plans and their implementation; preparing and updating management plans; monitoring implementation and management effectiveness; supporting adaptive management and periodic review; and identifying areas of high biodiversity value and developing strategies to maintain and strengthen ecological connectivity among such areas at landscape level. The Guideline(s) shall draw on experience and lessons generated through the two pilot applications. The selected Service Provider shall support FAO and the relevant national authorities through technical assessments, field-based analyses, stakeholder engagement and participatory planning, GIS and spatial analysis, zoning, preparation of action and implementation plans, monitoring frameworks, capacity development and on-the-job coaching, and knowledge transfer. The assignment shall also include the development of targeted awareness-raising and communication materials for global/international and grassroots/local audiences, with particular emphasis on biodiversity conservation, climate change adaptation and mitigation, and sustainable forest management. Aug.All services contribute to achieve the project objectives of STREAM+ (Output 4 of SPACES II) and comprise four work packages (WP): WP 1 concentrates on mainstreaming, institutionalisation, capacity building and implementation of/for climate-resilient, sustainable and inclusive forest management (SFM+) at the local and strategic-political level, with the following main activities as i) multi-stakeholder workshops to identify solutions for climate-resilient forest use and to strengthen the role of Forest User Groups in SFM+, ii) elaboration and testing of a vertical structure concept of NFA and iii) technical advice on selected forestry policy instruments and for reporting on forest management planning, implementation and monitoring (FMPIM). Selected main results are improved legislation and policies and FMPIM reports. WP2 provides capacity building of NFA, local forest administration, PFE, FUG in planning, implementation and monitoring of SFM+ with the main activities i) advice territorial plan development working groups at local level, ii) elaborate a climate risk study related to forest management, iii) execute a gap analysis on needs of digital precision technologies, iv) improve fire management structures and approaches, v) update planning and inventory methods, v) support the development of SFM+ plans, vi) capacity building on local level regarding silviculture, improved fire management, remote sensing tools, and vii) analyse and recommend relevant actors on basic forest economic data. Selected main results are 15 elaborated and partly implemented plans for SFM+, 2.105.931 ha of forests under sustainable management and 7 local territorial development plans incorporating SFM+ principles. WP 3.a aims on strengthening sustainable inclusive forest-based value chains (VC) with Forest User Groups (FUG) and Micro-, Small- and Medium Enterprises (MSME). The focus is on timber forest products (TFP) from thinning and dead wood as well as non-timber forest products (NTFP). Main activities are i) multi-stakeholder roundtables on VC, ii) elaborate training material and conduct trainings on VC, iii) conduct studies on market opportunities, limitations, feasibilities, iv) advice national partners on the mentioned topics and v) develop recommendations for related policy instruments. Main results are a certain number of studies, capacity building measures and reinforced forestry-related VC. WP 3.b focuses on strengthening entrepreneurial and networking capacities of FUG and MSME with regard to formal markets, adding value and achieving a positive return on sustainable forest management that improves forest health and climate resilience. If feasible, synergies with national business incubator service providers and TVET shall be fostered. Main activities are i) support to selected FUG to become private entities to implement SFM+ activities, ii) a capacity-building needs assessment and relevant training for incubator service providers, iii) capacity building to FUG and MSME regarding organisational and entrepreneurial capacities, building strategic partnerships, business plans, product development, work safety and traceability systems.
