Helse- og omsorgsdepartementetOSLOFrist: 17. Aug.The Ministry of Health and Care Services would like an analysis of the Health Platform following up the Storting's decision: "The Norwegian Parliament asks the government to ensure that an independent, limited analysis is carried out so that the aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. This is to ensure the interaction, quality and efficiency goals in the services at all levels. The implementation and organisation of the analysis shall not affect ongoing improvements and further development of the Health Platform. The analysis shall refer to the existing knowledge basis." The aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. The objective is two parts: Part one focuses on the learning and improvement dimension for other equivalent projects. • Equivalent projects are to be understood as digitalisation projects in the health and welfare sector, but other sectors can also be relevant. We will use DFØ/the Project Wizard ́s definition of a digitalisation project. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. • The analysis shall point out the areas that have a value for learning, and identify and analyse the mechanisms that caused the known risk factors to have such major consequences. Furthermore, the analysis includes learning from all phases of a digitalisation project, including the procurement phase. • The analysis shall take the starting point in the targets of interaction, quality and efficiency in the services at all levels. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. Part two is about the Health Platform and is limited to • Improvement and further development of the Health Platform, and is not a decision basis for whether the Health Platform shall be discontinued or not. • See this part of the analysis for a programme for user friendliness and optimisation organised by the Health Platform. European Environment Agency (EEA)CopenhagenFrist: 17. Sept.To drive progress towards a climate resilience Europe, the EEA will continue providing essential data, information and policy-relevant insights that inform the design and implementation of adaptation measures, risk management strategies and societal preparedness efforts. A key priority is to track and assess progress on EU's climate resilience. Knowledge exchange will support EU Member States in preparing national climate risk assessments and adaptation policies. The EEA will also play a role in the implementation of potential outcomes for the foreseen European Integrated Framework for Climate Resilience. With a focus on resilience indicators, sectoral progress and broader economic and societal resilience, the EEA aims to develop relevant and actionable knowledge products for Europe. The focus of this new Topic Centre will be predominantly on the knowledge and networking services. However, tasks under these services will also cover some data services and will build on work conducted under the Topic Centre on Climate and Resilience: Reporting, Tools and Online Knowledge support. As such, collaboration is expected between the two Topic Centres.Services for the Design, Development and Analysis of Cybersecurity Indexes
European Union Agency for Cybersecurity (ENISA)AthensFrist: 21. Sept. The purpose of this tender is to provide ENISA with support services for the design, development and analysis of cybersecurity indexes across the EU Member States (MS) and other countries or partners. Such services are intended to generate evidence-based insights for the cybersecurity posture and maturity level of EU MS, the European Union as a whole or other designated partners. The domains to be monitored and measured include, but are not limited to, cybersecurity capacity building, training and education, cybersecurity policy implementation, cyber risk management practices, national cybersecurity strategies, vulnerability disclosure policies, cybersecurity exercises, cybersecurity incident response, operational cooperation mechanisms, cybersecurity incident reporting, situational awareness, supply chain management practices.Provision of OSINT (Open-source intelligence) Reports on Migration
European Union Agency for AsylumVallettaFrist: 17. Aug.The EUAA needs up-to-date information on a wide range of topics linked to asylum-related migration, to deliver situational awareness and early warning on the asylum situation in the EU+. The main objective of the contract is to obtain regular and high-quality open-source intelligence (OSINT) reports on migration that fulfil the specific needs of the EUAA and its stakeholders. These reports can avail themselves also of AI-input, but the contractor should ensure the use of high-quality sources, an accurate representation of the information collected and appropriate human oversight. EUAA reserves the right to duly assess against these benchmarks the products received. These reports should provide open-source information on selected themes related to different countries of origin and transit to supplement and enrich analyses on migration and the situation of asylum in the EU+. Reports may analyse specific countries of origin, specific countries of transit, specific nationalities in general terms or specific nationalities located in a selected transit country. The nature of these reports should not be purely descriptive, but analytical and forward-looking. To this end, the reports should provide an up-to-date overview of information relevant to selected topics.Nanomaterial Risk Assessment: Refining and Validating Acceptable Variation in Nanoform Characterisers
European Chemicals AgencyHelsinkiFrist: 21. Sept. The contract is meant to follow up to on previous project “Nanomaterial Risk Assessment: A regulatory way forward for sameness and grouping approaches” contracted in 2023. In the previous contract, a framework was developed to assess the acceptable variation within each characteriser of a Nanoform. That project aimed at exploring ways to simplify nanoforms registration process and, ultimately, its’ associated testing burden. As an outcome, a series of binary decision trees and respective variability threshold were produced, covering each mandatory characteriser. The framework was developed based on a limited set of information covering metallic and carbon-based nanomaterials. The present contract aims at refining the threshold values pre-established and validating it with additional data sets, covering a wider range of chemical types. This project’s outcome is expected to become a basis for ECHA to develop new guidance for registrants of nanoforms of a substance.Workplace practices and practical resources for the prevention of work-related cardiovascular diseases (CVDs), return-to-work (RTW) of workers after a CVD event, and retention at work (RAT) of workers with chronic CVDs (2 Lots)
European Agency for Safety and Health at Work (EU-OSHA)BilbaoFrist: 10. Sept. The contracting authority’s OSH overviews typically include the collection, analysis and dissemination of comprehensive information regarding policy, research and practices to support policy makers, researchers and intermediaries to better guide decision making and prioritise resources at policy, research and company level. Through different research projects, an OSH overview contributes to the development and sharing of good practice, both at the level of policy and of workplace intervention. Depending on the focus and scope of the project, they involve literature reviews, case studies, interviews with key informants at policy, research or company level, focus groups, workshops and seminars. This specific OSH overview on CVDs and OSH seeks to improve the prevention of CVDs related to work, the return-to-work (RTW) of workers after a CVD event and the retention at work (RAT) of workers with chronic CVDs. Through the various projects implemented as part of this OSH overview, it aims at investigating the occupational risk factors leading to work-related CVDs, as well as their interplay with non-work-related determinants of CVDs; explore in more depth specific sectors, occupations and worker groups at higher risk; collect data on the burden and underlying causes of work-related CVDs in the EU; identify and assess policies, strategies and programmes, as well as workplace interventions and practices to prevent work-related CVDs, to support the RTW of workers after a CVD or the RAT of workers with chronic CVDs. First findings from the ongoing projects under this OSH overview have consistently identified a critical gap between evidence and practice: while the evidence linking work-related risks to CVD is relatively well established, documented examples of effective workplace-level practices and resources remain scarce. This call for tenders invites bids for two lots that together address this gap: - field-based case study research on workplace practices with regard to theStudy 2026-006 – Supporting the Commission Expert Group on the Security and Resilience of Submarine Cable Infrastructures
European Commission, DG GROW - Internal Market, Industry, Entrepreneurship and SMEsBrusselsFrist: 24. Aug.The purpose of the study will be to support the Submarine Cable Infrastructure informal Expert Group in the course of 2026/2027, notably by assessing regularly and providing recommendations aiming at improving the security and resilience of existing and new submarine cable infrastructures, and by supporting the deployment or significant upgrade of submarine cable infrastructures via Cable Projects of European Interest (‘CPEIs’). It is a direct follow-up of the Commission Recommendation (EU) 2024/779 on Secure and Resilient Submarine Cable Infrastructures and the implementation of the 2025 EU Action Plan on Cable Security. The reason for purchasing is the high level of specialisation required, especially as regards the economic and technological aspects of submarine cable infrastructures, as well as the necessity to swiftly deliver on this important topic relying on limited internal resources.
