Background Trøndelag county needs a modern and comprehensive system for electronic substance register, which can support the entity's work on health, safety and the environment. The procurement is being carried out in order to ensure easy access to updated chemical information, contribute to compliance with the current regulations and facilitate safe handling of chemical products throughout the entire organisation. The county has a compound entity with different user groups and work areas, including sixth form colleges, laboratories, operation and cleaning functions, workshops, dental health services, road operation, administration and teaching environments. This sets requirements for a system that is user friendly, accessible and suitable for both employees and pupils, while at the same time being managed in an efficient way across units and professional environments. The aim of the procurement is to establish a joint system that provides a better overview of chemicals, supports local needs and at the same time enables central management and follow-up. Tenderers must therefore understand that the system shall function in a large and varied organisation, with a need for both broad availability and appropriate administration. Description of the assignment Trøndelag county shall procure an electronic substance register that is delivered as a site license for approx. 5,000 employees and 20,000 students. The system shall cover the county ́s need for registration, disclosure and management of information on chemical products across the entity. The delivery includes a digital system with functionality for i.a. search and access to safety data sheets, an overview of chemicals, as well as support for the accompanying HSE work such as risk assessment, substitute and exposure register. The system shall be suitable for different types of users and it can be used in both teaching related and operational contexts. Furthermore, the system shall support secure and efficient access

NTNUTrondheimFrist: 07. Okt.NTNU is Norway's largest university, with approx. 43,500 students and 8,500 employees. NTNU currently has up to 35,000 safety data sheets for the substance register. NTNU has a comprehensive laboratory and workshop activity, with approx. 300 laboratories and workshops with relatively extensive use of chemicals and gases, in addition to many laboratories and workshops with more limited activity. NTNU currently has approx. 300 persons with editing access in the substance register. The aim is to procure a user friendly substance register and exposure register, which supports both laboratory and workshop activities and ordinary operations. The system shall be a practical tool for research, teaching and operational environments, which contributes to more efficient work flow, increases the quality of the work and supports NTNU's compliance with relevant requirements in Norwegian and European rules. The solution will be used in the training of students. The offered system shall be complete, and it must have been fully tested so that it has been implemented and been in use by customers with similar needs. See Part 2 Annex 1 the Contracting Authority ́s requirement specifications for further information. A continual service contract shall be signed with one tenderer. The contract will be signed as soon as possible after the waiting period has expired. The system shall be handed over and ready for use three months after the contract has been signed, tentatively 01.03.2027. Stavanger municipality is also considering procuring an exposure register. The municipality needs a system that can safeguard the following: The system shall have a substance register, risk assessment, archiving possibility and substance assessment that covers the current legislation and guidelines (cf. the Norwegian Labour Inspection Authority ́s regulations: Regulations on the execution of work (arbeidstilsynet.no), Second part chapters 2 and 3, Fifth part chapter 31). Sept.The Department of Forensic Sciences at Oslo University Hospital shall procure reference substances and internal standards that are used in legal toxicology analyses of drugs and drugs. In 2025, the department received samples from approx. 35,000 cases. Routinely samples are examined for up to 110 substances, but the department's repertoire spans a large number of substances. The repertoire is changed and adapted to the use of drugs in the community - there is, therefore, a need for flexibility in the assortment and access to a large assortment. Certified reference substances (CRM) or reference substances from manufacturers are preferably used accredited in accordance with ISO/IEC 17025 and ISO 17034. SYKEHUSINNKJØP HFVADSØA direct procurement of licences for a SaaS system (service) STATdx with the supplier Elsevier.Helse Nord RHF needs a regional, time-limited agreement on access to clinical radiological decision support/entry work for radiologists and LIS doctors. The procurement will be assessed as a procurement without a competition pursuant to the procurement regulations § 5-2 first section letter a, as the procurement, according to the contracting authority ́s assessment, can only be made with one specific supplier in the market. The need concerns a ready established SaaS/web based content service with medical quality assured radiology content, structured diagnostic support, differential diagnostics and a comprehensive case and picture library across radiological disciplines and modalities. The procurement does not apply to a general learning platform, course platform or technical portal, but to complete clinical radiological decision support content that can be used immediately without customer driven content production, quality assurance and management. Helse Nord has carried out a market survey, including RFI and dialogue with radiological environments. Identified alternatives are wetting among different LMS/platform systems. These systems do not currently appear as functionally equivalent substitutes, as they do not document finished medical quality assured radiological decision support content to the necessary extent and quality. Based on the market survey (RFI) and the substitute evaluation, Helse Nord ́s assessment is that STATdx from Elsevier is the only identified system that fulfils the necessary and proportional minimum requirements for the limited service at the current time.
