Die dritte Projektphase des Deutsch-Chinesischen Agrarzentrums (DCZ) wurde zunächst für den Zeitraum vom 1. Januar bis 31. März 2026 und anschließend bis zum 30. Juni 2026 verlängert. Ursprünglich war vorgesehen, die vierte Projektphase zeitnah einzuleiten. Im Verlauf der Abstimmungen kam es jedoch sowohl auf deutscher als auch auf chinesischer Seite zu Verzögerungen bei den erforderlichen Rückmeldungen und Entscheidungsprozessen. Dadurch konnten wesentliche Voraussetzungen für die Vorbereitung der neuen Projektphase, einschließlich der Finalisierung relevanter Vereinbarungen und der Einleitung des Ausschreibungsverfahrens, nicht im ursprünglich vorgesehenen Zeitrahmen geschaffen werden. Vor diesem Hintergrund hat die deutsche Seite in Abstimmung mit der chinesischen Seite entschieden, die laufende Projektphase erneut außerordentlich bis zum 31. Dezember 2026 zu verlängern. Die Verlängerung dient dazu, ausreichend Zeit für die weiteren Abstimmungsprozesse mit den chinesischen Partnerinstitutionen sowie für die ordnungsgemäße Vorbereitung und Durchführung des Ausschreibungsverfahrens der vierten Projektphase zu schaffen. Gleichzeitig soll sichergestellt werden, dass die etablierten Dialog- und Kooperationsformate des Projekts ohne Unterbrechung fortgeführt und die bisher aufgebauten Netzwerke sowie Arbeitsergebnisse nachhaltig gesichert werden können. Die Verlängerung trägt dazu bei, die noch laufenden Abstimmungsprozesse zwischen den beteiligten deutschen und chinesischen Institutionen abzuschließen und die Voraussetzungen für die vierte Projektphase zu schaffen. Gleichzeitig ermöglicht sie dem Bundesministerium für Landwirtschaft, Ernährung und Heimat (BMLEH) sowie der GFA Consulting Group, die erforderlichen Vorbereitungen für die nächste Projektphase einschließlich des Ausschreibungs- und Vergabeverfahrens mit der notwendigen Sorgfalt durchzuführen. Im Zeitraum 01.08.-31.12.2026 wird das DCZ außerdem die Maßnahme "Deutsch-Chinesisches Innovationsnetzwerk zur effizienten und nachhaltigen Futtermittelproduktion in der Milchviehwirtschaft" im Rahmen des Förderaufrufs „Internationale Netzwerke Agrar- und Ernährungswirtschaft (INA)“ umsetzen. Diese umfasst insbesondere die Durchführung eines zweitägigen Feldtags mit begleitendem Fachprogramm im Herbst 2026.

Die Leistungen umfassen insbesondere die Beratung der kasachischen Partner, die Organisation von Seminaren, Delegationsreisen und sonstigen Veranstaltungen. Dafür sollen 3 Langzeitfachkräfte in Astana/Kasachstan tätig werden, die durch den Einsatz von Kurzzeitfachkräften ergänzt und durch qualifiziertes Backstopping gemanagt werden. JuliThe contractor will be responsible for the implementation of Output 4: "The technical capacities of provincial and municipal administrations to plan and report on measures in waste management and circular economy have been strengthened", and achieving the Module Objective Indicator 3 and Output Indicators 4.1 and 4.2 by implementing the activities, producing the deliverables and fulfilling corresponding milestones as defined within these Terms of Reference. The overall objective of the tendered services is to provide high-quality technical advisory and capacity development support for the implementation of the project "InCircular: Promoting a Circular Economy in Indonesia". The service provided by the contractor will support the implementation of circular economy principles through enhancing waste data collection and transfer, improving local governance and financing, EPR implementation, by conducting capacity building, material flow analysis, stakeholder engagement and dialogue, guiding the improvement of regional circular economy implementation, as well as the establishment of EPR pilots in pilot provinces. In addition, the contractor will provide ongoing technical support on waste management to project municipalities. By fostering multi-stakeholder collaboration and institutional engagement and capacity, the contractor will help establish the conditions necessary for a transition towards more circular and inclusive economy in Indonesia. For the preparation of the delivery of Output 4, GIZ has already started implementation in a preparatory phase preparing provincial stakeholder mapping and analysis, preliminary packaging waste and residual waste flow analysis and a cities selection in close coordination with national and provincial partners. During project preparation it was anticipated that activities for Output 4 will be conducted in East Java and potentially in Bali. Expected Outcomes Public and private sector stakeholders in selected pilot municipalities in project provinces will be better equipped to independently plan, implement, and report data on waste management, as well as respond to governance prerequisite requirements for implementing circular economy initiatives and EPR schemes. Main outcomes of the contract are aligned with the following project indicators and are the following: 1. Output indicator 4.1: 10 partner municipalities in the pilot provinces of East Java and Bali have shared digitalised data on recycling of packaging waste based on uniform standards with the national level (by 12/2028). 2. Aug.Egypt continues to face significant labour-market challenges driven by slow economic growth, high inflation, currency devaluations between 2016 and 2024, and structural pressures on job creation. Although the official unemployment rate stood at 7.4% in 2021, these figures mask deep labour-market vulnerabilities: an estimated 60-70% of economic activity occurs in the informal sector, decent work standards are inconsistently applied, and vocational and university graduates remain disproportionately unemployed. Young people aged 15-29 are particularly affected, with an unemployment rate of 17.2% and only 17% holding formal jobs. Gender disparities remain a central challenge. The female employment rate is only 15%, compared to 67% for men, and young women face unemployment rates above 42%. Despite ongoing reforms-including the National Employment Strategy (NES), the National Strategy for the Empowerment of Egyptian Women 2030, and the Digital Egypt agenda-youth employability, quality of employment, and women"s labour-market participation remain limited. Addressing these gaps requires strengthened institutions, improved employment services, and closer alignment between state structures and labour-market needs. The Labour Market Access Project II (LMAP II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to improve young Egyptians' access to decent employment through a multi-level approach targeting employment policy, gender equality, digital solutions, job preparation, and decent employment services. The project cooperates closely with the Ministry of Labour (MoL) as the political partner and engages a broad set of intermediaries including MoL departments at central and governorate levels, instructors at MoL training centres, public and private service providers, the Federation of Egyptian Industries (FEI), companies, and civil-society organisations. The module objective, "Young Egyptians' access to decent employment has improved," is measured through indicators on employability outcomes, improvements in decent work standards, and gender-responsive interventions. The contractor will directly contribute to several indicators, including improving the quality of employment for approximately 800 workers, implementing four gender-equality measures under MoL"s Gender Action Plan, strengthening employment-policy capacities, and supporting the delivery of job-preparation and decent-employment services. Description of the Procurement The contractor will support the Ministry of Labour in developing employment policies, enhancing gender-responsive institutional capacities, creating job-preparation tools, strengthening communication systems, and expanding decent-employment services delivered to companies. The assignment consists of five main work packages that collectively contribute to Outputs 1, 2, 4, and 5 of LMAP II. Work Package 1 - Strategic Communication and Visibility Support This work package strengthens MoL"s public image, stakeholder engagement, and visibility of employment-related reforms. It includes designing a results-driven communication strategy, modernising MoL"s visual identity, conducting perception assessments, managing media relations, producing multi-channel communication content, and building MoL"s internal communication capacities. Work Package 2 - Policy Support, Future-Oriented Employment Planning, and NES Implementation The contractor will support MoL in developing evidence-based employment policies, strengthening its internal policymaking functions, and operationalising the NES once launched. Tasks include institutional assessments, strengthening policy-formulation processes, developing operational manuals, facilitating stakeholder consultations, and improving coordination mechanisms. Work Package 3 - Capacity Development and Implementation of the National Plan for Gender Equality This work package strengthens the capacities of MoL staff and private-sector HR professionals on gender-responsive employment practices. It includes capacity-building programmes, advisory support to the GEC, and implementation of six priority activities from MoL"s Gender Action Plan. Work Package 4 - Development of Innovative Instruments for Job Preparation The contractor will develop inclusive, gender-responsive job-preparation tools aligned with labour-market needs, pilot the programme, deliver Training-of-Trainers packages, strengthen MoL"s Training Unit, and produce immersive 360° workplace videos. Work Package 5 - Expansion of Service Offerings to Promote Decent Employment This work package strengthens service providers and MoL"s inspectorate, supports SST and LST delivery, certifies trainers, develops new decent-employment services, pilots them in SMEs, and develops scalable models and M&E systems. Target Group and Expected Impact The intervention targets young jobseekers and newly employed Egyptians aged 18-35, with particular emphasis on women. Indirect target groups include MoL staff, private-sector HR professionals, service providers, and SMEs. Aug.The contractor shall provide comprehensive technical, organizational, and advisory services to support the implementation of the project "Mitigation of Human-Wildlife Conflicts in Tanzania" in the Ruvuma landscape. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations. The contractor shall also support the outreach programs of relevant institutions, including the development of communication concepts, training events, and materials for intermediaries such as teachers, farmers and local stakeholders. Throughout the assignment, the contractor shall ensure effective project management, coordination, reporting, and knowledge management. Deliverables shall include reports of workshops and training sessions, minutes of technical meetings, approved planning documents, CAP and LUP documentation, progress reports, and technical contributions to project monitoring. The contractor shall work in close collaboration with GIZ, partner institutions, and local stakeholders, and shall comply with requirements related to safeguarding, data protection, conflict sensitivity, and gender mainstreaming.
