The objective of this activity is to define, design and predevelop an advanced PRS payload antenna subsystem for future EU LEO-PNT, addressing classified requirements. This activity belongs to Galileo/EGNOS Upstream R&D which is part of the space component of Horizon Europe, under which, in line with the signed FFPA and relevant Contribution Agreement, ESA is delegated by the European Commission to manage this activity. ESA adapted procurement rules will apply as per the ITT to be published (open Competition in 2 stages). ESA reserves the right to place one parallel Contract subject to weighted quality of the proposal of at least 60 points, budget availability and related programmatic decision.

This applies to both the current framework programme - Horizon Europe and the next framework programme, which shall start in 2028. Participation will take place in the form of projects that receive financial support from the EU. The projects must follow the terms given in the EU guidelines for the different project types. This includes financial guidelines. At the same time, we must ensure compliance with the guidelines that generally apply for NTNU. The financial monitoring of the projects involves responsibility for following up the finances in the project life cycle, from application to completed project. NTNU has its own routines and templates for financial reporting to the EU and internal status reports. For applications and projects that have several partners and coordinated by NTNU, follow-up also involves follow-up of partners' budgeting and reporting. Clear and understandable communication towards internal and external target groups is significant in all project phases. NTNU has its own personnel (project economists) who carry out these assignments, but NTNU will need to supplement with external resources. The need can vary over time. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. JuliThe procurement entails the design, manufacturing, delivery, installation, and commissioning of a Proton Exchange Membrane (PEM) electrolysis system for hydrogen production at the JRC Ispra site. The core of the system is a 50 Nm3/h electrolyser (which must be upgradable to 100 Nm3/h) that delivers hydrogen at an outlet pressure of 30 barg. The main equipment will be delivered in a containerized/skid version divided into three specific areas: a control panel area with the AC/DC converter, a water purification unit, and an ATEX-classified area containing the stacks and gas purification treatment. In addition to the containerized unit, the scope of supply includes several external components: - An MV/LV transformer - A thermal management system (dry cooler) - A low-pressure hydrogen storage system consisting of a cylinder rack at 30 bar with a total volume of 5 m3 - A gas blender installed on the outlet piping after the storage Finally, the procurement includes a comprehensive service package covering the Factory Acceptance Test (FAT), Site Acceptance Test (SAT), ATEX verification, staff training, two years of spare parts, and a 3-year maintenance contract. Reason for Purchasing The primary objective of this procurement is to produce green hydrogen by harnessing the renewable energy generated from the JRC Ispra site's internal photovoltaic (PV) plant. Currently, the site has a 1.35 MWp PV installation, which is planned to be expanded to 2 MWp and eventually 3 MWp in the future. Instead of using battery systems, the JRC intends to use the excess energy from this PV plant to power the electrolyser for self-consumption. The hydrogen produced will then be blended into the natural gas pipeline (up to a 10% volume blend) to feed the site's co-generators. With this procurement, JSC targets to purchase a heterogeneous system that must be integrated into an existing cloud infrastructure. The system shall provide multiple different purpose optimized components, e.g. • addressing the loading and querying of frontier AI models in a large tightly coupled compute pod with high-speed low-latency interconnect, • providing resources ensuring Confidential Computing (CC), • using an Ethernet compatible interconnect between the different nodes/partitions of the system, • fostering European technology and supply chains, wherever possible[ET1.1]. The system acts as a pilot to experiment with hardware as well as software and operational modes to offer customers an interface to AI inference as well as other AI workloads.
