Short description of the contract: Works contract involves the reconstruction and upgrade of the existing Border Police facility located near Markova Noga, in the village of Dolno Dupeni, adjacent to the Greek border. The current structure, originally built in the mid-20th century and previously used by the JNA, consists of three connected modules of varying construction types. Following inspections and structural assessments, the design proposes retaining the left and right modules while demolishing the central section to create a new entrance hall, stairway, and access points. The renovation will include a new roof, upgraded structural elements, and a covered courtyard serving as the main entry and parking area. The interior layout is planned to support the station’s operational needs, including offices, storage, reception, and duty areas, while the new upper floor will house administrative offices, staff facilities, restrooms, and a communal space with a kitchen and terrace. Additionally, a covered walkway will connect this building with the nearby Border Crossing (BC) complex used by both the Border Police and Customs. Parking provisions include one nearby public space and four official spaces within the plot. Works will be implemented following the PRAG Conditions of Contract. Type of procedure: Open

Aug.To assist with the administration of OPW's Optimising Power @ Work energy efficiency campaign, the Office of Public Works (OPW) intend to establish a Framework from which Energy Specialists providing professional services in the areas of staff energy awareness, Behavioural Change, Energy Auditing/Reporting, Optimisation of Building Management Systems (BMS) and controls in Central Government and Public Sector Facilities, may be appointed. These facilities may include Hospitals, Prisons, Third Level Education Institutions, Laboratories, Data Centres, Office Accommodation, County Councils and other Public Sector buildings. Over 50 large facilities participate in Optimising Power @ Work's Wider Public Sector programme currently. The contracts associated with these participants will expire during the new framework term and in many cases will be due for retendering under the new framework rules. (subject to approvals). In addition approximately 15No facilities have applied to join the programme. Up to five suitable Energy Specialist service providers shall be appointed to the framework. This CfT includes notional tender requests for a representative sample of the type of facilities that participate in the programme. The rates quoted in the notional tender returns will form the cost basis for the award of future contracts from the framework in accordance with the framework rules. Okt.The Ministry of Transport and Infrastructure, Directorate General of Infrastructure Investments, Türkiye (hereinafter - teh Ministry), has received financing from the World Bank through Ministry of Treasury and Finance towards the cost of the INRAIL Project. The Project is being jointly financed by the Asian Infrastructure Investment Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank, and the OPEC Fund for International Development. The Project will finance the construction of a 127 km greenfield railway line designed to bypass the Istanbul Metropolitan Area and establish a high-capacity overland link across the Istanbul Strait (Bosphorus). The line will be double-tracked, electrified, fully signalized, and mixed-use, capable of carrying both passengers and freight, with a maximum freight carrying capacity of 50 million tons per year. The proposed railway line will originate at Çayrova station on the Asian side and terminate at Çatalca station on the European side, crossing the Istanbul Strait by utilizing the existing track space allocated on the Yavuz Sultan Selim Bridge (YSS Bridge), also known as the Third Bosphorus Bridge, located at the northern end of the Istanbul Strait. The Ministry intends to apply a portion of the loan proceeds toward payments under the contract(s) for the "Design and Construction of Infrastructure and Superstructure Works, including Electrification" subdivided into four Lots as listed below. The scope of works covered under this procurement package as a whole (all four lots together) encompasses the design and construction including electrification of 122.3 km of double-track main line and 4.7 km of single-track connection lines, 5 twin-tube Tunnel Boring Machine (TBM) tunnels totaling 36.2 km, 22 double-track New Austrian Tunneling Method (NATM) tunnels totaling 23.3 km, 17 cut-and-cover tunnels totaling 3.7 km, two viaducts and 40 bridges totaling 22.1 km, Stations, etc. The scope of works covered under each lot is specified in the RFP document. Sept.Introduction UNON is seeking multidisciplinary professional consultancy services to undertake RIBA Workstages 1 to 6 for a New Car Parking Project at the UNON Complex, Gigiri, Nairobi Kenya, including a feasibility study to assess the most suitable development options. The multidisciplinary services shall include but not be limited to Architecture, Structural & Civil Engineering, Mechanical Engineering, Electrical Engineering (including expertise in Photovoltaic Systems), ICT Engineering, Fire Safety Engineering, Cost planning and Estimating services and Landscaping. Due to the multidisciplinary nature of the requirement, it is anticipated that the services will be provided based on: - A single consultancy which can offer all the disciplines from its in-house capabilities. - A single consultancy which is acting lead as consultant and is offering some of the disciplines on a sub-consultancy basis: in this instance, the lead consultant shall be providing the architectural discipline. - A consortium or joint venture arrangement: again, one company from the consortium or joint venture will be required to act as lead consultant, providing the architectural discipline. Project Scope The final project solution remains to be confirmed and shall be developed through the feasibility and design stages. The preferred solution may include one or more design solutions, but range from the provision of the following options: an open surface car park or carparks; an open two-storey car park structure; or a combined solution incorporating both open car parking and a two-storey car park structure. In all cases, the project will include all required vehicle and pedestrian connections to the existing adjacent site and infrastructure, with the potential to include solar photovoltaic canopies, which would cover the requirements for both parking spaces and renewable power. The project shall integrate all mentioned disciplines and shall cover all required services and infrastructure including the following: Mechanical (Plumbing, Cold Water System, Irrigation System, Wastewater Drainage System, Rainwater and Stormwater Management and Drainage System), Electrical (Power, Lighting, Photovoltaic System, ICT (Wi-Fi, Fiber optic), Security (CCTV, Access control), Public Address (PA) system (Fire Safety, Fire Suppression /Protection System, Smoke Detector System, Alarm System). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. Support 5 states on their respective State Electiricty Market through the development of policies, laws, or instruments to advance RE investment. Tasks of the contractor: Work package 1: Premium Grids (On-grid) This work package aims to support DisCos in identifying and mapping suitable sites for premium grids which include the use of NESP developed data-based tools as well as selecting and cooperating with RE developers for their implementation. The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. Support 5 states on their respective State Electiricty Market through the development of policies, laws, or instruments to advance RE investment. Tasks of the contractor: Work package 1: Premium Grids (On-grid) This work package aims to support DisCos in identifying and mapping suitable sites for premium grids which include the use of NESP developed data-based tools as well as selecting and cooperating with RE developers for their implementation. The following activities are planned under this work package: 1. Development of pre-feasibility studies and support with tenders for premium grid projects 2. Technical assessment and analysis of identified premium grid projects. 3. Legal and transactional support for premium grid projects 4. Technical supervision and advisory services on project execution in the field. Work Package 2: Framework and Policy Development Support This work package aims to provide support for adaptive, flexible, demand-driven policy and regulatory framework development for selected subsectors covered by the ETP, with regards to EE and RE. The following activities are planned under this work package: 1.
