Dear Bidder, The International Labour Office (ILO) is looking for an individual consultant to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an individual consultant with extensive expertise in maritime labour inspection and enforcement to revise the Guidelines for flag State inspections under the Maritime Labour Convention, 2006, as amended, and the Guidelines for port State control officers carrying out inspections under the Convention. The consultant will review the 2022 and 2025 amendments to the MLC, 2006, prepare a mapping of affected provisions, update both Guidelines by drafting new or modifying existing text using tracked changes, prepare an explanatory note on revisions made, participate in virtual review meetings and finalize the documents following ILO comments. The assignment is home-based, estimated to require approximately 25 working days over an eleven-week period. Payment is made upon satisfactory completion and acceptance by ILO of all deliverables. The Collaborator will map national legal classification, social protection, dispute resolution, and social dialogue arrangements across ASEAN Member States; analyse alignment with international labour standards, including the ILO Decent Work in the Platform Economy Convention, 2026 (No. 193), and the ASEAN Employment Outlook; and prepare a principles-based framework with policy options and implementation considerations. Below is a summary of the work to be performed: The consultant will assess labour rights and freedom of association (FOA) monitoring mechanisms in the Philippines through two interrelated components: (1) mapping and analysing the workflows, procedures and coordination arrangements of existing labour and human rights monitoring mechanisms; and (2) developing institutional options, including the possible operationalization of an independent, non-judicial body, in line with the 2023 ILO High-Level Tripartite Mission (HLTM) recommendations. The assignment will review relevant laws, policies and procedures and consult key stakeholders, including CHR, EO 23 IAC, AO 35 IAC, NTIPC-MB/RTMBs and other relevant bodies. It will map the lifecycle of labour rights and FOA-related cases, from reporting and intake through investigation, referral, monitoring, remedies, resolution and follow-up, including coordination, information-sharing and case management arrangements. The consultant will identify gaps, overlaps, bottlenecks and data management challenges and assess existing mechanisms against the functions envisioned by the HLTM. Based on the findings, the consultant will recommend institutional arrangements to strengthen coordination, case management, data sharing, access to remedies and accountability.
