South Dublin County council seeks a suitable qualified operator to run Ballymount Civic Amenity. The prime purpose of the contract is to provide households in South Dublin County with additional waste recycling and recovery opportunities. Improved recycling in the County will help meet Regional and National targets which ultimately will lead to a better environment for all citizens. Raman Microscope for DTU Chemistry
The Technical University of Denmark (DTU) intends to acquire one complete high-resolution confocal Raman microscopy and spectroelectrochemical characterization system, including all associated hardware, software, accessories, installation, commissioning, training, and warranty. The system will support research and education activities within catalysis, electrochemistry, materials science, energy conversion, sustainable fuels, and chemical synthesis. The primary purpose is to enable advanced in situ and operando characterization of functional materials, catalyst surfaces, and catalytic interfaces under realistic operating conditions, including electrochemical environments, elevated temperatures, controlled gas atmospheres, liquid-phase operation, and flow conditions. The instrument shall provide high-sensitivity Raman spectroscopy and microscopy with high spectral and spatial resolution. The system must support characterization of solids, liquids, heterogeneous materials, catalyst surfaces, thin films, nanostructured materials, powders, and solid–liquid and solid–gas interfaces. The equipment shall further enable investigation of reaction intermediates, catalyst transformations, phase transitions, adsorbates, reaction microenvironments, and dynamic processes occurring during electrochemical and catalytic reactions. The system shall include a confocal Raman microscope with automated operation, high-resolution spectroscopic capabilities, motorized sample positioning, automated focusing, Raman mapping and imaging functionality, and support for multiple excitation wavelengths covering the visible and near infrared spectral range, including excitation wavelengths of approximately 532 nm, 633 nm, and 785 nm. The system must be capable of performing both point measurements and spatially resolved Raman imaging of heterogeneous samples with automated data acquisition. The acquisition shall include low-noise detector technology suitable for weak Raman signals, time resolved measurements, and quantitative analysis of both Stokes and anti-Stokes Raman scattering. The system shall provide access to ultra-low-frequency vibrational information (down to 10 cm-1) relevant for studying structural changes, lattice dynamics, catalyst phase transformations, interfacial species, adsorption phenomena, and local temperature effects at catalytic interfaces. The instrument shall further enable simultaneous investigation of chemical composition, structural dynamics, and local thermal phenomena under operating conditions through acquisition of both Stokes and anti-Stokes Raman spectra. The system shall support automated Raman mapping and hyperspectral imaging of heterogeneous samples with micrometre-scale spatial resolution and high positional accuracy. The system must enable investigation of catalyst heterogeneity, dynamic restructuring processes, spatial distributions of reaction intermediates, and structure–activity relationships during operation. The system shall support time-resolved and operando measurements through direct integration be-tween electrochemical instrumentation and the spectroscopic platform, enabling synchronized electrochemical control and Raman data acquisition. The system shall allow simultaneous monitoring of electrochemical parameters and spectroscopic responses during catalytic operation and provide direct correlation between catalyst state, reaction intermediates, local temperature, and electrochemical performance. The equipment shall be suitable for spectroelectrochemical investigations of electro-chemical reactions and interfaces under controlled operating conditions. The acquisition shall further include dedicated spectroelectrochemical accessories, electrochemical cells suitable for operando measurements, flow-compatible accessories, control software, data acquisition and processing software, computer workstation, vibration-isolated installation platform, and all components necessary for full operation of the instrument. The system shall be designed for long-term research use and support future expansion through additional optical components, detectors, excitation sources, analytical modules, environmental cells, and experimental accessories. Expert platform for Ukraine"s EU alignment in the rule of law
The services to be tendered concern the management and operation of an expert platform to provide advisory services to Ukrainian government institutions responsible for managing the EU accession process. To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. The tendered service is intended to ensure that the described outputs of the project can be implemented quickly, if needed, short-term, and based on scientifically sound analyses, experience and technical expertise. The Terms of Reference (ToR) is divided into five work packages. The specific tasks described under each work package are indicative, and their details will be determined as the project progresses and partner needs evolve. For flexible response, the future contractor must provide standing pools of short-term experts who can be deployed quickly in response to project demands. Work Package 1 is intended to provide flexible, rapid-response support to key stakeholders, primarily within ministries and associated institutions. Services include ongoing analytical support, economic and climate scenario development, briefings, brief assessments, etc. related to carbon or environmental taxes, emission trading, green recovery, EU alignment, just energy transition, electricity market design, CBAM, energy efficiency, and NDC processes. Work Package 2 focuses on supporting the EP facilitating the modernization of Ukraine's energy sector with emphasis on renewable energy. The contractor is expected to contribute new knowledge and policy insights, including but not limited to electricity tariff reforms, compensation mechanisms for vulnerable customers, governance of state-owned energy enterprises, renewable energy auction mechanisms, debt solutions, energy sector recovery options, CBAM, and municipal utility models. Work Package 3 supports MEPR in updating Ukraine's LTS, ensuring it reflects the latest developments, Ukraine"s recovery plan, and aligns with the NDC. The contractor will provide data collection and analysis, modelling, scenario development, and alignment support, in response to changes in context, policy, and technology. The contractor will also support capacity building in MEPR and stakeholder engagement processes. Work Package 4 addresses the challenges industrial emitters face in meeting EU environmental directives, including CBAM and IED. The contractor is expected to support companies to understand the impacts of these policies and implement decarbonization pathways. This WP includes economic modelling, cost-benefit analysis, development of sector-specific GHG reduction roadmaps, roadmaps on Best Available Techniques (BAT), Transposition of BAT Reference Documents (BREFs) into Ukrainian context, conducting training for environmental and energy managers, and awareness raising initiatives. Framework Agreement for the Delivery of Control Systems (IEC104) and the Provision of related services TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Day centre transport by minibus of persons with dementia and disabilities.
PURPOSE AND SCOPE The aim of the procurement is to cover the need for transport services, including drivers and auxiliary zones, to and from day activities and senior centre offers in the district. There are 19 people with normal driving who need daily transport. This can be changed over time and changes will be reported once per ocean year. The maximum number of persons will not exceed 25. All transport shall be carried out by vehicles that are powered with electricity or hydrogen in order to reduce CO2 emissions and contribute to Oslo municipality ́s green profile. From 01.01.2025, all deliveries/assignments for Oslo municipality where transport is a part of the service, shall be undertaken by using zero emission (i.e. battery electric or hydrogen) or biogas technology that as a minimum fulfils euro class 6/ VI. The contract has an annual estimated value of NOK 1,500,000. The contracting authority draws attention to the fact that the estimate is based on previous consumption, historical data and the expected future need. This contract is valid for up to a maximum value of NOK 6,000,000, including any option for a 2 year extension. The estimate is only a guideline and is without obligation for the Contracting Authority. Transport of up to 19 people with up to 4 wheelchair users is required. The number can be changed with each new order made every six months. The change can be both a reduction of persons with a need for changing the number of wheelchair users, changing the number that shall be transported in the form of reduction and increase. An increase will normally not be more than 2 - 3 persons. The contracting authority envisages that two vehicles will be used for the assignment. According to the oslo municipality's rules, none of the vehicles can use fuel that is used. In addition to the drivers, the tenderer must offer a permanent person/helper who shall assist in transporting the users. An attendant from the day centre will also assist with the transport. The urban district orders day centre places every half year according to the district ́s need, and the district will notify the carrier of any changes when the order is made. The district has a maximum need of 12 places at Sofienberg day centre plus an attendant from the day centre and 7 at Økern day centre plus an attendant from the day centre. However, this may change over time. See the description of changes to the number of persons with a need for transport in point one. In total, Økern day centre has day places for 7 users with dementia, and Sofienberg day centre has day places for 12 users. The users shall be picked up and delivered all business days outside of Saturday and Sunday. Tenderers shall ensure daily transport of elderly persons between their residence and the following two day centres: Økern Day Centre (Kingosgate Residential and Rehabilitation Centre), Kingosgate 14-16 Sofienberg day centre (sofienberg centre), Helgesensgate 62. To and from Økern Day Centre: · 08:30 with 1 bus that picks up day centre users at their homes and drives them to the day centre within approx. 09:00. They will not be picked up at home until 08:30. · At 14:00, one bus will be picked up for the same people at the day centre and drive them home. To and from Sofienberg day centre · 09:00 with 1 bus that picks up day centre users at their homes and drive them to the day centre within approx. 10.00. · At 14:45 a.m., one bus will pick up the same people at the day centre and drive them home. There are up to 19 persons each day who shall be picked up and driven to the day centre. The number of persons going to Økern day centre and Sofienberg day centre will vary. The parties to the contract can reach agreement on other times. If the opening hours are changed, the date of transport to and from can be changed equivalently. Both centres are closed on weekends, public holidays, Christmas Eve and New Year's Eve. Before the assignment, employees at the day centres will make the tenderer aware of the needs of each user so that the transport can be adapted to this. It can, for example, be whether the user uses wheelchairs, type of wheelchairs, any need for stair climbers, need to be followed to the entrance door etc. Tenderers will get lists from the day centres with an overview of each user, addresses, any changes to lists and other necessary information about users. There will be some waiting time for the collection, as users may not always be ready on time. The users who use the tender will vary, and for this reason there will be some variation in which addresses the drivers shall collect and deliver users from. Not all users are able to walk by their own help with the vehicles. It is therefore necessary that the users are picked up as close to the entrance door as possible. Medite Europe DAC are seeking tender submissions from suitably qualified shunting companies for the provision of Shunting Services at their facility at Redmondstown, Clonmel, Co. Tipperary, E91V584. Details of the service we require are listed below: i) To provide suitable equipment, vehicles, labour and services on a 6 day a week basis to move packs of MDF from the Medite production site to different warehouse locations in the Clonmel, South of Ireland area. ii) To provide a sustainable solution to the tender offering. iii) The personnel provided to be employed as per the Safety Health + Welfare Work Act of 2005. The service provider having Duty of Care for these employees. iv) Delivery zones are within a 1km radius and 20km radius from the Medite production site. v) Additional delivery zones to be advised as and when required and prices on a pro-rata basis. vi) The personnel provided to be employed as per the Safety Health + Welfare Work Act of 2005. The service provider having Duty of Care for these employees. SPECIFICATIONS OF THE SERVICES REQUIRED (a) To provide a certified articulated tractor unit to carry the maximum 44mts allowable on the public roads this unit to be dedicated to the Medite DAC operations unless otherwise agreed. (b) To provide a sustainable option to Medite that will positively reduce the facilities’ carbon footprint under scope 3. Note Scope 3 definition “encompasses emissions that are not produced by the company itself, and not the result of activities from assets owned or controlled by them, but by those that it's indirectly responsible for, up and down its value chain. An example of this is when we buy, use, and dispose of products from suppliers”. (c) Regular Drivers fully certified CPC with a knowledge of Warehouse and Port Operations to be assigned to the Medite Europe DAC work. One nominated driver required at all times. (d) To provide a safe efficient shunter service on trailers with 24.00mts of MDF packs to the various warehouses located in and around the Clonmel and South Tipperary area. On rare occasions shunting may be required from Medite to SmartPly (Belview Port) within a 50km radius. (e) 2 x 13.3mt curtain sided Trailers with Headboards to be provided and dedicated to the Medite operation. The service provider is responsible for ensuring this equipment is in good order and available at all times. (f) Experienced labour to de- couple the truck tractor unit and re- couple the trailers truck unit. Labour to be on site at all times during shunting operations. An ability to provide replacement personnel in times of illness or vacations essential. (g) Appropriate Ratchet straps certified and in good order to be supplied and maintained. Experienced personnel to tie down the packs prior to shipping to the warehouses. (h) The service provider must be able to demonstrate the ability to provide backup equipment in case of damage or breakdown of the equipment. The average amount of 26mts per load of shunts to the warehouses amount to approx. 15 to 20 loads per day this will vary and will depend on production plans and market conditions. A total of approximately 3,500 to 4,500 loads/shunts per annum. The daily routines involve a mixture of loads on trailers depending on the needs of the business. Cooperation and flexibility are required on the part of the service providers and its personnel to match the production requirements with the demands of shipping and warehousing. From time-to-time work is required for a minimum of 4 hours on Sundays or Bank Holidays a rate for working during these periods should also be submitted with the tender. The mill closes for a minimum of 2 days over Christmas this varies from year to year. The closure period will be notified to the service provider at the end of the preceding October. The requirements define a tightly integrated combination of functionalities, including: • High-throughput plate-based acquisition of multiwell experiments (96-384 well formats) within defined time constraints, with full plate acquisition achievable in the order of 1-5 minutes for single-position imaging and ≤30-60 minutes under realistic screening conditions, including multiple imaging positions per well (≥9), multi-channel fluorescence acquisition (≥3 channels), and Z-stack acquisition (≥20 planes). Full 96-well plate confocal imaging (≥3 channels, ≥20x objective) must be achievable within ≤10 minutes at one position per well. • Confocal optical sectioning for imaging of thick 3D biological samples, with effective penetration and signal quality for structures in the range of 50-200 um (up to ~300 um depending on sample type). For this, the imaging system must be able to operate in both widefield and spinning disk confocal modes. Availability of a minimum of two (2) confocal spinning disc geometries under software control, with options optimized for different applications, such as high-resolution, high-speed, and deep-penetration imaging, with the option for future disc upgrades. • Low phototoxicity and low photobleaching imaging conditions, enabling repeated imaging of the same samples for time-lapse experiments over hours to days, including sensitive 3D cultures and live-cell assays. • High-power laser excitation (up to 800 mW) combined with a motorized XY-stage and Z control with high-precision positioning (<25 nm resolution in all axes) and the stability required for reliable time-lapse imaging of the same sites over several hours or days is needed. • A software-controlled, automated objective turret with at least six (6) positions, equipped with a range of air and water immersion objectives from 2x to 60x magnification that includes options for both high numerical aperture (NA) and extra-long working distance. The system must be equipped with a fully automated water immersion objective system with 20x and 40x water immersion objectives, and support optional magnification changes via an additional, software-selectable tube lens (1.5x). • Independent emission filter wheel (≥8 positions) and dichroic filter wheel (≥4 positions), equipped with filter sets for imaging DAPI, CFP, FITC, YFP, TRITC, TxRed, Cy5, and Cy7, or their equivalents. • Fully automated, high-content acquisition workflows, enabling reproducible imaging of large datasets (≥100-1000 imaging sites per experiment) with minimal user intervention. • A high-sensitivity sCMOS camera with high peak quantum efficiency (≥95%). The system is required to support high-speed image streaming for dynamic live-cell assays such as calcium imaging. The requirement is acquisition at ≥80 fps at full resolution and ≥100 fps at reduced resolution (using binning). • Integrated environmental control for physiologically relevant experiments with integrated gasmixer in the system for precise control of CO2 and O2 levels to create both normal and hypoxic conditions. • Integrated, high-throughput image analysis capabilities, including automated segmentation, feature extraction, and compatibility with AI machine learning-based analysis pipelines, enabling efficient processing and quantification of large-scale datasets. Possibility of importing images from 3rd party instruments for analysis is required. These requirements are not independent, but must be fulfilled simultaneously within a single, unified system architecture to ensure technical suitability, data quality, and operational feasibility. While individual elements of the required functionality may be available in other systems, available alternatives do not provide the full combination of required capabilities within a single, fully integrated high-content screening platform. In practice, alternative solutions rely on partial, modular, or loosely integrated configurations, where acquisition, automation, and analysis are handled by separate components or software environments. This prevents consistent, reproducible execution of large-scale experiments and introduces technical limitations in throughput, data consistency, and workflow integration. The ImageXpress HCS.AI Advanced platform is identified as the only system available that meets all specified requirements as an integrated solution. No alternative suppliers can deliver a technically equivalent system without introducing significant limitations that render the solution unsuitable for the intended research applications. Development of a green corridor project and street design training in Dakar
Prepare a pre-feasibility study for a Green Corridor to improve safe pedestrian access to public transport in Keur Massar and strengthen institutional capacities for climate-resilient, inclusive street design and participatory project development in Dakar.
