9Framework agreement internal audit services
Norad – Direktoratet for utviklingssamarbeidOsloThe procurement is for a framework agreement for assistance with the internal audit function. A contract shall be signed with one tenderer. The agreement shall assist Norad's work with internal control, internal audit and performance management occurring in accordance with the law and regulations, best practice, relevant standards and frameworks for internal audits, as well as applicable instructions. The contract shall also provide access to external competence and a larger professional environment. The internal audit will report directly to Norad's Director and is an independent administration. The scope of work follows Norad's area of responsibility and comprises the entire entity, including assignments performed by external entities. Audits will be selected for risk based and carried out within risk management, performance management and internal control. Six to eight audits are planned annually, in addition to ad hoc assignments. The contract can also include internal control assistance. The internal audit will be responsible for the receipt and handling of signals, carried out by internal employees. The notification function is not included in the contract. The internal audit uses a systematic method to assist the Director in ensuring that Norad is operated in accordance with the management principles for government entities, cf. the governmental financial management regulations. The Directorate ́s risk picture is the basis for the choice of audits, which are determined in the annual audit plan approved by the Director. The internal audit is in dialogue with the organisation and, when needed, provides advice and guidance for performance management, internal control and risk management. There is a need for expertise for audits, consultancy assignments and support with the development and implementation of internal control, as well as the need for the audit plan, annual report and strategic guidance. The assignments will vary in nature, extent and complexity. Consultants must be able to work independently. Tenderers shall offer the assignment manager partner, team manager (operative coordinator) and multi-disciplinary delivery team with experience from internal audits and strategic consulting. The working language is Norwegian, and good English capabilities are required.Framework agreement for project support EU finances
NTNUTrondheimFrist: 14. Aug.Participation in the EU's framework programme for research and innovation is a high priority activity at NTNU. This applies to both the current framework programme - Horizon Europe and the next framework programme, which shall start in 2028. Participation will take place in the form of projects that receive financial support from the EU. The projects must follow the terms given in the EU guidelines for the different project types. This includes financial guidelines. At the same time, we must ensure compliance with the guidelines that generally apply for NTNU. The financial monitoring of the projects involves responsibility for following up the finances in the project life cycle, from application to completed project. NTNU has its own routines and templates for financial reporting to the EU and internal status reports. For applications and projects that have several partners and coordinated by NTNU, follow-up also involves follow-up of partners' budgeting and reporting. Clear and understandable communication towards internal and external target groups is significant in all project phases. NTNU has its own personnel (project economists) who carry out these assignments, but NTNU will need to supplement with external resources. The need can vary over time. The offered resources must be able to handle a portfolio of applications and projects. The portfolio will usually belong to one or several organisational entities at NTNU. Other more limited assignments may also be relevant. See Annex 1, the contracting authority ́s requirement specifications, for further information on which services/work assignments the framework agreement covers. A framework agreement shall be signed with one tenderer. The contract will start as soon as possible after the award of contract. JuliThe objective of the framework agreement is to cover Vegårshei municipality ́s need for ongoing maintenance and operation of the municipality ́s properties within plumbing work. The works will include a number of assignments of varying sizes and scope, including major renovations, replacement of old equipment and installations, repairs and maintenance assignments on existing equipment and installations, as well as work on new buildings. Other services that naturally come under the discipline of HVAC can be provided if there is a need in the contract period. Materials needed for the different operations will be included in the work. Although the procurement comprises some material, it is emphasised that this contract does not provide any exclusiveity for the delivery of such material, and that the Contracting Authority is not otherwise obliged to procure materials from the service provider.Single Party Framework Agreement for the Provision of Internal Audit Services

Stavanger kommuneSTAVANGERRogaland Revision IKS, Romerike Revision IKS, Agder Municipality Audit IKS and Viken municipal audits IKS and Vestfold and Telemark revision IKS and Sørlandet municipality audit IKS will enter into a cooperation agreement on management audits, ownership control and associated services. The parties to the cooperation agreement carry out statutory management audits and ownership control for control committees in municipalities and counties. The aim of the cooperation is to contribute to give the contracting parties ́ ownership municipalities delivery security, increased quality by carrying out statutory assignments that are common to all owner municipalities and cost efficiency. Stavanger municipality has assisted the parties in the cooperation agreement with the notice, and Stavanger municipality is therefore not the contracting authority. The core of the cooperation is that one or several parties can get assistance from the other parties in cases where the competence and resource situation makes it appropriate to cooperate within the contract. It is a fundamental prerequisite that each party shall both receive and provide assistance through the cooperation. The cooperation will be entered into between public contracting authorities, applies to public assignments and the purpose of the cooperation is common for the parties. The cooperation shall only be carried out for public interests. The financial transactions in the cooperation shall be limited to cost coverage, possibly with the addition of some profit, provided that such any gains are reinvested in the service that the cooperation applies to. The contract value is judgementally set at NOK 5,000,000 excluding VAT. This indicates a total value of deliveries in accordance with the cooperation agreement. None of the participants in the collaboration have turnover to others than the owners that exceed 20 %. Emphasis is put on the fact that the cooperation is based on a pricing mechanism that ensures that the person who performs work for the other cooperation partners does not achieve financial gains or losses, and that the cooperation is exclusively managed by public interests. Deliveries shall, in accordance with the cooperation agreement, occur at hourly rates that are limited to cost coverage, possibly with the addition of a certain profit provided that any gains are reinvested in the service that the cooperation applies to. The agreement shall ensure flexible and predictable access to the necessary competence for planning, engineering design services and follow-up of building and construction projects. The framework agreement includes the entire project course - from early needs clarification and concept phase, via the preliminary project and detailed project, to the construction phase, commissioning, taking over and claims follow-up. The assignments will vary in nature, length and complexity, from smaller individual assignments to large projects and can be carried out parallel to several locations. The contract shall be able to cover simultaneous assignments for several business areas and locations in the region, and shall, thus, also handle capacity variations over time.
