Ausschreibungsbeschreibung
Patentstyret, hereafter called the Contracting Authority, would like tenders for a contract for licences and licence management. The scope includes entering into a multi-year contract for the hire of software licences and licence subscriptions, as well as Software Asset Management (SAM) services. The SAM services include ongoing management and monitoring of the Norwegian Industrial Property Office ́s licence portfolio, including periodical reporting. The contract shall cover the Norwegian Industrial Property Office ́s ongoing need for licences from suppliers such as Microsoft, Adobe, Citrix and VMware. A contract shall be signed with one tenderer. See annex 1 for further details on the need.

The property mass consists of more than 1,000 buildings of approx. 1.2 million m2 and 5,000 undeveloped properties, as well as 6 km of different quays and quay fronts with adjoining areas. Nearly 60 percent of the buildings are schools, nurseries and nursing homes. The remaining buildings are, among other things, office buildings, port buildings, fire stations, car parks, quays and sports halls. To cover the Agency's need for ongoing maintenance and operation of buildings, quays and areas, Bergen municipality, c/o the Building and Property Department, intends to enter into a framework agreement with two tenderers for the provision of ground and concrete services.Intention notice - temporary agreement on municipal engineering trade system.
Fredrikstad kommuneFREDRIKSTADFredrikstad and Hvaler municipalities (henceforth referred to as the contracting authority) intend to enter into a temporary agreement with Norkart AS for a transition to Norkart KOMTEK ́s cloud based system (SaaS) for the operation and further use of trade systems within municipal engineering (VAR), property taxes and fixing fees. The contracting authority has used KOMTEK software delivered by Norkart AS over several years. The system is central in the municipalities ́ task solving and has integrations with several other trade systems. The operation of the system has until now been handled by the contracting authority ́s own ICT department. This means that the current system must, in practice, be continued through a transition to the tenderer ́s cloud system, as local operations will no longer be a real alternative. The contract will be an ongoing contract with Norkart AS for the operation of KOMTEK as the cloud system. The contract will follow the existing contract structure and will mainly continue the same modules, functionality and data basis as in the current system. The contracting authority deems it appropriate to carry out a transition from local operations to a cloud based system as part of a natural technological development. The transition is planned for execution so that the existing functionality is continued, with limited and planned interruptions to operations. Significant changes or expansions in functionality are not planned as a part of the transition. KOMTEK is one of the central solutions in the contracting authority ́s system portfolio and the system has extensive integrations with other systems as well as a significant historical data basis. Any replacement of the system will require comprehensive migration of data, establishment of new integrations and significant changes in work processes, and will therefore involve significant risk and resource use. The contracting authority has therefore assessed that the procurement for technical reasons can only be carried out with the existing supplier. The contracting authority intends to hold a tender contest for new software by 31.12.27 The Contracting Authority has made a decision on an intention notice pursuant to PPR § 13-4 letter b (2).Procurement of software, licences and operation on the Esri platform from Geodata AS
Nye Veier ASKristiansandNye Veier AS has over the years used ArcGIS software negotiated by Geodata AS in our business for processing/making map based material. As Nye Veier AS has put considerable effort both economically and resource wise into creating internal map based systems and processing map data, Nye Veier would like to continue to use the ArcGIS software. As a result of this, we would like to procure consultancy services on the ESRI platform from Geodata AS, justified on the basis that Geodata AS is the only actor who offers this as a focused service in Norway. Nye Veier AS sees that ESRI competence can be found at, among other things, consulting engineering companies, but we consider this competence to have a more internal focus to support our own projects and entities more than offering pure competence in the market. The services that Nye Veier would like to procure from Geodata AS during this notice are primarily connected to licences, platform operation, annual follow-up in accordance with the agreed plan, testing of concepts and systems as well as specialised support/training. The contract will be valid for three years from 01.07.2026.
