Gas Networks Ireland (GNI) is establishing a Qualification System for the provision of Engineering, Procurement, Construction (EPC) works and services (Lot 1) and Operation and Maintenance (O&M) services (Lot 2) for the Strategic Gas Emergency Reserve (SGER). Lot 1 is for the engineering, procurement, and construction works and services to complete infrastructure assets including but not limited the jetty, trestle, topside structures, pipelines, above ground installation (AGI), integration with FSRU, onshore terminal systems, related ancillary and enabling utilities to site and the management of nominated subcontractor(s). Lot 2 is for operation and maintenance services in relation to jetty, trestle, topside structures, pipelines, integration with FSRU, onshore terminal systems that may be required from time to time to facilitate the operation of the SGER. The Lot 2 contractor will be novated to the Lot 1 contractor for the duration of the EPC period, commissioning and defects correction period, with a subsequent three-year operation and maintenance period commencing from completion of commissioning. A further O&M period of up to five years is anticipated following completion of the initial period. Applicants may apply for and qualify in one or more Lots. GNI has immediate requirements which may be tendered in the near future, through an Initial Competition. Applicants who are interested in participating in the Initial Competition must submit their QSQ responses through the eTenders system by 12.00hrs (Irish time) 18th September 2026, unless amended.

The Lot 2 contractor will be novated to the Lot 1 contractor for the duration of the EPC period, commissioning and defects correction period to ensure the Lot 1 works meet service output requirements, with a subsequent three-year operation and maintenance period commencing from completion of commissioning. The framework agreement is envisaged to last for a period of 8 years with a scope of services to include but not be limited to the following : • all necessary mobilisation activities to prepare for the performance of the Services; • development and maintenance of asset registers; • development and maintenance of a computer-aided facilities management system; • development of annual maintenance plans; • planned preventative maintenance (including cleaning and pest control) of buildings, facilities, plant and equipment, landscaping, and winterisation activities in accordance with the annual maintenance plan; • corrective maintenance (including cleaning and repair of vandalism damage) of buildings, facilities, plant and equipment as required to ensure continued operation of the facility at the property; • planned and corrective maintenance of bus stops, including platforms, shelters and bus poles and flags (including cleaning and repair of vandalism damage); • maintenance of records and reports; • all necessary demobilisation activities to prepare for the handover of the Services to a subsequent supplier. The value of purchases pursuant to the Framework Agreement is expected to be €22,871,380 (excluding VAT). However, there is a reasonable likelihood that similar requirements could be required to support other new bus routes and bus depot facilities which are unknown at this time and thus the total value of purchases pursuant to the Framework Agreement may be up to a maximum of €26,302,086 (excluding VAT) over the duration of the Framework Agreement.
