APPRENTICE: The contracting authority has assessed the procurement against the Public Procurement Act § 5h and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionate, cf. §5h (4) as it is seen as disproportionately for the content, extent of the work and the following reasons: * There is a need for specialised competence that an apprentice cannot be expected to hold. We point out that the driver must be over 21 years old and have driver's rights in class D1, D1E, D or DE for passenger transport. * The works are normally carried out by only one person. We point out that there is normally only one driver on buses, and with the use of an apprentice it is presumed that the tenderer has an additional driver to follow up the apprentice. * The work assignments are not considered suitable for apprentices due to the nature of the work and requirements for health, safety and the environment. We point out that passenger transport will mainly be carried out by children, which requires extra focus on safeguarding passenger safety.
