Work package 1 focuses on career guidance and counselling for youth in Kakuma, Kalobeyei and Lokichoggio against the backdrop of Kenya"s policy shift from a camp model to integrated settlements (Refugees Act 2021, Shirika Plan). In a context of high poverty, informal livelihoods and recurrent climate shocks, many young people (especially women) face a "dependency syndrome" fuelled by limited formal job opportunities and insufficient soft skills, qualifications and psychosocial resilience. Lecture-style guidance proved inadequate in 2023-2024. The package therefore adopts a holistic, human-centred approach that aligns with KNCCI, DRS and the NEA to prepare youth for participation in the emerging local economy. The intervention combines three tracks. First, Personal Discovery and Career Orientation establishes career clubs in secondary schools or community youth clubs, guiding learners through self-assessment (interests, strengths, values), exposing them to local economic opportunities via KNCCI/NEA, and using role-model talks from both refugee and host communities to build aspiration. Second, the "Bounce-Back" psychosocial resilience track provides ongoing support through trauma- and culturally informed group sessions and individual counselling, with practical exercises in stress management, self-awareness, goal-setting and adaptive thinking; peer support circles normalise setbacks and foster persistence, with particular emphasis on young women"s needs. Third, Employability Skills and Labour-Market Linkages deliver hands-on training in CV writing, job applications, interview techniques, workplace communication, teamwork, time management and professional conduct, followed by short attachments with local firms and service providers to translate skills into practice and build networks. Delivery leverages existing facilities (schools, youth clubs, NEA at the Huduma-Biashara Centre) and mobile outreach for outlying areas; cohorts can run in parallel across Kakuma and Lokichoggio. Key deliverables are an inception report, training measures reaching 2,000 youths, viable psychosocial support activities, formal linkages to NEA/KNCCI, and a final report. Work package 2 strengthens MSME performance through Business Development Services. Many entrepreneurs in Kakuma/Lokichoggio operate informally and lack budgeting, record-keeping, pricing and investment planning skills. Targeted training-using a GIZ 10 day entrepreneurship/financial literacy curriculum-and follow-on mentorship are designed to improve cash-flow management, responsible credit use, decision-making, innovation, value addition and market linkages, thereby enhancing profitability, resilience and job creation. The contractor delivers training to 800 current and aspiring entrepreneurs and VSLA members from wards including Kakuma, Kalobeyei, Lopur, Song"ot and Lokichogio, with courses offered in Kakuma and Lokichoggio to reduce travel burden. Methods combine interactive sessions, case studies, practical exercises and group work. Content covers ideation, business planning, marketing, pricing, business canvas models, advertising, and financial management (budgeting, saving, record-keeping, goal setting), complemented by life skills (communication, empathy, stress management, confidence, decision-making). Each participant receives six one-to-one mentoring sessions over three months (two per month) to embed learning and address firm-specific challenges. The contractor supports participant selection, verifies business activity and documents success stories, drawing on a pool of local coaches trained by GIZ since 2024. Deliverables include an inception report with methodology/work plan, verification records, up to 27 trainings reaching 800 participants, 4,800 mentoring sessions and a final report. Work package 3 conducts outcome harvesting on ten public-private agreements concluded in August 2024 after 84 Public-Private Dialogues (PPDs) held across seven wards (Kakuma, Kalobeyei, Lopur, Letea, Songot, Nanam, Lokichogio). Signatories include the Deputy County Commissioner, County Ministry of Trade, Public Health, Boda-Boda associations, TWECA (contractors/suppliers/service providers), Livestock & Agriculture, DRS, Kakuma Biashara Centre, the National Police Service and traders"/refugee representatives. The contractor designs and implements a participatory, evidence-based process to identify actual changes attributable to the agreements-intended/unintended, positive/negative-such as reduced administrative barriers, improved service delivery, increased formalisation/expansion and stronger public-private coordination. All outcome statements must be verified by a third party. Deliverables include an inception report (methodology, tools, work plan), an outcome database, a validated outcome set, a final report (findings, contribution analysis, lessons, recommendations) and a facilitated learning workshop for government and private stakeholders. Outputs feed directly into the LED planning in WP4. Work package 4 develops a Local Economic Development plan and Youth Engagement Strategy for Kakuma Municipality, established in November 2024. While the Turkana County IDEP 2024-2028 recognises LED needs, it lacks a coherent pathway. The contractor runs a structured, participatory process: engage municipal leadership and constitute an LED steering committee; conduct stakeholder consultations to ensure inclusion (businesses, community organisations, women, youth) and set communication mechanisms; perform a rapid local economy assessment (value chains, infrastructure, labour market, business climate, natural resources, institutional capacity), building on recent partner studies collated by the project; facilitate a shared vision and strategic priorities; formulate an actionable strategy aligned with municipal/national policies; and validate through public consultations leading to formal adTeamworkshops, Coachings und Leadership-Themen, in Bonn und Berlin

Ziel der Ausschreibung ist es, mit je drei Anbietern pro Los - ob remote oder vor Ort - zusammenzuarbeiten. Die Rahmenvertragspartner sollen insbesondere bei der weiteren Entwicklung der Führungs- und Unternehmenskultur der Deutschen Welle gezielt durch passgenaue Coaching- und Teamentwicklungsmaßnahmen eine begleitende Rolle einnehmen. Die auftragnehmende Partei (AN) trägt zur Erreichung der Projektziele bei und arbeitet kontinuierlich in enger Abstimmung mit dem Kernteam der GIZ undDie AN ist für die folgenden Arbeitspakete verantwortlich: 1. Planung, Monitoring, Evaluierung (PM&E) und Wissensmanagement Die ANErstellung und Verwaltung eines PM&E-Systems , das auf den Ergebnissen und Auswirkungen des Projekts basiert. Mit Hilfe dieses Systems bereitet die AN die Beiträge für die jährlichen und abschließenden Projektberichte vor. Dieser Prozess zielt auf ein wirkungsorientiertes Monitoring ab, durch das der Fortschritt des Projekts im Hinblick auf die vereinbarten Ziele und Meilensteine während der gesamten Projektlaufzeit systematisch erfasst wird. Außerdem unterstützt die AN die operative Planung des Projekts sowie den Dialog innerhalb des Teams über strategische Fragestellungen. Zudem ist die AN für die Erstellung und Verwaltung eines Wissensmanagementsystems für das Projekt verantwortlich. Auf Grundlage einer entsprechenden Strategie werden u. a. Aufbau von Kapazitäten im Bildungssektor (Umsetzung von Output 3) Die AN wird für die Stärkung der Kapazitäten von Bildungseinrichtungen zur Umsetzung innovativer Maßnahmen zur Prävention von Gewalt gegen Kinder und Jugendliche verantwortlich sein, die an die lokalen Gegebenheiten angepasst sind. Dazu gehört die Durchführung von Workshops für die Ausbildung von Multiplikatoren (Training of Multipliers) in Universitäten und Bildungseinrichtungen unter Anwendung der erprobten Methoden "Mitmach Parkour" für Kinder und "Game Over" für Jugendliche. Die AN berät Universitäten und Bildungseinrichtungen für die Anpassung und Umsetzung von Modellen, die auf den Konzepten "Sichere Universitätsgemeinschaft" und "Bildungsumgebungen ohne Gewalt gegen Frauen" basieren. Zudem berät die AN das Bildungsministerium auf dezentraler Ebene und Bildungseinrichtungen bei der Umsetzung von Präventionsmaßnahmen sowie für die Entwicklung kulturell angemessener Dialogformate zwischen Generationen, Kulturen und Geschlechtern zum Thema Gewalt gegen Frauen im schulischen und außerschulischen Kontext. 3. Organisations- und Kapazitätsentwicklung Die AN ist für die systemische Organisationsentwicklung (DOS) zuständig. Dies beinhaltet die Ausarbeitung von Vorschlägen zur Verbesserung des Systems der Zusammenarbeit mit dem Ministerium für Frauen und Menschenrechte (MMDH) sowie die Analyse anderer Schlüsselakteure des Nationalen Systems zur Verhütung und Beseitigung von Gewalt gegen Frauen (SNPEVM), für die das MMDH die Verantwortung trägt. Auf dieser Grundlage wird die AN einen Vorschlag für die DOS ausarbeiten, der z. B. Strategien und einen Arbeitsplan, die Konzeption von Schulungsprogrammen oder Workshops mit dem/den vom Projekt ausgewählten Partner(n) sowie Tagesordnungen, Methoden und didaktisches Material umfasst. Während die technische Unterstützung des/der Partner(s) während des Projekts in den Händen von PreViMujer III liegt, wird die AN punktuelle Unterstützung bei der Durchführung von einem Face-to-Face-Workshop leisten. The overall Objective is the strengthen gender-equitable and climate-resilient economic development in Nepal. Work package 1: Design and Launch of the Challenge Fund The objective of Work Package 1 is to identify high-potential SMEs to scale agricultural products and services (based on the themes outlined below) through a competitive process. Under this work package, the contractor will design and launch a competitive SME Challenge Fund to select promising SMEs across Nepal. This work package includes the establishment of a clear eligibility and evaluation criteria, the setting up a robust application management system, and the promotion of the Call in both English and Nepali languages to reach SMEs in different provinces and relevant sectors. This will result in a well-documented selection process and shortlist of enterprises to join the bootcamps (WP2). Work package 2: Bootcamps and assessment of the shortlisted SMEs The objective of Work Package 2 is to strengthen the communication and pitching skills of the 100 shortlisted SMEs through provincial bootcamps. The bootcamps also serve as first point of contact with the shortlisted SMEs to understand what their needs, interests and capacity gaps are. SMEs can develop their business and pitching skills to articulate their business value, explain the market opportunity and their business model better, and outline their contribution to climate resilience and women economic empowerment. Each SME will have a chance to pitch to an expert panel at the end of the bootcamp. The panel will select the top 40 SMEs by the end of the bootcamp. Work package 3: Pitching Competition and contracting of SMEs The objective of Work Package 3 is to organise a pitching event for the 40 selected SMEs. The SMEs will have a chance to present their business plans to scale access to products and services to an expert jury. The jury will evaluate the pitches on a competitive basis and select the strongest proposals. Subject to a due diligence process, the top 25 SMEs will be eligible to access milestone-based disbursements through subcontracts of work to support the development and scaling of their businesses, along with customized business development and investment readiness support. The contractor is expected to organise a national-level pitching competition, whereby an expert jury selects 25 SMEs that will have the chance to access milestone-based disbursements through contracts of work and technical assistance. Work package 4: Business Development Services for the selected SMEs The objective of Work Package 4 is to provide tailored business development services, networking opportunities and guidance to the 25 selected SMEs over an 18-month period. The aim is to support the SMEs in reaching their scaling goals and growth as outlined in the contracts of work, and to ensure the smooth implementation of their plans. Moreover, the contractor is expected to design and organise networking and learning events for the SMEs to exchange experiences and lessons learned among themselves, and to engage with external experts, particularly on topics related to climate resilience and women"s and youth economic empowerment. Business Development Services refers to a range of services that aim to improve the performance, competitiveness, and growth potential of businesses, especially small and medium-sized enterprises (SMEs). BDS can include 1) business advisory, including strategic planning, business model reviews, legal and regulatory compliance, financial management advice, HR policy development, use of ICT and communication tools, peer networks; 2) access to finance, such as investment readiness support, pitching, and linkages with financial institutions; 3) market access, including market research and information, branding and marketing, participation in trade fairs, 4) supply chain management, like finding suppliers and assuring quality, 5) training, coaching and mentoring, for instance, on leadership or public speaking skills. Ultimately, the aim is to support SMEs to grow and expand their customer base, increasing access to agricultural products and services that enable customers to adapt to climate change and increase income and job opportunities, particularly for women and youth. Work package 5: Monitoring, evaluation, communication and knowledge management The objective of Work Package 5 is to establish and implement a robust Monitoring, Evaluation, Communication, and Knowledge Management system to track results and impacts from the assignment. The Monitoring and Evaluation system shall be two-fold. First, the contractor shall ensure timely monitoring, verification, and reporting on the achievement of milestones agreed under the milestone-based contracts of work. Second, the contractor shall design and implement a system to track and report on outcome and impact indicators, including climate adaptation, income increases, job creation, scalability of solutions and improvements in revenue and business competitiveness. Timelines for monitoring, verification, and reporting activities shall be agreed in close coordination with GIZ and aligned with GIZ"s reporting requirements and operational needs.
