This call for tenders concerns UHPLC-MS/MS (triple quadrupole) system, which will be used in quantitative analysis of pesticides (multiresidue method as well as polar pesticides) in plant-based food products in Finnish Customs Laboratory. The number of different pesticides that need to be analyzed in one run is around 250-300 and the results are verified according to Sante guidance (Analytical quality control and method validation procedures for pesticide residue analysis in food and feed, SANTE/11312/2021 V2026, Implemented 01/01/2026.) The essential part of the pesticide analysis is software, which allows efficient and accurate analysis of LC-MS data. In addition to UHPLC-MS/MS system, the procurement also concerns the maintenance agreement for four (4) years. One (1) supplier will be selected for the procurement in accordance with the terms and conditions set in this call for tenders and its appendices. The supplier will be selected based on determining the most economically advantageous tender. The criteria for determining the most economically advantageous tender are price (10%) and quality-related grounds (90 %). The total score will be 100. The total price may not exceed 436 700 € (VAT 0%). If the total price is more than EUR 436 700 € (VAT 0%), the offer in question will be rejected.

Das System benötigt eine entsprechend hohe räumliche Auflösung zur Abbildung nanoskaliger Strukturen, hohe Sensitivität zur Detektion einzelner Quantenemitter, sowie Zeitauflösung zur Charakterisierung der Emissionsdynamik in gekoppelten Systemen. Um die Anre gung verschiedener zu untersuchender Emittersysteme sicherzustellen, werden Anregungslaser bei verschiedenen Wellenlängen im UV- und VIS-Bereich benötigt, wobei ein schnelles Umschalten zwischen den verschiedenen Laserquellen möglich sein muss. Der Anregungslaserfokus muss dabei mit nanoskaliger Genauigkeit über die untersuchte Probe gescannt werden können und so eine zwei- bzw. prinzipiell auch dreidimensionale Bildgebung sowie Punktmessungen mit hoher Positionier genauigkeit im Nanometerbereich zu ermöglichen. Des Weiteren soll die Möglichkeit einer Weitfeldanregung für schnelle Übersichtsmessungen der räumlichen Lichtverteilung bestehen. Detektorseitig werden schnelle Detektoren mit Einzelphotonensensitivität im sichtbaren Spektralbereich benötigt. Eine leistungsfähige und schnelle Elektronik ist für Messungen der strahlenden Lebensdauer mit Zeitauflösung bis in den Picosekundenbereich essenziell. Die Anforderung, Messungen der Photonenstatistik zum Nachweis von Einzelphotonenemittern (Antibunching) oder auch von Lasing in Nanostrukturen zu ermöglichen, resultiert des Weiteren in der Notwendigkeit einer speziellen Anordnung (Hanbury-Brown-Twiss Setup) von mehreren schnellen Detektoren und der elektronischen Unterstützung von oinzidenzmessungen. Zur quantenoptischen Untersuchung von Systemen mit mehr als einem Emitter werden dabei mindestens drei in einem Detektorbaum angeordnete Detektoren benötigt. Essenziell wichtig für die geplanten Experimente sind zudem spektral aufgelöste Messungen. Das zeitaufgelöste Konfokal-Fluoreszenzmikroskop soll daher eine leistungsfähige Spektrographenerweiterung mit hoher Quanteneffizienz erhalten, welche separat beschrieben ist (siehe LV_FluNQyLab_Spektrographenerweiterung). Diese Kombination ermöglicht eine multidimensionale Analyse der Emissionseigenschaften einer großen Bandbreite von Quantenemittern in lichtemittierenden Nanostrukturen sowie auf funktionalen Substraten. Als Budget steht ein maximaler Betrag in Höhe von 520.000,00 Euro brutto zur Verfügung. Die Vergabestelle behält sich vor Angebote über diesem Wert von der Wertung auszuschließen. Liegen alle wertbaren Angebote über diesem Betrag ist die Vergabestelle berechtigt die Ausschreibung auf zuheben.
