EPSI seeks to commission external technical expertise to contribute to Output 3 ("Fit for Business") of the project: "The technical and financial capacities of refugees, IDPs and people from the host communities to set up, expand or reactivate MSMEs have been enhanced." Output 3 focuses on strengthening the technical, managerial, and financial capacities of MSMEs through structured training, coaching and mentoring, access to financial support, and market linkages. Entrepreneurs are supported to establish or expand their businesses, improve productivity and incomes, and create employment opportunities. In parallel, local Business Development Service (BDS) providers are capacitated to sustainably deliver high-quality services to MSMEs. In all measures under Output 3, the different realities of IDPs, refugees and returnees-particularly women and persons with disabilities-are taken into account. In addition, the acquisition of professional skills relevant to environmental protection, climate action and climate-smart agriculture is prioritised in the output. Objective and Scope of the Assignment The objective of this assignment is to build the capacity of 70 existing agribusiness SMEs to expand their operations, improve working conditions and incomes, and contribute to employment creation in underserved areas of the Kurdistan Region of Iraq (KRI). The contractor shall plan and implement one full SME Loop cycle (GIZ methodology) for 70 agribusiness SMEs, in close cooperation with one competitively selected local BDS provider, which will be capacitated to independently deliver training and coaching services. The assignment will be implemented in Soran Administration (Erbil Governorate) and Garmyan Independent Administration (Sulaimaniyah Governorate). Scope of Services and Work Packages The assignment consists of four interlinked Work Packages (WP1-WP4), all under the responsibility of the contractor and contributing to the achievement of EPSI"s Output 3. WP1: Selection and Capacity Building of Local BDS Provider The contractor shall competitively select and capacitate one local BDS provider to deliver the SME Loop methodology. This includes the development of a transparent selection process, support to establish an implementation team, and delivery of Training of Trainers and Training of Coaches, ensuring readiness to implement WP2 and WP3. WP2: Training and Coaching of Agribusiness SMEs The contractor shall support the BDS provider to deliver SME Loop classroom trainings and structured coaching to 70 selected agribusiness SMEs. This includes adaptation of training modules to the agribusiness and climate-smart context, inclusive SME selection, delivery of trainings and coaching cycles, and systematic monitoring of SME progress and performance. WP3: Financial Support to Agribusiness SMEs The contractor shall provide technical support for the provision of financial support to 34 high-performing agribusiness SMEs that successfully complete WP2 and demonstrate competitive, market-relevant business models. This includes technical support during the grant application and selection process, as well as monitoring of grant utilisation and business investment outcomes in line with project requirements. WP4: Peer Learning, Youth Linkages and Market Networking The contractor shall facilitate peer learning, employment linkages, and market access to translate capacity development and financial support into sustainable outcomes. This includes cross-governorate peer learning among agribusiness SMEs, linking youth (students and graduates of agriculture-related disciplines) to SMEs for internships and employment, strengthening private-sector and market linkages, and documenting lessons learned and good practices. For the implementation fo these work packages, fo these work packages, the tenderer shall provide: - Two key experts responsible for overall technical leadership, coordination, and quality assurance; - One expert pool with international expertise providing specialised technical expertise; and - One expert pool with national expertise providing coaching and field-level support. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. A significant share of the implementation activities will be concentrated in Dadaab. All interventions will be coordinated with DRS, county governments in Garissa and Turkana, relevant energy agencies, local authorities, private enterprises, and development partners. A critical input will be a comprehensive market needs assessment, conducted by a separate contractor prior to Output 2 activities. This assessment will form the evidence base for all interventions, providing detailed understanding of household and enterprise energy demand, supply chain capacities, consumer preferences, affordability, and barriers to private-sector engagement. It will include surveys, focus groups, and key informant interviews across refugee and host communities in Dadaab, Kakuma, and Kalobeyei. The assessment will map electricity, improved cookstoves, alternative fuels, and PUE supply chains, identifying strengths, bottlenecks, and gaps. Affordability, willingness to pay, and regulatory frameworks will be analyzed. Gender and inclusion factors, including barriers faced by women and persons with disabilities, as well as cultural and household dynamics, will inform the design, targeting, and sequencing of all Output 2 interventions. Building on this evidence, Output 2 will support a Results-Based Reimbursement (RBR) mechanism to incentivize private-sector investment, linking payments to results such as household and enterprise connections, cookstove deployment, and PUE installations. The mechanism will involve stakeholder consultations, eligibility criteria emphasizing women- and youth-led enterprises, competitive selection, capacity-building, monitoring, verification, phased disbursement, and risk management strategies. Linkages to commercial financiers will promote long-term sustainability. Services also include enterprise development and technical support for businesses engaged in electricity provision, cookstove production, alternative fuel distribution, and PUE technologies. Support covers installation, operation, and maintenance of solar systems and mini-grids; technical guidance for cookstove production, efficiency testing, and quality assurance; alternative fuel production; and adoption of PUE technologies. Business advisory services include market analysis, supply chain optimization, financial management, strategic planning, formalization support, and access to financing. Result-based and technical support will be provided to scalable energy solutions, including the design, implementation and operation of a pilot 50 kW solar-hybrid mini-grid in Dadaab, solar-powered water pumps, cold storage units, and institutional cooking systems. PUE interventions will support livelihoods through solar-powered milling, refrigeration, welding, irrigation, and ICT services. Clean cooking and alternative fuel services will expand access via local production, distribution networks, and behavior change campaigns, prioritizing women"s participation and reducing exposure to indoor air pollution. Coordination with national and county authorities, DRS, energy agencies, development partners, and private-sector actors will ensure alignment with policy frameworks and complementarity with existing programs. Enterprises in sustainable energy supply chains are projected to grow from 139 to 151 in Kakuma and 22 to 32 in Dadaab, with at least 30% women-led or owned. Adoption of PUE technologies, improved cooking solutions, and alternative fuels will contribute to income generation, employment creation, and environmental protection. Description of services to be provided for EU publication Technical assistance (including short-term expert pool) for Private Sector Development in Ethiopia This tender concerns the provision and management of expert services to support the implementation of the Private Sector Development in Ethiopia (PSD-E) programme implemented by GIZ. The PSD-E programme aims to strengthen the competitiveness and resilience of Ethiopia"s private sector in the transition towards a market-friendly economy. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union (EU) and the Netherlands" Minister for Foreign Trade and Development Cooperation, and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It works with key public institutions, private sector stakeholders and sub-national actors to address structural constraints to enterprise growth and economic transformation. Services will be delivered through a national long-term expert and a pool of national and international short-term experts. They will provide technical and administrative support to the EU-cofinanced output "Modernise and Harmonise Ethiopia"s Tax Administration and Customs Management Systems for Private Sector Growth." - Specific Objective 1: Enhance transparent, proactive and accountable domestic tax administration systems in Ethiopia with better understanding and service to private sector operators in critical value chains. - Specific Objective 2: Enhance cross-border trade facilitation through optimized electronic customs management and valuation systems and efficient customs services that leverage digital means. The contractor will support project implementation across six output areas: 1. Modernisation of domestic tax audit systems - Support the introduction of digital tools, advanced analytics and risk-based methodologies (including AI-supported and computer-assisted audit techniques). - Deliver capacity development for tax officials (training, mentoring, peer learning, coaching). - Support tax administration reforms through assessments, alignment with TADAT priorities, and facilitation of international cooperation. 2. Harmonisation of domestic tax administration - Strengthen tax regulatory frameworks and promote harmonisation between federal and regional tax authorities. - Support tax reform agendas, including monitoring tools and alignment with international tax standards (e.g. BEPS, Pillar 1 and 2). - Support digital transformation of tax administration and improvements in service delivery, including roll-out of Integrated Company Creation Journey (ICCJ). 3. Strengthening tax dispute resolution - Improve procedures, coordination mechanisms and legal frameworks at federal and regional level. - Support the preparation of digital dispute management tools (e.g. case management, tracking, early dispute prevention mechanisms such as rulings and APAs). - Strengthen institutional capacity and taxpayer awareness through training and outreach. 4. Upgrading customs management and valuation systems - Support the preparation and introduction of digital customs tools such as the Electronic Customs Valuation System (e-ECVS), Electronic Single Window (e-SW) and trade portals. - Strengthen coordination and preconditions for interoperability and data exchange among customs and other trade regulatory bodies, including the once-only principle. - Provide technical assistance through process mapping, legal and procedural reviews, training and peer exchanges. 5. Strengthening human capacity in customs administration - Design and implement a national customs capacity development programme, including training needs assessments and standardised training modules. - Deliver training-of-trainers, nationwide training programmes and e-learning modules on selected customs procedures. - Facilitate structured dialogue and targeted training for traders, customs brokers and logistics operators. 6. The objective of this assignment is to engage a service provider to provide tailored technical assistance for the selected companies in the biopharmaceutical sector. This technical assistance aims at enhancing the capacities of companies to gain market access with their products. The goal is to equip these companies with the knowledge and skills necessary to advance their products to market access. The selected companies will receive targeted, non-financial support addressing the technical, regulatory, organizational, and strategic challenges they face in advancing biopharmaceutical products to market. Support areas may include, but are not limited to, the following: 1. Technology Platforms and Innovation Readiness o mRNA Technology Transfer Support: Assistance in understanding, adapting, or implementing mRNA-based platforms, including guidance on formulation, delivery systems, process design, cold-chain logistics, and regulatory considerations for mRNA therapeutics or vaccines. o Digitisation of cGMP Systems: Support in planning and implementing digital systems for Good Manufacturing Practice (GMP) compliance. The services included in this tender contribute to the achievement of the objectives of the project "Gender in Smart Cities / Resilient Urban Development: Gender and Digital Approaches as drivers for sustainable growth and recovery in Cities" (GRC) that GIZ is implementing in India on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), along with the political counterpart the Ministry of Housing and Urban Affairs (MoHUA). The services included in this tender are to be implemented in the cities of Guwahati in Assam and Kochi in Kerala and focuses on two urban public services: solid waste management (SWM) / circular economy (CE), and safe and green public spaces. The contractor is responsible for implementing the following 3 work packages in 2 partner cities in coordination with the GIZ team in Delhi. Work package 1 - Improving the evidence base Work package 1 aims to improve the data and knowledge base for the provision of climate-resilient municipal services. To this end, a city-wide community of practice (CoP) will be set up, comprising representatives from the municipal corporation, state departments, civil society, and the private sector, to analyze the evidence base for selected services in the areas of SWM / CE as well as safe and green public spaces, with regard to gender equality and the potential for adaptation to climate change and for reduction of greenhouse gas emissions. In Guwahati, the evidence base for green and safe public spaces must consider nature-based solutions and sponge park approaches. In Kochi, the evidence base must consider the existing Kudumbashree women groups from the Kerala government's flagship poverty eradication and women empowerment mission and the Centre for Heritage, Environment and Development (c-hed). In the process, potential problem areas with regard to evidence (e.g., reliability, completeness, acceptance by stakeholders, especially decision-makers, data quality, distortions, level of digitization, and status of gender disaggregation) will be jointly identified and prioritized. On this basis, selected evidence elements are specifically optimized with a focus on key aspects along the information and data cycle using innovative digital approaches with a view to improving the information content on gender and climate aspects (especially gender disaggregation). Decision-makers in the public service sectors are advised to analyze and formalize this qualified evidence and to use it in decision-making processes. Finally, the project promotes knowledge transfer between partner cities with cross-city CoPs in order to exchange best practices regarding evidence qualification and scale up evidence-based decision-making. Work package 2 - Development of practical models Work package 2 aims to develop models in which women and girls benefit as providers and users of improved climate-resilient municipal public services in partner cities. Based on evidence-based analyses and identified service problems, demonstration projects shall be designed and implemented in the partner cities in close cooperation between city officials, the private sector, and civil society. The demonstration projects focus both on a) improvements in key areas of SWM / CE (e.g., in selected neighborhoods or wards) and b) the enhancement of safe and green public spaces (e.g., in selected parks or green spaces). They serve as practical test environments for evidence-based improvement measures, including physical upgrades to infrastructure, organizational optimization of service processes, digital innovations to increase efficiency, and approaches to promote economic activity. A particular focus is placed on strengthening gender responsiveness and, on the other hand, on strengthening the potential for climate adaptation and resource conservation. Specific thematic focus and requirements apply for the 2 project cities Guwahati and Kochi (see full ToR document for details). Scalable practical models including investment concepts for further implementation shall be developed as well as reviewed and documented in a structured manner on the basis of success factors to be defined. The practical models shall be disseminated for further application and institutionalization through the exchange of experiences between the partner cities and with other cities. Work package 3 - Strengthening capacities Work package 3 aims to train relevant actors to improve climate-resilient municipal public services. To this end, the city officials and their departments responsible for public service provision are supported in their organizational development in line with their needs. Cooperation with NGOs and women self-help groups (SHGs) shall be promoted in order to anchor inclusive and needs-based solutions. The skills of various target groups are to be strengthened in a targeted manner: a) City and state officials receive further training (e.g., on gender-responsive service planning, climate resilience, or digital skills); b) Women working in public service provision (e.g., in municipal corporations, self-help groups, contracted companies, or the informal sector) shall receive needs-based practical training on relevant topics;. c) Women entrepreneurs shall be supported through targeted mentoring and training on business and financing models. Awareness-raising activities shall be carried out at various levels, both Households and schools. Selected training institutions shall be supported in incorporating the developed training modules into regular training programs for other cities, including a cross-city CoP. Context Following over a decade of conflict, Syria is undergoing a critical transition after the fall of the Assad regime in late 2024 and the formation of a transitional government, raising cautious hope for peace and inclusive state-building. Regional actors like the UAE and Qatar are supporting stabilization, including repayment of Syria"s World Bank debt, while lifted U.S. sanctions and partial EU sanction relief are enabling economic recovery and reconstruction. Despite these positive developments, humanitarian needs remain immense. Over 16.7 million people require aid, with 90% of the population living below the poverty line, 7.2 million internally displaced, and public services overstretched. Hospitals lack capacity, supplies are scarce, and many communities remain without safe shelter, clean water, or reliable health services. In this context, BMZ continues its commitment to Syria"s recovery. Since 2020, GIZ has implemented a Mental Health and Psychosocial Support (MHPSS) project to improve services for IDPs and host communities, addressing rising psychosocial distress worsened by the 2023 earthquakes. The program builds local health and social sector capacity through training in interventions such as CBT, psychodrama, and emergency pedagogy, alongside mentoring and supervision to tackle the shortage of qualified professionals. Operating mainly in North Syria while expanding nationwide, the project works with over 15 local partners to strengthen service coordination and referral systems. Managed remotely from Türkiye and Iraq, the program integrates Third Party Monitoring (TPM) to enhance accountability, transparency, and effective steering of its activities until its current term ends in June 2026. Tasks to be performed by the Contractor This is a tendering procedure for Third Party Monitoring services to strengthen the MHPSS program"s steering capacity, transparency, compliance, risk mitigation, and accountability. Overall Goals 1. Increase accountability of implementing partners to the MHPSS program. 2. Strengthen the MHPSS program"s accountability to its commissioning party (BMZ).
