Energinet Systemansvar A/SFredericiaThe Danish Hydrogen Backbone project (DHB) is a comprehensive effort to establish a hydrogen infrastructure in Denmark, connecting planned large-scale hydrogen production in Denmark, produced from renewable energy sources such as wind and solar, with the German and European hydrogen markets. The project is part of the European hydrogen infrastructure and significantly contributes to the EU's goals of climate neutrality and reduction of greenhouse gas emissions. The full backbone is planned to extend all the way from underground storage in the northern part of Denmark (Lille Torup) to the German border (Frøslev), but a political decision has been made to initially focus on building the southern part of the system (DHB1), and thereby having this part operational by the end of 2030. The purpose of establishing the SQS is to be able to tender for full-service consultancies (EPCM suppliers), who can support Energinet in building the DHB. The EPCM supplier will function as a strategic partner to Energinet and will be required to deliver on wide area of Engineering, Procurement and Construction-Management activities, while simultaneously engaging in the overall project-management organization in Energinet. The EPCM supplier is expected to be responsible for the areas of: a) design (this includes producing and developing the detailed design); (b) procurement of necessary materials and equipment; (c) management and administration of the construction contracts. DHB1 includes the conversion of 88 km 30” methane pipeline (one out of two parallel pipelines) and the establishment of 45 km 36” hydrogen pipeline including L/V-stations and PLR-stations, along with metering and regulation stations on the mainline as well as branch off connection stations for hydrogen producers and consumers. The decision to initially build only DHB1 reflects a pragmatic approach for developing a scalable hydrogen infrastructure that can be expanded as market demand and production capacity grow. The first call for tender on the SQS will include an EPCM contract for DHB1 and potentially options for additional parts of the full DHB. Danmarks NationalbankKøbenhavn ØDanmarks Nationalbank is the central bank of Denmark and is an independent, self-governing institution established by law. In a strategic move announced during a press conference on November 30. 2023, Danmarks Nationalbank revealed its initiatives to ensure that cash remains a safe and efficient means of payment in the future. Recognizing the enduring importance of cash transactions, efforts are being made to enhance the safety and efficiency of banknotes, aligning them with technological advancements. The contracting authority is set to issue a new banknote series, anticipated that the first two (2) denominations are delivered in 2028 and the two (2) remaining denominations are delivered i 2029. All banknote series, except the current 2009 and 2009A series featuring bridges and artifacts, have been rendered invalid after May 31. 2025. Notably, the upcoming series will exclude a 1000-kroner note, and the existing 1000-kroner note have ceased to be valid currency in Denmark after May 31. 2025. For the first time since the closing of the printworks, the contracting authority has collaborated with an external security printer to craft the new banknotes. The new banknote series will consist of 4 denominations (50-, 100-, 200- and 500-krone). Despite this external partnership, we have been deeply involved in the design process, guaranteeing the preservation of Danish design traditions and cultural nuances in the appearance of the new banknotes. With this procurement, the contracting authority anticipates entering into a contract with a security printer mid-2026. As stated in Appendix 1 (Specifications) the contracting authority will submit complete and approved design for all the four (4) denominations that will be subject for production during the contract. Ministry of Foreign AffairsCopenhagenDeadline: Aug 04The Ministry of foreign Affairs, Green Diplomacy and Climate wishes to engage a Consultant (Fund Manager) to implement three business support instruments (E1, E2, and E4) as part of the Danish Government’s Strategy for Development Cooperation, “A Changing World”, appeals to Danish private companies and investors to increase their engagement and investment in the Global South, helping bridge gaps and contribute to achieve the Sustainable Development Goals (SDGs), including climate action. The vision is that businesses which invest and expand their commercial engagements in the Global South will make significant contributions to national development agendas, including jobs, income opportunities through development of sustainable local value-chains, economic and social spin-offs from increased salaries and taxes, innovation, new technologies, and productivity-enhancements, and expansion in services. More specifically, the Strategy along with the Danish Government’s Action Plan for Effective and Economic Diplomacy seek to leverage the shared space between development cooperation and economic diplomacy, by promoting Danish companies’ investments and trade in developing partner countries. To this end, the Danish Government has initiated an initiative to strengthen business support through five business support instruments. The instruments are designed with focus on making it easier and more attractive for Danish companies to engage in emerging and developing markets, by reducing risks and clarifying and activating market potentials through partnerships, pilot projects, and business instruments providing co-investment financing and technical advice. The total amount allocated for the total initiative is DKK 850 million, of which DKK 550 million is allocated for instruments related to this tender. The five instruments focus on: E1) Early pipeline development to enlarge the pool of viable business cases; E2) Development, testing, and launching of inclusive and sustainable business models through partnerships between Danish businesses and non-commercial actors; E3) Access to finance, better enabling companies to invest and do business in high-risk Global South markets; E4) Demonstrating scalable, private sector-developed solutions with and for public authorities; and E5) Leveraging private and philanthropic capital. The five instruments are designed and should to the extent possible be managed to ensure synergies and coherence, both mutually and with the wider set of Danish private sector support engagements. The implementation of instruments E1, E2, and E4 will be managed under a Fund Management (FM) contract (Agreement) while instrument E3 and E5 will be managed by Impact Fund Denmark. This reflects a wish to concentrate the Danish Ministry of Foreign Affairs’ role on the policy and strategic management functions and to externalise the administrative and operational management functions to implementing agents. The purpose of the Agreement is to carry out the implementation and management of the three instruments, E1, E2, and E4, based on the underlying project documents and MFA Aid Management Guidelines (AMG). The Consultant will provide effective, transparent and accountable challenge fund management, covering proactive outreach and communication; call and application process implementation; contracting of selected actors/partnerships; supervision, guidance, and technical and project management backstopping of projects supported; administrative and financial management at facility level; results management and monitoring at level of each instrument; learning across the portfolio; and risk management. The objective of the Agreement is to manage and implement effectively and with accountability and transparency instruments E1, E2, and E4 and to achieve their defined objectives and results and in compliance with the MFA AMG. The Consultant’s overall tasks are: • Manage the full grant cycles of the instruments based on the project documents, including the application/call processes, with focus on efficient management, effectiveness, and accountability for funds and results. • Provide all administration of the funds including overall financial management, controls including state subsidy compliance, and verification and approval of project workplans, budgets, and reports as well as disbursements to the actors which, depending on the case, is the sole grantee, or in case of partnerships, the appointed administrative partner (commercial or non-commercial). • Provide for achievement of results as defined in the Results Framework in project documents of the instruments. • Provide outreach and communication to relevant segments of commercial actors including small/medium-size enterprises, highlight positive lessons, and ensure sharing of relevant knowledge and information that generate interest and effective participation in the instruments. • Provide relevant business and project management support and guidance to actors supported under the instruments. • Provide overall quality assurance of projects supported. • Maintain full compliance with MFA AMG and FMG, ensuring high standards of financial management, procurement, anti-corruption, and risk mitigation. • Provide relevant information and data to KLIMA on concrete projects and overall status based on request and through half annual and yearly reporting and meetings. • In relation to mid-term review or other MFA monitoring activities implement recommendations. Energinet Gastransmission A/SFredericiaDeadline: Aug 19As hydrogen infrastructure is expected to be established in Denmark, there is a need for a market system that can support three key market management processes. At the same time, the existing methane infrastructure will need to be supported by a new system solution. Nomination – The shipper informs Energinet of the desired transportation quantity for a given time period as the basis for matching and balancing. Nominations and renominations are expected to be submitted at 15-minute intervals. Matching – Ensuring that transported quantities are aligned between two system operators with corresponding opposite values. Allocation – Ensuring correct allocation of physical measurements and the commercial outcome of matching as the basis for balance calculation and system management. A similar need exists for methane, as the intention is to harmonize the systems for methane and hydrogen. The purpose of this Request for Information (RFI) is to identify available software solutions in the market that can support the processes described above. Energinet wishes to explore whether standard systems are available that can be configured to support both methane and hydrogen in separate instances with different configurations. The solution is expected to comply with applicable EU rules for the transportation of methane and hydrogen. Description of the procurement: Energinet is exploring the possibility of procuring a market system that can support key business processes related to the operation and development of a hydrogen market. The system must also support the existing methane market. It is expected to handle and support market processes such as nomination, matching and allocation, as well as data exchange between relevant market participants and internal and external systems. The procurement is expected to cover an overall solution capable of supporting both functional and technical needs, including configuration, integration, testing, implementation, documentation, operations, support and ongoing maintenance. It has not yet been determined whether the solution should be based on a standard solution, a configurable platform, custom development or a combination of these. Energinet’s preference is to make maximum use of standard and configurable functionality. Through the market dialogue, Energinet wishes to obtain market input on possible solution models, delivery approaches, implementation processes, dependencies, risks and commercial conditions. This input will be used to qualify the further work on requirements, scope, timeline and a potential tender strategy. Aarhus UniversitetAarhus CAarhus University intends to award a contract without prior publication pursuant to section 80(3)(2) and section 80(4) of the Danish Public Procurement Act, cf. Article 32(2)(b)(ii) of Directive 2014/24/EU, on the basis that the required supplies and services can only be provided by one particular economic operator due to an absence of competition for technical reasons. Aarhus University has assessed that no reasonable alternative or substitute exists, and that the absence of competition is not the result of an artificial narrowing of the parameters of the procurement. The intended contract concerns the delivery of a complete turnkey Filtered Rayleigh Scattering (FRS) system for laser-based diagnostics in gaseous flows. The system is required for quantitative planar measurements of pressure, temperature and three-component velocity information in a measurement region of up to 100 mm × 100 mm. The required system must comprise, as one integrated measurement chain, a frequency-tunable narrow-linewidth laser source at approximately 532 nm, high-precision wavelength measurement and stabilisation, iodine-based molecular filtering, beam delivery and light-sheet optics, multi-perspective imaging from nine viewing directions, perspective calibration, control and data acquisition functionality, installation, commissioning, documentation, training and acceptance testing. The decisive requirement is not the supply of individual optical, laser, imaging or software components, but the delivery of a complete and operational FRS measurement system where one supplier assumes responsibility for the integration, calibration, commissioning and verified performance of the complete measurement chain. FRS measurements depend on the combined and synchronised performance of laser frequency control, molecular filter transmission, optical alignment, light-sheet formation, imaging geometry, calibration and data acquisition. These elements are technically interdependent and jointly determine whether the system can produce usable calibrated data for pressure, temperature and three-component velocity evaluation. In Aarhus University’s assessment, procuring individual components from several suppliers would not constitute a reasonable alternative or substitute, as it would not provide a supplier with overall responsibility for the integration, calibration, commissioning and verified performance of the required operational FRS functionality. Based on Aarhus University’s technical and market assessment, ILA R&D GmbH is the only economic operator identified as capable of delivering the required complete turnkey FRS system and assuming responsibility for its overall functionality. Other suppliers considered may be able to provide individual components or related optical flow-diagnostic systems, such as lasers, wavelength meters, cameras, optical components, PIV/PTV, LDV, LIF, BOS, Rayleigh/scalar imaging or software interfaces. However, Aarhus University has not identified a reasonable alternative or substitute capable of delivering the specific integrated FRS solution required, including iodine-filtered FRS, frequency-scanning and single-frequency operation, nine-perspective imaging, perspective calibration and acceptance testing of the complete system. Aarhus University therefore considers that the intended direct award is justified by the absence of competition for technical reasons. The absence of competition results from the technical requirements of the intended FRS measurement concept and the need for one supplier to deliver and take responsibility for the complete integrated system, and not from an artificial narrowing of the parameters of the procurement.
