Integrated, inclusive and climate-smart spatial planning in Lüderitz, Aus and ||Kharas
Description of work and services to be provided: The contractor is responsible for the implementation of 5 different work packages. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. Establishment of a Multi-Party Framework Agreement for Design and Build Works Contractors for the Delivery of Large-Scale Social Housing Projects (Project Value Over €5m) for Cork County Council
Cork County Council is establishing a Multi-Party Framework Agreement for Works Contractors, including multi disciplinary Design Team Services, for the delivery of social housing projects using Modern Methods of Construction (MMC) with an estimated project value in excess of €5 million and no upper limit. Modern Methods of Construction (MMC) Specialist(s) - including but not limited to Volumetric Housing Units; Panelised (Timber Frame, Light Gauge Steel Frame, Precast Concrete Panels and Structurally-Insulated Panels); Insulated Concrete formwork. The framework will have an overall estimated value of €250 million, and it is intended that seven contractors will be appointed. The framework is for Contractor-Designed projects, with PW-CF2 to be used as the form of public works contract. The following consultancy services will also be required as part of the Contractor’s Design Team: • Designer – Architectural Services (Contractor Design Specialist), including PSDP • Designer – Civil and Structural Engineering Services (Contractor Design Specialist) • Designer – Mechanical and Electrical Services (Contractor Design Specialist) The initial project comprises the construction of 45 No. social housing units on a Design and Build basis using Modern Methods of Construction (MMC) at Broomfield West (Phase B), Midleton, Co. Cork. The accommodation comprises: • 10 No. 1-bed apartments • 8 No. 2-bed apartments • 3 No. two-storey 4-bed semi-detached houses • 8 No. 2-bed terrace houses • 16 No. 3-bed terrace houses The works will also include associated mechanical and electrical services installations, together with associated site development and external works. A set of Part 8 Planning Drawings accompanies this Suitability Assessment Questionnaire for illustration purposes. There is no guarantee of any subsequent contracts under the framework. However, any additional projects arising during the term of the framework will be awarded by way of mini-competition, with tenders assessed on the basis of cost and quality. The National Treasury Management Agency (describing itself as the National Development Finance Agency) (“NDFA”), as agent for and on behalf Dublin City Council (“DCC”) and Kildare County Council (“KCC”) gives notice of its intention to award a contract(s) for the services to support the construction stage of the Project Barrow Social Housing Design and Build Contract (“Project Barrow”). Description of the Scope of Services Project: The United Heat project will connect the existing district heating systems of Görlitz and Zgor-zelec to create a shared cross-border heat network. The German and Polish networks will be thermal-ly interconnected, enabling heat transfer in both directions. Purpose of this Prior Information Notice: This notice informs suitable companies at an early stage about the planned procurement of the work packages described below. This expected timeline (from award of contract to delivery of Registrant Management System) is expected to take 24 months to complete, starting in Q2 2026. The scope of the required procurement support services include: 1. Availability to CORU on a regularly scheduled basis of up to 112.5 hours a month to a maximum of 1,125 hours (150 days) per year, which will include attendance in CORU’s offices as required. 2. Identify potential suppliers and undertake preliminary market engagement, including a comparative analysis of registration system solutions in use by similar regulatory bodies in Ireland and the UK. Prepare a report and a recommendation to senior management on the preferred solution type. 3. Develop the technical specification for the Registrant Management System which will require developing a strong understanding of the current system functionality and CORU processes, and engagement with the CORU executive in relation to further system requirements not available in the current system. Contract management to strengthen institutional and financial resilience of afro-feminist civil society organisations
The overall objective of this assignment is to improve the long-term structural resilience of selected civil society actors with a particular focus on institutional and financial resilience. Institutional resilience is defined as an organisation"s ability to remain operational amid political, financial or security-related changes. Illustrative improvements include clearer roles and responsibilities, improved internal processes, effective and sustainable leadership and succession planning, and updated policies for security, safeguarding and data protection grounded in context-specific risk assessments and realistic resource envelopes. Organisations strengthen administrative, financial and monitoring and evaluation systems, adopt appropriate digital tools, secure their communications and invest in staff training and capacity development that reflect fluctuating resources and long-term sustainability. Protection and security are enhanced through systematic risk analyses, security plans and digital, legal and physical protection mechanisms. Financial resilience refers to the stability and diversification of income sources. Organisations identify and develop new fundraising channels and strategies such as local donations, membership contributions, social enterprise models, regenerative and gender-lens investment, access to feminist philanthropic resources and partnerships with private actors. They build financial stability by establishing or increasing reserve funds and by improving access to multi-year and flexible funding. Financial management is strengthened through robust policies, budgeting and accounting systems as well as compliance and accountability mechanisms. The assignment is one mechanism of the programme to create conditions that enable organisations not only to respond to crises but to address them proactively, thereby countering regressive forces that undermine diversity, equality and human rights. To this end a Participatory Grant Council (PGC) composed of representatives of regional feminist organisations and GIZ will select 30 proposals centered on strengthening the institutional and financial sustainability of organisations and collectives. The selected organisations will then receive local subsidies and additional capacity development support to progressively build the commercial, administrative and legal capacities needed to manage future financing arrangements independently. Therefore, the first package of the requested services is to provide hands-on advice to the selected grantees on the implementation of the Local Subsidies in line with GIZ requirements, the second one is tailored external capacity development delivered by local service providers in areas identified through the selected proposals and organisational and capacity assessments. The contractor operationalises this approach through two work packages. In Work Package 1, the contractor conducts commercial and legal eligibility checks (KEP) for organisations selected to receive Local Subsidies, then contracts and manages 30 Local Subsidies in line with GIZ regulations and templates. The contractor disburses funds, advises recipients, manages and controls the proper use of funds, maintaining separate accounting and full documentation, preparing advances, settlements and disbursement requests. Continuous administrative and financial advice and monitoring are provided throughout, and all Local Subsidies are closed and settled in December. The learnings will be provided shared final learning event thereafter. In Work Package 2, the contractor conducts organisational and capacity assessments and then develops and manages contracts with local service providers (in the countries of the selected organisations) to deliver tailored capacity development to improve institutional and financial capacities in addition to the local subsidies. As a final step, the contractor must perform a final assessment to demonstrate measurable improvement in at least one of the two resilience dimensions - institutional or financial. General implementation measures include providing an implementation roadmap, holding an inception meeting, ensuring continuous coordination and communication with GIZ and partner organisations, and delivering an implementation report with a debriefing. All processes, contracting, disbursement, accounting and reporting comply with GIZ regulations for Local Subsidies and the principles of proper accounting, safeguarding, data protection and duty of care.
