The Contractor shall provide comprehensive end-to-end services for the design, management, and implementation of Grant Scheme I (Growth and Scale Facility) of the Enterprise Zambia Challenge Fund 2.0 (EZCF 2.0). The services cover the full lifecycle of competitive Calls for Applications and associated capacity development, from pipeline development and call management through pre-award technical assistance, facilitation of selection decisions, and post-award strategic advisory support. The Contractor will work in close coordination with, and under the oversight of, the GIZ project team. While GIZ retains responsibility for grant contracting, financial administration, donor relations, and overall governance, the Contractor will be responsible for the technical and operational execution of the services described below. Pipeline Development and Outreach The Contractor shall design and implement a structured pipeline development strategy to identify, mobilise, and engage eligible agribusinesses aligned with EZCF 2.0 objectives, with a focus on legumes and horticulture value chains and priority economic corridors. This includes stakeholder mapping, outreach campaigns, information sessions, and marketing activities that promote inclusive participation, particularly of women-led, youth-led, and locally rooted enterprises. Call for Applications Management The Contractor shall prepare, launch, and manage up to four competitive Calls for Applications using transparent, standardised, and well-documented procedures. This includes the development of all call documentation and tools (e.g. SOPs, application guidelines, eligibility and evaluation criteria, templates, and review materials) and the establishment and operation of a secure digital system for application submission, screening, evaluation, and documentation. The Contractor shall conduct comprehensive due diligence, including Commercial and Legal Eligibility Checks (KEP), and prepare shortlists of qualified applicants for review by GIZ and the Independent Investment Committee (IIC). Pre-Award Technical Assistance and Capacity Development For shortlisted applicants, the Contractor shall provide structured pre-award technical assistance to support the preparation of complete, high-quality, and decision-ready proposals. This includes proposal writing support, budget formulation aligned with GIZ grant templates, business viability and market feasibility advisory services, strengthening of inclusive business models (including SHF integration), facilitation of access to co-financing, and preparation for pitch events before the IIC. Facilitation of Selection and Grant Award Process The Contractor shall organise and facilitate pitch events and support the final selection process by compiling complete proposal packages, supporting IIC deliberations, documenting decisions, and communicating outcomes to applicants. EDA intends to launch a procurement procedure for a framework service contract covering operational planning, management and execution; technical evaluation support; prize-contest administration; and communication and event services, in support of EDA's defence innovation and operational experimentation activities under the Hub for European Defence Innovation (HEDI). The procurement forms part of the EUDIS BraveTech EU initiative, funded by the EU under the European Defence Fund (EDF) and implemented by EDA under indirect management. Scaling for Impact SME Challenge Fund
The contractor is responsible for providing the following work packages and for achieving the corresponding milestones. The overall Objective is the strengthen gender-equitable and climate-resilient economic development in Nepal. Work package 1: Design and Launch of the Challenge Fund The objective of Work Package 1 is to identify high-potential SMEs to scale agricultural products and services (based on the themes outlined below) through a competitive process. Under this work package, the contractor will design and launch a competitive SME Challenge Fund to select promising SMEs across Nepal. This work package includes the establishment of a clear eligibility and evaluation criteria, the setting up a robust application management system, and the promotion of the Call in both English and Nepali languages to reach SMEs in different provinces and relevant sectors. This will result in a well-documented selection process and shortlist of enterprises to join the bootcamps (WP2). Work package 2: Bootcamps and assessment of the shortlisted SMEs The objective of Work Package 2 is to strengthen the communication and pitching skills of the 100 shortlisted SMEs through provincial bootcamps. The bootcamps also serve as first point of contact with the shortlisted SMEs to understand what their needs, interests and capacity gaps are. SMEs can develop their business and pitching skills to articulate their business value, explain the market opportunity and their business model better, and outline their contribution to climate resilience and women economic empowerment. Each SME will have a chance to pitch to an expert panel at the end of the bootcamp. The panel will select the top 40 SMEs by the end of the bootcamp. Work package 3: Pitching Competition and contracting of SMEs The objective of Work Package 3 is to organise a pitching event for the 40 selected SMEs. The SMEs will have a chance to present their business plans to scale access to products and services to an expert jury. The jury will evaluate the pitches on a competitive basis and select the strongest proposals. Subject to a due diligence process, the top 25 SMEs will be eligible to access milestone-based disbursements through subcontracts of work to support the development and scaling of their businesses, along with customized business development and investment readiness support. The contractor is expected to organise a national-level pitching competition, whereby an expert jury selects 25 SMEs that will have the chance to access milestone-based disbursements through contracts of work and technical assistance. Work package 4: Business Development Services for the selected SMEs The objective of Work Package 4 is to provide tailored business development services, networking opportunities and guidance to the 25 selected SMEs over an 18-month period. The aim is to support the SMEs in reaching their scaling goals and growth as outlined in the contracts of work, and to ensure the smooth implementation of their plans. Moreover, the contractor is expected to design and organise networking and learning events for the SMEs to exchange experiences and lessons learned among themselves, and to engage with external experts, particularly on topics related to climate resilience and women"s and youth economic empowerment. Business Development Services refers to a range of services that aim to improve the performance, competitiveness, and growth potential of businesses, especially small and medium-sized enterprises (SMEs). BDS can include 1) business advisory, including strategic planning, business model reviews, legal and regulatory compliance, financial management advice, HR policy development, use of ICT and communication tools, peer networks; 2) access to finance, such as investment readiness support, pitching, and linkages with financial institutions; 3) market access, including market research and information, branding and marketing, participation in trade fairs, 4) supply chain management, like finding suppliers and assuring quality, 5) training, coaching and mentoring, for instance, on leadership or public speaking skills. Ultimately, the aim is to support SMEs to grow and expand their customer base, increasing access to agricultural products and services that enable customers to adapt to climate change and increase income and job opportunities, particularly for women and youth. Work package 5: Monitoring, evaluation, communication and knowledge management The objective of Work Package 5 is to establish and implement a robust Monitoring, Evaluation, Communication, and Knowledge Management system to track results and impacts from the assignment. The Monitoring and Evaluation system shall be two-fold. First, the contractor shall ensure timely monitoring, verification, and reporting on the achievement of milestones agreed under the milestone-based contracts of work. Second, the contractor shall design and implement a system to track and report on outcome and impact indicators, including climate adaptation, income increases, job creation, scalability of solutions and improvements in revenue and business competitiveness. In this work package, the contractor in collaboration with the African Development Bank will identify and work with project applicants from the pool of projects generated by the national climate funds, financed by GIZ. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). The contractor will be responsible for undertaking all activities necessary to establish and demonstrate four ABM Activities, in Benin, Ivory Coast, Senegal and Republic of Congo, which will lead to the issuance of Certified Adaptation Benefits by the African Development Bank. The contractor accordingly will deliver advisory services, technical and process-related assistance, deliver basic studies, and develop ABM Methodologies during the ABM Activity Cycle to the four identified ABM Participants. The African Development Bank will provide guidance and advise on the ABM components. Promote and catalyse adaptation financing in Benin, Côte d'Ivoire, and Senegal This work package outlines the activities required to develop a pipeline of climate change adaptation projects using the IsDB's financial instruments in Benin, Côte d'Ivoire and Senegal in cooperation with relevant national stakeholders to leverage through catalysation additional adaptation finance (up to 50 Mio. EUR from public and private investors). The objective is (1) to build a strong pipeline of IsDB projects in the three countries that are adapted and/or with a main objective of addressing adaptation challenges in relevant sectors, building from PACO small grant projects (Output 3), and NAP/NDC investment plans developed or revised under Output 1, and (2) to facilitate capacity building to strengthen the institutional capacity of financial institutions. The contractor will be responsible, in coordination with IsDB and GIZ, for deploying a series of country-level consultation workshops to firm up and engage with relevant public and private actors for the strengthening of IsDB project pipelines in Benin, Ivory Coast and Senegal with high adaptation finance potential. In addition, the contractor will prepare and implement relevant studies, including gender, socio-economic and environmental analyses supporting the economic case for IsDB intervention in sectors relevant to the countries" NAPs and adaptation-related NDCs or based on existing NAP/NDC investment plans. Establishment of four Reverse Linkages and one centre of excellence in collaboration with IsDB This work package focuses on the establishment of four Reverse Linkages in the PACO program with four different host-institutions. Reverse linkages are a mechanism developed by the Islamic Development Bank to establish partnerships between institutions in countries in the global South. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. Furthermore, the contractor will help IsDB to identify and set up regional or national Centres of Excellence (institutions highly specialized and leading in technology, finance, etc.) to potentially host more Reverse Linkages and to facilitate the flow of information. The contractor will accordingly assess the capacity needs of the target countries, identify the centres of excellence, accomplish the installation of four Reverse Linkages and implement capacity development plans with the support of IsDB. If appropriate, the IsDB will establish a reverse linkage between CCRS and a centre of excellence in another IsDB member country, to help build Commission capacity. The contractor will be responsible, in coordination with IsDB and GIZ, for deploying a series of country-level consultation workshops to firm up and engage with relevant public and private actors for the strengthening of IsDB project pipelines in Benin, Ivory Coast and Senegal with high adaptation finance potential. In addition, the contractor will prepare and implement relevant studies, including gender, socio-economic and environmental analyses supporting the economic case for IsDB intervention in sectors relevant to the countries" NAPs and adaptation-related NDCs or based on existing NAP/NDC investment plans. Establishment of four Reverse Linkages and one centre of excellence in collaboration with IsDB This work package focuses on the establishment of four Reverse Linkages in the PACO program with four different host-institutions. Reverse linkages are a mechanism developed by the Islamic Development Bank to establish partnerships between institutions in countries in the global South. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. Furthermore, the contractor will help IsDB to identify and set up regional or national Centres of Excellence (institutions highly specialized and leading in technology, finance, etc.) to potentially host more Reverse Linkages and to facilitate the flow of information. The contractor will accordingly assess the capacity needs of the target countries, identify the centres of excellence, accomplish the installation of four Reverse Linkages and implement capacity development plans with the support of IsDB. If appropriate, the IsDB will establish a reverse linkage between CCRS and a centre of excellence in another IsDB member country, to help build Commission capacity. Scaling Up Implementation and Institutional Capacity for Energy Management Systems (EnMS) in Pakistan
The services to be provided in the context of this call for tenders support the scaling up of Energy Management Systems (EnMS) in municipal organisations in Pakistan, with a particular focus on water supply and sanitation companies. The consultancy services will focus on strengthening the implementation and institutional capacity for EnMS in close cooperation with partner municipal organisations and relevant national and provincial government agencies and departments. These consultancy services will be delivered from the start of the contract until 29.02.2028. The assignment comprises of hands-on technical assistance and continuous advisory support to enable municipal management and energy teams of up to 6 partner municipal organisations to establish, operate, and continuously improve EnMS processes aligned with ISO 50001 principles. This includes support for establishing energy baselines of each partner organisation, regular monitoring and review of the established energy performance indicators (EnPI), corrective action planning, and systematic energy performance improvement. In addition, the consultancy will support partner organisations in the identification, prioritisation, and implementation of energy efficiency (EE) measures within water supply and sanitation infrastructure. This includes the development of technical EE recommendations and advisory support for their implementation. The consultancy will further assist in the preparation of bankable EE project proposals and business cases, including the technical and financial analyses required to mobilise financing for priority EE and EnM investments. To ensure long-term institutionalisation, the consultancy will develop recommendations for organisational development measures to mainstream EnMS within municipal structures. This includes strengthening internal roles and responsibilities, coordination mechanisms, and the integration of EnMS into planning, budgeting, and procurement processes. Advisory support will also be provided for the design and introduction of organisational EE incentive mechanisms to promote energy-efficient behaviour and align staff performance with energy and cost reduction objectives. Capacity development and knowledge exchange form a core component of the assignment. The aim is to ensure that, by the end of the project, municipal experts, managers, and decision-makers are equipped in terms of technical capacities to mainstream EnMS independently within Pakistan"s water supply and sanitation services. This objective remains central to all capacity development measures implemented under the assignment. Based on a structured capacity needs assessment and a corresponding capacity development strategy, the consultancy will develop relevant knowledge products and implement tailored capacity development activities, including trainings, workshops, and knowledge exchange activities, among others. These measures will strengthen competencies in EnMS implementation, energy data management and analysis, EnPI-based decision-making, EE intervention design, monitoring and verification, and the institutional embedding of EnM within municipal governance processes. To support scaling and dissemination of results and international and national best municipal EnM best practices, the consultancy will organise a national conference on municipal EnM as a platform for knowledge exchange and dialogue among sector stakeholders. Furthermore, advisory inputs will be provided to contribute to an enabling framework for EnMS, including recommendations for policy and institutional support measures at national and provincial levels. Lastly, the consultancy will implement a hands-on training programme for recently graduated women engineers in the field of EnM and EnMS to strengthen their technical competencies and promote their participation in Pakistan"s energy sector by enhancing their employability. The working packages listed are indicative and may be adapted in response to partner needs and evolving framework conditions. The contractor is expected to provide flexible, demand-driven advisory services within the defined scope of expertise and to ensure regular reporting and structured coordination with the project throughout contract implementation. In order to provide the service, the contractor should put together a sufficiently large, qualified, and experienced team of experts based on the required expertise, with a focus on ensuring adequate on-ground time to provide the necessary hand-holding and continued support for the implementation of project activities with the selected municipal partners. Services under Output 2 aim to increase electricity access, promote modern cooking solutions, facilitate productive-use of energy (PUE) applications, strengthen private-sector participation, and enhance local technical and institutional capacities. A significant share of the implementation activities will be concentrated in Dadaab. All interventions will be coordinated with DRS, county governments in Garissa and Turkana, relevant energy agencies, local authorities, private enterprises, and development partners. A critical input will be a comprehensive market needs assessment, conducted by a separate contractor prior to Output 2 activities. This assessment will form the evidence base for all interventions, providing detailed understanding of household and enterprise energy demand, supply chain capacities, consumer preferences, affordability, and barriers to private-sector engagement. It will include surveys, focus groups, and key informant interviews across refugee and host communities in Dadaab, Kakuma, and Kalobeyei. The assessment will map electricity, improved cookstoves, alternative fuels, and PUE supply chains, identifying strengths, bottlenecks, and gaps. Affordability, willingness to pay, and regulatory frameworks will be analyzed. Gender and inclusion factors, including barriers faced by women and persons with disabilities, as well as cultural and household dynamics, will inform the design, targeting, and sequencing of all Output 2 interventions. The mechanism will involve stakeholder consultations, eligibility criteria emphasizing women- and youth-led enterprises, competitive selection, capacity-building, monitoring, verification, phased disbursement, and risk management strategies. Linkages to commercial financiers will promote long-term sustainability. Services also include enterprise development and technical support for businesses engaged in electricity provision, cookstove production, alternative fuel distribution, and PUE technologies. Support covers installation, operation, and maintenance of solar systems and mini-grids; technical guidance for cookstove production, efficiency testing, and quality assurance; alternative fuel production; and adoption of PUE technologies. Business advisory services include market analysis, supply chain optimization, financial management, strategic planning, formalization support, and access to financing. Result-based and technical support will be provided to scalable energy solutions, including the design, implementation and operation of a pilot 50 kW solar-hybrid mini-grid in Dadaab, solar-powered water pumps, cold storage units, and institutional cooking systems. PUE interventions will support livelihoods through solar-powered milling, refrigeration, welding, irrigation, and ICT services. Clean cooking and alternative fuel services will expand access via local production, distribution networks, and behavior change campaigns, prioritizing women"s participation and reducing exposure to indoor air pollution. Coordination with national and county authorities, DRS, energy agencies, development partners, and private-sector actors will ensure alignment with policy frameworks and complementarity with existing programs. Lessons learned from regional initiatives such as ProSEET, EnDev, WIDU.africa, and EMPOWER will be incorporated. A robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system will track household and enterprise energy access, adoption of clean cooking technologies, use of PUE equipment, and participation of women, youth, and persons with disabilities. Community feedback mechanisms, baseline, midline, and endline evaluations, and adaptive management processes will ensure accountability, evidence-based adjustments, and continuous learning. By 2028, Output 2 is expected to expand energy access to approximately 90,113 refugees and 60,076 host community members, including at least 75,095 women. Enterprises in sustainable energy supply chains are projected to grow from 139 to 151 in Kakuma and 22 to 32 in Dadaab, with at least 30% women-led or owned. Adoption of PUE technologies, improved cooking solutions, and alternative fuels will contribute to income generation, employment creation, and environmental protection. Sustainability is central to Output 2, combining evidence-based market interventions, technical support, infrastructure development, PUE promotion, clean cooking, gender inclusion, and rigorous MEAL processes to ensure long-term, self-sustaining energy markets. The services deliver a neutral, evidence-based, and coordinated set of interventions to transform energy access in Kenya"s refugee-hosting regions. By providing affordable, reliable, and inclusive energy solutions, supporting enterprise development, enabling productive-use applications, promoting clean cooking, and ensuring continuous learning and monitoring, the project will enhance livelihoods, strengthen environmental resilience, foster social inclusion, and support the implementation of the Government of Kenya"s Shirika Plan.
