Das Gremium muss unabhängig vom Durchführungsgremium, Koordinator und allen Konsortiumsbegünstigten sein und darf nicht an Kampagnenmanagement oder -durchführung beteiligt sein. Der Auftragnehmer entwickelt und implementiert einen Evaluierungsrahmen zur quantitativen und qualitativen Messung von Ergebnissen und Wirkungen im Zeitraum 1. Januar 2026 bis 31. Dezember 2028 in den acht Teilnehmerländern: Belgien, Frankreich, Deutschland, Ungarn, Italien, Niederlande, Polen und Schweden.
