RFI: Micro milling machine

THIS IS NOT A PRELIMINARY NOTICE, A PROCUREMENT NOTICE, OR A CALL FOR TENDERS, BUT RATHER A REQUEST FOR INFORMATION / MARKET SURVEY. The market survey is being conducted to address issues related to a potential future equipment procurement by the National Bureau of Investigation. The purpose of the market survey is to gain an overview of the equipment and systems available on the market and to gather information for a potential future competitive tendering process. The objective of this request for information is to obtain details, in particular, regarding the equipment package along with its management applications and maintenance and support services. SYSTEM DESCRIPTION: Micro milling machine capable of both die and package level deprocessing of electronic components found in current consumer electronic devices including smart phones. The applications that the system is expected to cover: • Electronic component removal and board preparation • Package frontside decapsulation (Integrated Circuits) • Removal of electromagnetic shielding • PCB removal • Die backside thinning • Die frontside delayering SOFTWARE / USER INTERFACE REQUIREMENTS: Preferably the machine is a standalone system that can be operated without the need of an external computer. Additionally the user interface is expected to cover the following functionality: • Camera system that is used to select the area to be processed • Automated sample leveling • Capability to process warped circuit boards (contour processing) • Changing of the tool must be possible without using a wrench or spanner. • The positional accuracy is expected to be atleast 1µm. If the response contains the supplier’s trade secrets or other confidential information, we ask the supplier to label the documents “Trade Secret”. Whether or not you respond to this market survey will not prevent you from participating in any future competitive tendering process. All responses to this market survey received from suppliers will be treated as preliminary, non-binding, and confidential. The information will be used solely for the purpose of preparing the procurement. All costs associated with submitting a response are at the respondent’s own expense and risk. The request for information does not oblige the National Bureau of Investigation to carry out the procurement in the manner described in the request, and the competitive bidding process may also be waived. The National Bureau of Investigation may use the responses provided if it decides to conduct a competitive tendering process for the procurement. The National Bureau of Investigation will make a decision on whether to conduct a competitive tendering process and on its timeline following the market survey. All information presented in the market survey is preliminary, is not binding on the National Bureau of Investigation, and may still change significantly during the preparation phase.
