The International Labour Organization (ILO) is seeking a qualified service provider to provide vehicle rental services with driver to support field missions and project activities under the Vision Zero Fund (VZF) Project in Viet Nam from the date of contract award until 31 December 2026. The services will mainly involve 7-seat vehicles for inter-provincial and local travel in the Central Highlands, with Buon Ma Thuot, Dak Lak generally serving as the main departure point. Typical destinations may include Gia Lai/Pleiku, Lam Dong and other project locations in the region. Services may include one-day and multi-day missions, including transportation between project sites, coffee-farming communities, meeting venues and other locations required for project activities. Interested service providers are invited to submit their quotation and relevant information demonstrating their capacity to provide suitable vehicles and qualified drivers in accordance with the requirements set out in the attached Terms of Reference.

The purpose of this procurement is to establish a reliable, flexible, and efficient transportation arrangement for the collection and transportation of Non-Food Items (NFIs) from designated locations to beneficiaries and other designated delivery points. Transportation services may be required between Xai-Xai, Maputo, and Inhambane, and vice versa, depending on IOM's operational requirements. The selected supplier(s) will be required to provide a fleet of enclosed, well-maintained, roadworthy, properly licensed, and insured trucks, with carrying capacities ranging from 2 tons up to 40 tons. The vehicles must be suitable for the safe transportation and protection of NFIs and must comply with all applicable Mozambican transport, safety, and roadworthiness requirements. The required transportation services are intended to be provided for a period of one (1) year from the effective date of the agreement. IOM may request vehicles of different capacities throughout the contract period based on operational needs, cargo volume, destination, and transportation requirements. Loading and unloading services are not included in the scope of this truck rental service. Loading and unloading of NFIs will be arranged and managed by IOM or other designated parties. The supplier's responsibility will primarily include the provision of the appropriate enclosed truck, qualified and licensed driver(s), and safe transportation of the cargo between the designated collection and delivery points. The procurement aims to establish a Long-Term Agreement (LTA) / Blanket Purchase Agreement (BPA) with qualified service provider(s) for a period of one year, ensuring the availability of reliable transportation services on an as-and-when-required basis. Interested suppliers are encouraged to demonstrate their experience in truck rental and transportation services, availability of vehicles, fleet capacity, qualified drivers, insurance coverage, vehicle maintenance arrangements, geographical coverage, and ability to provide timely and cost-effective services throughout the contract period.
