The Council of Europe (COE), acting through Eurimages, intends to award a contract for the provision of intellectual services to a senior business analyst (hereafter the Service Provider) for the strategic framing of the modernisation of Eurimages working methods, processes and IT tools, with priority given to the co-production support programme (EUR 27.6 million allocations in 2025). The mission covers four work packages: (i) review and streamlining of working methods and processes, (ii) inventory of current IT tools, (iii) definition of a modernisation programme sequenced into sub-projects, and (iv) drafting of a tender document, comprising a programme-wide framing document and one framing sheet per sub-project. The contracting authority shall establish a contract for the procurement of standardised vehicles, either armoured at the factory or by alteration companies.
