The subject of this call for tenders is “Publications on EU Policy Initiatives and Methodological Assistance on Indicators”. The main objective of this contract is to purchase services in the fields of statistical data analysis and maintenance, methodological assistance, as well as drafting and editing of statistical publications. The contractor is expected to deliver the following products and any future follow-up or complementary publications in the framework of the contract: 1. Annual monitoring report on the progress towards the Sustainable Development Goals (SDGs) in an EU context and related publications such as „Key messages”, Statistics Explained articles, country assessments and (interactive) visualisations; 2. Publications to support key EU policy initiatives, including (interactive) visualisations. Eurostat has been publishing the annual EU SDG monitoring report since 2017. Related communication material and diverse publications supporting key EU policy initiatives have also been published under past contracts. A continuation of the series of publications is expected of the contractor, with necessary updates and modernisations.

All associated costs with the activity shall be covered by the contractor, including, among other, the transport, accommodation and logistics for invited guests, the provision of fully equipped meeting rooms, interpretation services, catering, in-person teaching materials, promotional materials, and fees/costs for speakers (where appropriate). The contractor shall be responsible for managing all aspects of the event organisation. The Competition Policy School shall offer workshops and lectures on competition law and policy (procedures, restrictive agreements, abuse of dominance, merger control State aid control, information on enforcement in the digital sector, including Digital Markets Act). Next to general principles of competition law and policy, a special emphasis shall be placed on sharing practical expertise and case studies highlighting investigative techniques, agency building and the benefits of convergence between competition laws (including procedures) and how to facilitate cooperation amongst competition authorities. The Competition Policy School shall take place in person for a full week, i.e., 5 working days for the Competition Policy School plus any necessary travel time, either in the third or fourth quarter of 2026 or, if not possible, in the first quarter of 2027. One out of the five course days shall be organised on the premises of the Contracting Authority (DG COMP, Madou square, 1210 Sint-Joost ten Node, Brussels). The Competition Policy School shall be organised for between 40 and 60 participants. Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. This report is aimed at establishing a clear framework for survey approaches, data collection, analysis as well as Midline and Endline report structure. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. The proposed methods may include Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and direct observation during site visits - are deployed in sequence across the three phases of data collection. Data is analysed thematically and triangulated with quantitative findings before results are finalised Moreover, the contractor will establish a comprehensive, verified, and evidence-based data collection that accurately measures employment, local value addition, export market performance, sustainability certification, MSME processing capacity and IAF service improvement across all targeted indicators. 2. Midline Assessment Report: The second deliverable will be a comprehensive mid-term assessment report, which will evaluate the progress and indicators achievement of the project to date. This report is expected to be finalized and submitted in the fourth quarter of 2026. It will include detailed findings, insights, and recommendations that will guide any necessary adjustments to the project's approach. 3. Endline Assessment Report: The final work package involves delivering a project end-term assessment report, expected in the fourth quarter of 2028. This report will conduct an in-depth analysis of the indicators" achievement, impact and effectiveness of the EU-German CAPSAFE intervention throughout the entire execution period. The financial sector is one of the most crucial reform areas, and this contract focuses on strengthening the technical, institutional, and operational capacity of the National Bank of Ukraine (NBU), financial sector associations (AUB, NABU, NASU), and financial institutions throughout the country. Within the above-described context, the contractor is responsible for contributing expert support to achieve targets related to Outputs 1, 2, and 4 in the financial sector. The main objective of the contract is to obtain regular and high-quality open-source intelligence (OSINT) reports on migration that fulfil the specific needs of the EUAA and its stakeholders. These reports can avail themselves also of AI-input, but the contractor should ensure the use of high-quality sources, an accurate representation of the information collected and appropriate human oversight.
