The contractor shall organise for the European Commission the EU-Africa School on Competition Policy in Brussels. All associated costs with the activity shall be covered by the contractor, including, among other, the transport, accommodation and logistics for invited guests, the provision of fully equipped meeting rooms, interpretation services, catering, in-person teaching materials, promotional materials, and fees/costs for speakers (where appropriate). The contractor shall be responsible for managing all aspects of the event organisation. The Competition Policy School shall offer workshops and lectures on competition law and policy (procedures, restrictive agreements, abuse of dominance, merger control State aid control, information on enforcement in the digital sector, including Digital Markets Act). Next to general principles of competition law and policy, a special emphasis shall be placed on sharing practical expertise and case studies highlighting investigative techniques, agency building and the benefits of convergence between competition laws (including procedures) and how to facilitate cooperation amongst competition authorities. The Competition Policy School shall take place in person for a full week, i.e., 5 working days for the Competition Policy School plus any necessary travel time, either in the third or fourth quarter of 2026 or, if not possible, in the first quarter of 2027. One out of the five course days shall be organised on the premises of the Contracting Authority (DG COMP, Madou square, 1210 Sint-Joost ten Node, Brussels). The Competition Policy School shall be organised for between 40 and 60 participants. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. The project started in 1995, and the next data collection is planned for 2028. Since ESPAD is a unique source of internationally comparable and trend information about prevalence and patterns of addictive behaviours among school population in Europe that has been proven informative for researchers, policy-makers, and other stakeholders, and it increasingly provides evidence for evaluation of national and European drug policies, EUDA has a strong interest in maintaining high quality and comparability of the research process and study outputs. To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts.
