The United Nations Support Office in Haiti (UNSOH) intends to establish a contract for the provision of repair and maintenance services for approximately 247 vehicles and equipment operated in Haiti. The initial contract period will be one (1) year, with options for up to two additional one-year extensions (1+1+1), subject to satisfactory contractor performance, operational requirements, availability of funds, extension of the UNSOH mandate, and the sole discretion of the United Nations. The requirement covers scheduled maintenance, diagnostics and repair services, including mechanical, electrical, air-conditioning, body and chassis repairs, component overhauls, spray painting, tyre repair, vehicle recovery and the supply of approved spare parts. Services are expected primarily in Port-au-Prince, with coordination and regional support in the Artibonite and Central Region and, when directed, at remote field sites, temporary operating bases, emergency deployment sites or convoy support points. The requirement is divided into vehicle and equipment lots covering Toyota vehicles; Nissan vehicles; Renault and Iveco trucks; Ford ambulances and vans; and mechanical-handling, engineering and other equipment. Prospective vendors may express interest in all lots or selected lot(s) applicable to their capabilities. A possible split award may be considered. Specific Requirements/Information Interested vendors should demonstrate the capacity, experience, facilities and technical resources necessary to maintain a mixed fleet in a security-constrained operating environment. The planned solicitation will include detailed technical, commercial and contractual requirements. • Valid company registration and authorization to operate in Haiti, with the company registered for a minimum of three (3) years. • At least three (3) years of relevant experience maintaining mixed fleets, including armored and heavy-duty platforms in austere, security-constrained or mission-like environments. • At least three references confirming satisfactory performance of similar services. • A secure and suitably equipped workshop in an area designated as safe for UN operations by UNSOH Security, with vehicle lifts, tyre repair and balancing equipment, mechanical tools, body-repair and painting capability, specialist diagnostic equipment and field-support capability. • Facilities capable of housing a minimum of six (6) UNSOH vehicles at a time. Proposed facilities will be subject to UNSOH site visit and inspection. • Qualified key personnel and capability to mobilize and become operational within sixty (60) days from the effective date of contract commencement or mobilization task order. • Capacity to source and manage OEM or certified-equivalent spare parts, maintain traceability and stock fast-moving items. Contractor-supplied parts must carry a minimum one-year mechanical-failure warranty from installation unless otherwise specified. • Compliance with applicable environmental requirements, including preparation and implementation of a waste-management plan for oils, lubricants, batteries, filters, tyres, scrap parts, hazardous materials and contaminated waste. • Ability to maintain appropriate physical security and controlled access while UN vehicles are at the contractor’s premises, and to protect information concerning UN vehicles, equipment, personnel and movements. • Acceptance of performance monitoring against key performance indicators, including quality, availability, capacity, timeliness, repeat failures, preventive-maintenance compliance, response time and reporting discipline.

Specific Requirements/Information Interested companies should demonstrate their ability to meet the following minimum requirements. Final requirements will be set out in the solicitation documents: • Valid company registration in Haiti and at least three years of company registration. • At least three references demonstrating satisfactory performance in similar services. • An approved, secured and walled facility within a 10 km radius of UNSOH Headquarters, with holding capacity for at least five UN vehicles and capacity to clean at least three vehicles simultaneously. • Minimum equipment including two high-pressure washing machines, an air vacuum machine, appropriate automotive cleaning consumables, a reliable water supply with at least 5,000 litres of backup storage, and adequate backup electrical power. • Minimum staffing of four appropriately trained cleaning personnel and a Contract Manager fluent in English and/or French. • Ability to provide services from 07:30 to 18:00, Monday through Saturday, excluding official national holidays, and to give priority to armored, VIP, emergency-response and other operationally critical vehicles when requested. • Appropriate physical security, controlled access, protection of UN vehicles and information, environmental safeguards, wastewater management, required permits, and valid insurance coverage. • Acceptance of a UN site inspection during technical evaluation and mobilization within 30 calendar days after contract signature. • UNSOH may award to one or more contractors and may split service volumes. The requirement is expected to be for an initial period of one (1) year, with the possibility of extension for two additional one-year periods (1 + 1), subject to operational requirements and the best interests of UNSOH. The services shall support UNSOH operations in Haiti, with required coverage in the Artibonite Department Coverage of the Artibonite and Nord Department is anticipated. The vehicles shall be provided on a self-drive basis, with free mileage. Fuel will be provided by UNSOH. Vehicle usage may vary frequently depending on operational needs and shall therefore be billed according to actual usage, such as daily, weekly and monthly rates as applicable.
