The aim of PED III is "to support the effective implementation of the Just Energy Transition by the main players in Senegal's public and private sectors at both strategic and operational levels". The project contributes to achieving the objectives of the national energy policy linked to renewable energy (RE) and energy efficiency (EE) for the implementation of the 2030 Agenda SDGs, in particular SDG 7 (access to energy), 8 (decent work and economic growth), 9 (industrialisation) and 13 (combating climate change), as well as German support for achieving the objectives of the Just Energy Transition Partnership (JET-P) signed between Senegal and the G7 in June 2023. The expected results of the project are as follow: 1. The governance and coordination mechanisms for renewable energy and energy efficiency in the context of the JET-P are strengthened. 2. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations. The contractor shall also support the outreach programs of relevant institutions, including the development of communication concepts, training events, and materials for intermediaries such as teachers, farmers and local stakeholders. Mauritania has undertaken an ambitious reform to bring public services closer to citizens, strengthen local government capacities, and promote inclusive and sustainable local development, in line with national priorities and the Sustainable Development Goals. Despite significant institutional progress, decentralization continues to face challenges. Mauritania's vast territory, low population density, climate-related pressures, regional disparities in access to public services, and the presence of refugee populations place considerable demands on local governments. At the same time, their human, technical, and financial capacities remain uneven. Coordination between central institutions, sectoral ministries, regions, and municipalities is also insufficiently structured, while responsibilities and institutional roles are not always clearly defined or effectively implemented. Citizen participation and communication between public institutions and communities remain limited. The Government has strengthened the institutional framework for decentralization, notably through the establishment in 2024 of the Ministry Delegate to the Minister of the Interior in charge of Decentralization and Local Development and the National Council for Decentralization and Local Development (CNDDL). The revision of the National Strategy for Decentralization and Local Development (SNDDL) provides an important framework for consolidating these reforms. Against this background, the ProGResp II project will support the coordinated implementation of decentralization reforms by national and local stakeholders. The assignment will run for 21 months, with a particular focus on strengthening institutional communication, improving stakeholder coordination, and increasing ownership of the decentralization process. The assignment comprises three complementary components: 1. Finalization and implementation of the communication strategy The service provider will support the Ministry in finalizing and operationalizing the existing communication strategy for decentralization and local development. This will include an implementation plan, activity schedule, monitoring and evaluation framework, performance indicators, and a clear institutional communication governance mechanism. Support will also be provided to establish an inter-institutional communication team involving the Ministry, relevant government institutions, local governments, and technical and financial partners. The team will coordinate communication activities, ensure consistency of messages, support national campaigns, and monitor implementation. The assignment will also define target audiences, develop tailored messages and communication tools, and propose a capacity-building programme for communication officers to ensure sustainability. 2. Operational implementation of the communication strategy The service provider will support the implementation of the communication plan through the production of institutional and audiovisual materials, national awareness campaigns, public events, radio and television programmes, and digital content. Particular attention will be given to regional and local communication, including awareness campaigns, citizen dialogue, and strengthened communication capacities of local authorities. Digital communication will be reinforced through the management of digital platforms and social media, regular multimedia content production, and audience engagement monitoring. The assignment will also support permanent dialogue mechanisms between public institutions, local governments, civil society, the media, and citizens through regional forums, participatory workshops, public consultations, community meetings, and digital platforms. These mechanisms will contribute to greater transparency, improved access to information, and stronger citizen ownership of decentralization reforms. 3. Short-term technical assistance A pool of short-term experts will provide targeted technical assistance to the Ministry and project partners throughout implementation. Their support will focus on assessing the implementation of the SNDDL, identifying challenges, formulating recommendations, and supporting its updating in response to the evolving institutional context. Experts may also support national and regional consultations, validation workshops, technical studies, strategic reports, methodological tools, practical guides, capacity-building activities, and the implementation of recommendations arising from evaluations. Their contribution will help ensure the technical quality and sustainability of the reforms and their alignment with national policies and international good practices in territorial governance. Implementation Approach and Expected Results All activities will follow a participatory and inclusive approach, involving central government institutions, local authorities, technical and financial partners, civil society, the media, and community representatives. Particular attention will be given to the participation of women, youth, and vulnerable groups. By the end of the assignment, the Ministry is expected to have an operational communication strategy, strengthened mechanisms for coordinating institutional communication, modern communication and citizen-engagement tools, and an updated and validated SNDDL supported by practical technical recommendations. März 2026 und anschließend bis zum 30. Juni 2026 verlängert. Ursprünglich war vorgesehen, die vierte Projektphase zeitnah einzuleiten. Im Verlauf der Abstimmungen kam es jedoch sowohl auf deutscher als auch auf chinesischer Seite zu Verzögerungen bei den erforderlichen Rückmeldungen und Entscheidungsprozessen. Dadurch konnten wesentliche Voraussetzungen für die Vorbereitung der neuen Projektphase, einschließlich der Finalisierung relevanter Vereinbarungen und der Einleitung des Ausschreibungsverfahrens, nicht im ursprünglich vorgesehenen Zeitrahmen geschaffen werden. Vor diesem Hintergrund hat die deutsche Seite in Abstimmung mit der chinesischen Seite entschieden, die laufende Projektphase erneut außerordentlich bis zum 31. Dezember 2026 zu verlängern. Die Verlängerung dient dazu, ausreichend Zeit für die weiteren Abstimmungsprozesse mit den chinesischen Partnerinstitutionen sowie für die ordnungsgemäße Vorbereitung und Durchführung des Ausschreibungsverfahrens der vierten Projektphase zu schaffen. Gleichzeitig soll sichergestellt werden, dass die etablierten Dialog- und Kooperationsformate des Projekts ohne Unterbrechung fortgeführt und die bisher aufgebauten Netzwerke sowie Arbeitsergebnisse nachhaltig gesichert werden können. Die Verlängerung trägt dazu bei, die noch laufenden Abstimmungsprozesse zwischen den beteiligten deutschen und chinesischen Institutionen abzuschließen und die Voraussetzungen für die vierte Projektphase zu schaffen. Gleichzeitig ermöglicht sie dem Bundesministerium für Landwirtschaft, Ernährung und Heimat (BMLEH) sowie der GFA Consulting Group, die erforderlichen Vorbereitungen für die nächste Projektphase einschließlich des Ausschreibungs- und Vergabeverfahrens mit der notwendigen Sorgfalt durchzuführen. Im Zeitraum 01.08.-31.12.2026 wird das DCZ außerdem die Maßnahme "Deutsch-Chinesisches Innovationsnetzwerk zur effizienten und nachhaltigen Futtermittelproduktion in der Milchviehwirtschaft" im Rahmen des Förderaufrufs „Internationale Netzwerke Agrar- und Ernährungswirtschaft (INA)“ umsetzen.
