The objective of the framework agreement is to cover the Contracting Authority's need for the hire of health personnel to ensure proper operation of the Norwegian Armed Forces health service, cf. the State Employees Act § 11 and the regulations on hiring from staffing companies § 3.The agreement primarily includes the hire of doctors and nurses, which makes up the most important need. The hired doctors will primarily assist with conducting health checks of persons who have been called in for a session. The contract also includes the hire of other health personnel with authorisation in accordance with the Health Care Act § 48, including, but not limited to, health secretaries, pharmacists, psychologists and other health personnel. The objective of the procurement is to ensure reliable operation of the municipality ́s statutory health and care services by covering the need for qualified personnel in connection with absence and capacity challenges. The contract shall contribute to the municipality always having access to available and competent temporary staff who can carry out the assignments in accordance with applicable requirements for quality, patient safety and professional prudence. The framework agreement shall be able to be used by all relevant entities within the health and welfare sector in the municipality that have a need for external temporary staff. The need for temporary staff services will vary and can occur both in connection with planned leave, such as holidays and leave and for unforeseen events or increased activity. The assignments can be both shorter and longer and the need will typically be greatest during holiday periods, public holidays and weekends. The tenderer is required to have sufficient capacity and access to qualified personnel to be able to cover the contracting authority ́s needs when this occurs. The delivery shall be of high quality and it shall fulfil the current requirements in legislation and agreements, including working environment legislation and relevant tariff provisions. The need concerns both planned absences, such as holidays and leave, and unforeseen absences, such as sick leave and extraordinary events. The municipality needs quick access to competent health personnel, especially in periods with high loads such as summer holidays, weekends and holidays. It is important that the hired personnel can be put in without unnecessarily start-up time and that the tenderer has sufficient capacity to cover both short-term and longer assignments. The procurement will also be carried out as the municipality ́s current agreement expires and the municipality needs a temporary system until Vågå municipality enters a joint procurement in Nord-Gudbrandsdalen. The framework agreement shall, therefore, ensure continuity in the services until a new joint contract is established.
