Tender description
The Norwegian Public Roads Administration, c/o the Operations and Maintenance Division, Ground Drilling, shall procure a new drilling tower for geotechnical ground surveys, as one of the current drilling rig is now ripe for replacement. The drilling tower shall be used for ground surveys in accordance with the Norwegian Public Roads Administration's handbooks and the Norwegian Geotechnical Association ́s messages on the execution of ground surveys. The drilling tower is primarily intended to be used in the Mid/North Norway, but it can be used nationwide.

Statens innkjøpssenter v/DFØOsloDeadline: Aug 06The Norwegian Directorate for Management and Financial Management (DFØ) invites tenderers to a negotiated procedure for a contract for the provision of services related to the case and archive system. DFØ is the government ́s trade body for financial management, good decision basis for government initiatives, organisation and management in the state, as well as procurements in the public sector and administration of the government ́s joint procurement agreements. The company also provides joint services within wages and accounts, as well as employer support to government entities. DFØ has overall responsibility for development within its disciplines. The objective of the procurement is to cover DFØ ́s need for a future orientated system for case handling and archiving. The current system is based on Acos WebSak as a locally installed (on-premise) system operated by DFØ. The system currently supports relatively simple case processing, whilst a significant part of the archiving occurs through integrations with other systems and national joint components. DFØ needs to procure a modern system delivered as a service (SaaS), where the tenderer is responsible for the operation, management and further development. The system shall support efficient and secure case processing and archiving, as well as be able to be integrated with relevant internal systems and national joint components. The procurement will be carried out as a negotiated procedure, cf. the current rules for public procurements. Tenderers shall first submit a request for participation, and then for those who are qualified , submit tender offers in accordance with the tender documentation. Hol kommuneHolHol municipality intends to procure a new cloud based system for general municipal entity management, budgeting, financial planning and reporting. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Hol municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Hol municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of equivalent systems in other municipalities. Hol municipality cannot see any alternative tools in the market than Framsikt AS ́s system, which covers the total need for general performance management at the municipality, in Norwegian, in one combined standard product. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including production of documents and publication of the work. The system includes modules for analysis, review, plans, financial plan, annual budget, performance management and reporting. Hol municipality has not seen systems that can cover the need for overall performance management in the same way as the solution from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3.Procurement of a serious follow-up system.
Oslo Kommune v/ Økonomi- Og ForvaltningsetatenOsloDeadline: Aug 03The aim is to procure a cloud based (SaaS) system that can as far as possible contribute to the Customer being able to comply with legal and regulation requirements connected to the Norwegian model, including the requirements for an electronic crew list in the builder regulations § 15, the control obligations connected to, among other things, wages and working conditions, as well as following up the Oslo model ́s seriousness requirements. The contracting authority shall revise the seriousness requirements in 2026, which can lead to changes in the municipality ́s follow-up need. The system shall therefore be flexible and scaleable for the municipality. This implies, among other things, that the Customer: * Can apply the solution to contract areas that are particularly vulnerable in relation to working life crime and social dumping, both now and in the future. * May cooperate with other public authorities in following-up work crime and social dumping. * Can see to other needs closely related to this type of follow-up. The system shall be built for high accessibility, safeguarding privacy as well as supporting automated data processing in real time where possible, so that the Customer can safeguard their responsibility in an efficient and secure manner. At the same time, the system should be user friendly with a low response time, simple navigation and work flow, limited risk for error registrations, as well as flexible for comparing and visualising relevant data. NTNUTrondheimNTNU shall enter into a framework agreement for the inspection and maintenance of gas installations for NTNU ́s buildings in Trondheim. The delivery and place of work for the deliveries will be NTNU in Trondheim. The gas installations included in this agreement are located in a total of 15 different buildings in Trondheim. The buildings are mainly located at Gløshaugen in addition to a small number on Brattøra and Øya. The service contract is administered by the property department at NTNU, but the gas installations are owned by different institutes and the work shall be invoiced directly to each individual institute/site owner, total 23 units. The facilities currently include approx. 269 gas centrals with a total of 1,484 call-offs. The contracting authority is different departments and faculty at NTNU, Rise PFI AS and Sintef, each of which is the owner and orderer for their plants.
