The aim is to procure a cloud based (SaaS) system that can as far as possible contribute to the Customer being able to comply with legal and regulation requirements connected to the Norwegian model, including the requirements for an electronic crew list in the builder regulations § 15, the control obligations connected to, among other things, wages and working conditions, as well as following up the Oslo model ́s seriousness requirements. The contracting authority shall revise the seriousness requirements in 2026, which can lead to changes in the municipality ́s follow-up need. The system shall therefore be flexible and scaleable for the municipality. This implies, among other things, that the Customer: * Can apply the solution to contract areas that are particularly vulnerable in relation to working life crime and social dumping, both now and in the future. * May cooperate with other public authorities in following-up work crime and social dumping. * Can see to other needs closely related to this type of follow-up. The system shall be built for high accessibility, safeguarding privacy as well as supporting automated data processing in real time where possible, so that the Customer can safeguard their responsibility in an efficient and secure manner. At the same time, the system should be user friendly with a low response time, simple navigation and work flow, limited risk for error registrations, as well as flexible for comparing and visualising relevant data. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. In each municipality, the implementation of procurements will vary whether the procurements are centralised or decentralised, or partially centralised, i.e. to what degree procurements are carried out by entities in the municipality or by a procurement department etc. Draft requirement specifications: The draft of the requirement specifications with accompanying annexes is attached. Minor adjustments can be made to this before it is given to qualified tenderers. Contract period: The contract will come into force on the date it is signed by the parties. The contract will be valid for 3 (three) years from signing. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Evenes municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Evenes municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of an equivalent system in other municipalities. Evenes municipality cannot see that there are any alternative applications in the market than Framsikt AS ́s system, which covers the total need for comprehensive management governance application system at the municipality, in Norwegian, in one combined standard ERP system. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including reporting and publication of the work. The system includes modules for analysis, assessment, plans, investment, financial plan, annual budget, comprehensive management governance and reporting, personnel reporting, corporate governance and politician module. Evenes municipality has not seen other systems that can cover the need for general governance management in the same way as the system from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3.
