This is an invitation to participate in a market consultation exercise in relation to the provision of a Digital Evidence Management System for Fiosrú. Fiosrú requires a modern platform that will store, analyse, prepare and share all types of digital evidence and assets related to investigations and cases. Work collaboratively with digital assets in one single space: integrated editing and analytics including object/motion detection and video and audio redaction. Must be capable of linking or cross-referencing to a standalone Case Management System (CMS) already in use and a future CMS to be procured.

Statens innkjøpssenter v/DFØOsloDeadline: Aug 06The Norwegian Directorate for Management and Financial Management (DFØ) invites tenderers to a negotiated procedure for a contract for the provision of services related to the case and archive system. DFØ is the government ́s trade body for financial management, good decision basis for government initiatives, organisation and management in the state, as well as procurements in the public sector and administration of the government ́s joint procurement agreements. The company also provides joint services within wages and accounts, as well as employer support to government entities. DFØ has overall responsibility for development within its disciplines. The objective of the procurement is to cover DFØ ́s need for a future orientated system for case handling and archiving. The current system is based on Acos WebSak as a locally installed (on-premise) system operated by DFØ. The system currently supports relatively simple case processing, whilst a significant part of the archiving occurs through integrations with other systems and national joint components. DFØ needs to procure a modern system delivered as a service (SaaS), where the tenderer is responsible for the operation, management and further development. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Evenes municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Evenes municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of an equivalent system in other municipalities. Evenes municipality cannot see that there are any alternative applications in the market than Framsikt AS ́s system, which covers the total need for comprehensive management governance application system at the municipality, in Norwegian, in one combined standard ERP system. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including reporting and publication of the work. The system includes modules for analysis, assessment, plans, investment, financial plan, annual budget, comprehensive management governance and reporting, personnel reporting, corporate governance and politician module. Evenes municipality has not seen other systems that can cover the need for general governance management in the same way as the system from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3.
