Through this procurement, Frontex is seeking to acquire specialised Services based on the use of High Altitude Platform Systems (HAPS) to support its border surveillance and management activities. In particular, Frontex wants to conduct a Pilot Project to demonstrate the abilities, efficiency and effectiveness (primarily in terms of accuracy, reliability and cost-efficiency) of HAPS in providing persistent surveillance, data fusion, RFI monitoring, and wireless connectivity capabilities over the designated wide Area of Interest. For this purpose, the services requested by Frontex shall consist in the deployment of at least one HAPS over the Area of Interest for a period of 15 consecutive days of continuous operation during the Deployment and Operational Phase of this project.

The Service which the Contractor shall provide under this FWC is based on mission flights where the Asset, following Frontex instructions, surveys the Area of Interest, included in the Service Deployment Area, searching for ‘objects of interest’ mandated by Frontex Regulation, and passing surveillance data and information to the Operational Coordination Centre designated by Frontex. The overall purpose is to limit and mitigate pollution in the Danish waters — territorial sea and the Danish economic exclusive zone (as defined in the Danish act on Protection of the Marine Environment (in Danish: Havmiljøloven) section 5) by performing airborne maritime pollution control and to enforce the Danish act on Protection of the Marine Environment (in Danish: Havmiljøloven). As such, this agreement may be subject to transfer to the Ministry of Resilience and Preparedness or an agency under the Ministry's purview, such as the Danish Emergency Management Agency. The maritime pollution surveillance is conducted by airborne area coverage of the Danish waters and this is supplemented by satellite based surveillance by European Maritime Safety Agency (EMSA). The Supplier of Airborne Maritime Pollution Surveillance shall overfly areas within the Danish waters — territorial sea and the Danish economic exclusive zone (as defined in the Danish act on Protection of the Marine Environment section 5) two times weekly.
