Stord Vatn and Avløp AS (SVA) invites tenderers to a competition for contract M1 Machine and Process Contract for the project Skjersholmane Treatment Facility. New process engineering installations (this contract) shall be dimensioned for a future expected load on 33,000 pe in 2065. The competition will be held in two stages and a prequalification will be held first and thereafter those who become prequalified tenderers are invited to submit tenders. The zoning plan and emissions application are being processing (at Stord municipality and the government administrator respectively). and both are expected to be approved during 2026. The project is divided into the following contracts: • Contract M1 - Interaction for Machine and Process Contract (this contract) • Contract B1 - Building • Contract B2 - Ground work and emission arrangement. This contract (M1) includes project development, engineering design, delivery, assembly, testing, commissioning and optimisation of process and machine devices and the contract (M1) is divided into two phases; Phase 1 is an interaction phase up to a turnkey contract. Phase 2 is the execution phase for the turnkey contract. The contractor will initially be chosen for both phases in M1 through this procurement.

The project is planned to be carried out as a turnkey contract with interaction in phase 1 and with a fixed price in phase 2, the execution phase. The area of the site is 3,390 m2 and the total area of the dwelling is estimated to be approx. 1400 m2 gross, divided between two floors. Requirements for Husbanken shall be fulfilled. A feasibility study has been carried out for the project, without a completed reworked/engineered system. The final solution, area and qualities shall be worked on until it is partnered. As of d.d., an investment framework large enough for the project has not been decided. A total of NOK 56.9 million has been put aside for the entire project in the municipality investment plan. The feasibility study has stated a cost of approx. The interaction phase must be used to optimise the project in order to calculate a new price that must be calculated through an investment decision in order to proceed with the execution. Work must be done to get significantly under what the feasibility study shows. The stated volumes are an estimate and are not binding for the contracting authority. The contracting authority reserves the right to cancel the competition if there is a justifiable reason, for example, in the event of a lack of approval and investment decision from political quarters. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities.
