Leasing, Maintenance and support of on street parking for pay and display machines for Dublin City Council. This was done as a Voluntary Ex Ante Transparency Notice for Direct Award of Contract for Leasing, Maintenance and Support of On-Street Parking Pay & Display Ticket Machines Description: Dublin City Council has invoked Article 32.2 (b) for a derogation from tendering where the works, supplies or services can be provided only by a particular economic operator. Dublin City Council has directly awarded a contract for the continued leasing, maintenance and support of its existing fleet of on-street parking Pay & Display ticket machines for a period of 12 months, with the option to extend for two further periods of 3 months each if required, at a value of €3,500,000. The current supplier, UTS Technologies Ltd. owns the installed machines and is the only party capable of maintaining, operating and supporting them during this interim period. This direct award is necessary to ensure the continued delivery of critical public services while a full procurement process is conducted for a new long-term contract. That procurement process is expected to take approximately 12 months to complete, including planning, tendering, evaluation and implementation. The direct award will ensure service continuity, avoid disruption to parking operations and allow for the orderly implementation of the future contract. A Voluntary Ex Ante Transparency Notice was published on OJEU on the 18/09/2025 OJ S 180/2025
