Phase 0 activities such as broad concept development, initial framework thinking, sitemap/prototype discussions and preliminary scoping have already been undertaken. Therefore, this assignment shall focus on validation of Phase 0 outputs, detailed design consolidation, development/configuration of the core portal modules, light portal-usage analytics, AI-enabled knowledge search, limited WhatsApp-based access workflow, training, documentation, interim hosting and handholding for eventual migration to NIC/MoRD hosting. The assignment is treated as phase 1 and phase 2 implementation under the broader development process of Digital Knowledge Portal.
