Dublin City CouncilDublinDeadline: Aug 26Dublin City Council (“DCC”, the “Contracting Authority”) intends to establish two (2) four-year contractor multi-party framework agreements, namely, Lot A Framework and Lot B Framework (the “Frameworks”) for the delivery of a significant programme of housing projects (the “Programme”) utilising primarily the Design and Build (DB) delivery model. The Programme will form an important component of DCC’s direct social and affordable housing delivery pipeline for the period 2026–2030, consistent with the objectives set out in the Government’s new national housing plan, Delivering Homes, Building Communities. DCC has engaged the National Development Finance Agency (“NDFA”) to support the procurement and delivery of the Programme. 26 no. sites comprising approximately 4,000 units have been identified for inclusion in the Programme. Further sites may be added to the Programme over the lifetime of the Frameworks. The Frameworks will be established using a 2-stage restricted procurement procedure and will consist of the Lot A Framework and the Lot B Framework, with suitably qualified contractors appointed to each of the Frameworks. The Lot A Framework call off contracts capex values range from €100m to €250m, while call-off contracts under the Lot B Framework will have capex values of up to €100m. These capex value ranges may be adjusted as necessary over the period of the Frameworks in line with construction inflation. Applicants may apply to qualify for each Framework; however, applicants can only be shortlisted for one of the Frameworks. Applicants will be required to state their Framework preference at the pre-qualification submission stage. For example, if an applicant submits an application for both the Lot A Framework and the Lot B Framework and fulfils the pre-qualification requirements for both Frameworks, the applicant will only be shortlisted for their preferred Framework and will not be shortlisted for the other Framework. Clúid Housing AssociationDublinDeadline: Aug 12Clúid Housing is seeking to establish a multi-party framework agreement with suitably competent and experienced work contractors for residential developments nationwide in excess of €50million. Clúid Housing’s objective is to create a great place to live for our residents and in doing so we strive to build high quality homes ‘that don’t cost the earth’. The Framework will be established for 4no. years. Contracts awarded within the Framework period may extend beyond the 4-year lifetime of the framework. The estimated value of the framework over the lifetime is €950million, however it is important to note that this is not a guaranteed spend. Clúid intend to invite the top 6 scoring applicants from the prequalification stage (Stage 1) to Stage 2 (Invitation to Tender), assuming that number meet the minimum qualification requirements. The framework will be established with the top 4no. scoring tenders following the competition for the initial contract. The Most Economically Advantageous Tender arising from the competition will be awarded the initial contract (further details on the initial contract will be available at Stage 2). In the event of a tie for fourth position, Clúid reserve the right to include the top 5 scoring tenderers in the framework. The successful framework members will be invited to tender for development opportunities via mini-tender. To promote early contractor engagement, competitive dialogue with negotiation will be used (with successive reduction of candidates). Kongsberg kommunale eiendom KFKONGSBERGThe competition is for the construction of a residence with 8 apartments with a personnel base. The project is planned to be carried out as a turnkey contract with interaction in phase 1 and with a fixed price in phase 2, the execution phase. The area of the site is 3,390 m2 and the total area of the dwelling is estimated to be approx. 1400 m2 gross, divided between two floors. Requirements for Husbanken shall be fulfilled. A feasibility study has been carried out for the project, without a completed reworked/engineered system. The final solution, area and qualities shall be worked on until it is partnered. As of d.d., an investment framework large enough for the project has not been decided. A total of NOK 56.9 million has been put aside for the entire project in the municipality investment plan. The feasibility study has stated a cost of approx. The interaction phase must be used to optimise the project in order to calculate a new price that must be calculated through an investment decision in order to proceed with the execution. Work must be done to get significantly under what the feasibility study shows. The stated volumes are an estimate and are not binding for the contracting authority. The contracting authority reserves the right to cancel the competition if there is a justifiable reason, for example, in the event of a lack of approval and investment decision from political quarters. This cancellation reservation also applies during the interaction period. The Municipal Engineering Operations Department has a modern machinery that will operate municipal roads, renovation of the pipeline network and the execution of major projects itself. Park and municipal engineering operational personnel are now spread out in different locations, the objective of the procurement is the co-location of the operational personnel. The municipal council has decided that premises shall be rented for this. It is relevant to rent both existing premises that may need to be remodelled/added in order to fulfil the requirements or new premises that the tenderer wishes to establish. As an alternative to the site for the localisation of new premises, the municipality can offer a site at Lomtjønn. The premises must be close to the main roads in Nedre Vennesla, maximum distance of 5km from vennesla centre. The Scheme aims to bridge the current “Viability Gap” between the cost of building apartments and the market sale price (where the cost of building is greater). Funding for Croí Cónaithe (Cities) Scheme will only be made available for suitable apartment developments where there is a demonstrated viability gap. Unless bridged, this gap will lead to the apartments not being built or being built but not available for purchase by owner-occupiers. The Scheme will be managed and administered by The Housing Agency on behalf of the Department of Housing, Local Government and Heritage. The Housing Agency will now receive expressions of interests for developments via e-tenders to identify suitable proposals.
