The aim of the hearing is to identify the market ́s possibilities and recommendations as regards the county ́s needs and expectations, as well as what systems and possibilities are available to safeguard environmental considerations in an appropriate and competitive manner. At the same time, the hearing replies will help avoid cancelling the competition due to poor need coverage, or rejection of tenderers due to too stringent requirements. Troms County would like relevant tenderers' tenderers to see the attached draft of requirement specifications, qualification requirements and contract terms. Particular input is wanted regarding whether the requirements are relevant and/or if some of the requirements seem competitive, as well as the tenderer's input on, among other things, the choice of price model, the possibility of offering organic products, fresh meat and fish and local food, as well as emission-free transport. Tenderers are also invited to share all relevant experiences, proposals and assessments that can contribute to a good tender documentation and a future orientated contract. Emphasis is put on the fact that tenderers shall not fill in the attached draft of documents, but give feedback on the questions that have been formulated in the question tab. At the expiry of the hearing deadline, we will review all inputs and assess what is appropriate to include in the final documents. The inputs will be treated confidentially and not visualised for other suppliers. The Contracting Authority is not obliged to comply with the input and emphasises that the documents are to be seen as provisional drafts. Please note that Troms County does not reimburse any costs for participation in the hearing. Please note that tenderers who participate in the market dialogue can be contacted afterwards if the contracting authority needs clarification or further information. The contracting authority plans, among other things, to submit a draft of the price form for a hearing to tenderers who have registered their interest, after this round of hearing has been carried out. The aim of the dialogue is to get concrete input from the market and professional environments on the most important challenges we currently face in the climate survey and on the need for any adjustments. The climate survey annually maps the population and industry ́s knowledge, attitudes and behaviour connected to climate and climate measures. The survey has been carried out since 2017 and it is an important knowledge basis for communication, professional work and policy design. The survey is currently carried out as a quantitative survey, with the use of panel based data acquisition in the population part. Around 1,500 respondents are asked, via a web form by email. Population panels used throughout the ten years surveyed have been carried out, challenges connected to good enough representativeness in the younger age group (16-29 years) and among Oslo's population with an immigrant background. The business part is carried out as a separate survey, through email to companies in Oslo. The target is 600 respondents in organisations in Oslo with at least five employees, divided in the main categories service, trade and industry. The goal achievement has varied over the years and is this year located at 448 entities. The survey has been further developed over time, i.a. through adjustments in the method and question set-up, and it provides an important knowledge basis for the agency's work. Energinet Gastransmission A/SFredericiaDeadline: Aug 19As hydrogen infrastructure is expected to be established in Denmark, there is a need for a market system that can support three key market management processes. At the same time, the existing methane infrastructure will need to be supported by a new system solution. Nomination – The shipper informs Energinet of the desired transportation quantity for a given time period as the basis for matching and balancing. Nominations and renominations are expected to be submitted at 15-minute intervals. Matching – Ensuring that transported quantities are aligned between two system operators with corresponding opposite values. Allocation – Ensuring correct allocation of physical measurements and the commercial outcome of matching as the basis for balance calculation and system management. A similar need exists for methane, as the intention is to harmonize the systems for methane and hydrogen. The purpose of this Request for Information (RFI) is to identify available software solutions in the market that can support the processes described above. Energinet wishes to explore whether standard systems are available that can be configured to support both methane and hydrogen in separate instances with different configurations. The solution is expected to comply with applicable EU rules for the transportation of methane and hydrogen. The expected meeting duration is two hours. Implementation and go-live must be completed by the end of June 2029. Description of the procurement: Energinet is exploring the possibility of procuring a market system that can support key business processes related to the operation and development of a hydrogen market. The system must also support the existing methane market. It is expected to handle and support market processes such as nomination, matching and allocation, as well as data exchange between relevant market participants and internal and external systems. The procurement is expected to cover an overall solution capable of supporting both functional and technical needs, including configuration, integration, testing, implementation, documentation, operations, support and ongoing maintenance. It has not yet been determined whether the solution should be based on a standard solution, a configurable platform, custom development or a combination of these. Energinet’s preference is to make maximum use of standard and configurable functionality. Through the market dialogue, Energinet wishes to obtain market input on possible solution models, delivery approaches, implementation processes, dependencies, risks and commercial conditions. This input will be used to qualify the further work on requirements, scope, timeline and a potential tender strategy. After 7 September, Energinet expects to select 3-5 suppliers to be invited to participate in dialogue meetings starting in week 37. KRISTIANSAND KOMMUNESØGNEDeadline: Jul 24Kristiansand municipality is working for the implementation of free user choice in home nursing care. The municipality has had dialogue with the market for several rounds, the first time in spring 2025 when it was to be assessed whether free user choices should be introduced. The city council decided 24.09.2025 that work should be initiated with the implementation of free user choices in home nursing care. A market dialogue was held in March 2026, in which potential tenderers received information about the process, where the municipality asked a number of questions to the market. The market dialogue was held with a digital meeting, an option for one-to-one meetings and an opportunity to provide written input. There were several potential suppliers who were engaged in the market dialogue in addition to NHO, and the municipality received valuable input for the work. The municipal administration has subsequently worked on preparing the tender documentation and a case that will be subject to political treatment in autumn 2026. There are still many decisions to be made, both administratively and politically, so there is still some uncertainty as to how the tender documentation will be. This means that there is also room for the market to provide input on the work, and elements that the administration should consider in the further work. Kristiansand municipality emphasises that they are open. In order to ensure good input from potential suppliers, we share as much information as possible at this stage, even if some conditions are still unresolved. This market dialogue represents a continuation of the already completed market dialogues with some more concrete questions related to the price model, etc., whereupon it is also possible for new suppliers to provide input for the implementation of the competition. The deadline for submitting feedback is 29 June 2026 at 16:00. The case for guidelines that are relevant for the competition shall be for political treatment just over the summer. Based on this, the municipality needs to get any input from tenderers by the end of the current month, so that the municipality can have time to decide on the tenderers ́ input that is relevant for the relevant case. SYKEHUSINNKJØP HFVADSØDeadline: Jul 31Sykehusinnkjøp has been given the task of preparing a decision basis for a future competition for office support tools in the specialist health service. This is currently covered by M365 products from Microsoft. Based on this, a work group has been established that is managed by Sykehusinnkjøp where all the health regions participate. The work requires technical, legal, economic and organisational clarifications. The work shall give the health regions a comprehensive picture of the consequences, risks, costs and gains from any change of supplier, as well as form the basis for the further procurement strategy. Included in this is to look at whether other systems can be introduced in parts of the entities, for different levels or the type of users.
