The Learning Management System is required as a platform for the delivery of Learning Management in TII. The main features and functionality of the LMS solution are as follows: • Set up online training courses for users • Support for Scorm format (and other delivery formats as may be required) • Upload video and audio content in multiple file formats • Add quizzes to training courses and track response • Provide certificates to staff for course completion • Track and report on course completions • Support for single sign-on using Microsoft AD Authentication (TII uses Office 365) • Ability to import user data from Azure AD including Azure AD Groups and their membership • Ability to report by Department or Line Manager • Issuing of course invitations via batch emails to groups of users • Ability to force learning based on user behaviour • Ability to download all TII data/modules/reports upon completion of term of contract

The municipality currently stands for this, but would like experienced tenderers to take over the responsibility. The municipality needs a more robust and flexible scheme that can ensure stable and predictable operation for several users with different needs profiles. It is particularly important to ensure safe handling of absence, low turnover in the assistant group and good continuity of the service delivery. The dynamic purchasing system is being established to give the municipality continuous access to qualified tenderers who can provide complete BPA services, at the same time as user participation and structured cooperation with relatives and guardians. Description of the delivery The procurement is for the establishment of a dynamic purchasing system for user-controlled personal assistance (BPA) for Tolga municipality. The scheme shall cover the municipality ́s need for complete BPA deliveries to several users. The delivery includes overall responsibility for the BPA scheme, including recruitment of assistants, training, temporary staff management, work management, rota planning, employer responsibility for BPA assistants as well as ongoing operations, quality assurance and follow-up. The Communication on Industrial Carbon Management emphasises the importance of aggregating these industrial-scale projects into a knowledge-sharing platform to facilitate the collection of and information on best practices between CCUS projects in the EU. This procurement is expected to establish and operate an open collaboration and knowledge sharing platform, providing data and up-to-date information about the entire CCUS sector, based on the collection of primary data from current and future large-scale demonstration projects. The knowledge sharing platform will be open to all projects (at industrial scale, but also larger research and pilot demonstrations) that are ready to share information and cooperate without disclosing commercially sensitive information and in full compliance with single market competition rules. Depending on the type of project, the knowledge sharing platform shall collect and display data on deployed technologies and storage site characteristics as well as best practices from the projects, such as project governance (including management of interphases and risks, involvement of operating organisation of facility ), barriers and success factors, needs for standards, access to funding, stakeholder management, regulatory aspects and permitting issues. It will also cover lessons learned on public engagement and on sharing best practice of dialogues between project developers, local and national authorities. The data and information must be displayed in a user-friendly way in order to be easily accessed by industry stakeholders, managing authorities, policymakers, researchers and citizens.
