Patentstyret intends to enter into a contract with IPRally for a licence for a semantic search tool for use in the patent investigation process. The tool is a semantic search tool that complements patent office ́s existing search system (Ansera-based Search) by covering search needs that fall outside of this system ́s strengths, and supports multimodial searches based on text, documents, and figures. The norwegian industrial property office ́s need is justified in the requirement of search quality as ISA/IPEA authority under PCT, as well as obligations within the Nordic Patent Institute (NPI), where all other Nordic patent authorities already use IPRally. The conclusion is that only IPRally fulfils all the technical requirements and security requirements, and the procurement is therefore carried out as a direct procurement pursuant to PPR § 13-4 letter b no. 2.

Norsk Helsenett SFTRONDHEIMThe Norwegian Health Network SF (NHN) needs an advanced KI-tool that can be used by employees across disciplines; including developers, designers and other roles. The company currently uses GitHub Copilot and our developers have tested several alternative KI tools. They report that other IC systems provide better practical results than with the current system. The experience is that claude code in particular requires less detailed guiding, gives fewer errors, understands existing code better and more often delivers comprehensive proposals that can be used with less manual processing. In addition, it is very good at advanced agent development assignments, such as major changes to existing code bases, multi-file changes, refactoring, troubleshooting, test generation and work that requires a good understanding of project structure and established patterns. NHN under the auspices of the existing framework agreement for licenses already procured Claude Team Standard licences, but after an assessment, Claude Enterprise will enable Claude Enterprise to gather all use in NHN under joint licence and control mechanisms. In addition Enterprise gives the licence an option for a separate data processing agreement, control of where data is processed by the use of the system, as well as better security mechanisms than existing licences. The market for KI tools is developing quickly and the choice of Claude Code Enterprise is therefore based on an assessment of available systems at the time of the procurement and is not meant to establish any type of long term standardisation or supplier binding. Procurement form: NHN has examined the possibility of procuring Claude Code Enterprise licences through the existing framework agreement for software licences and at other suppliers in the market, but has been confirmed that the product cannot be delivered through them. Direct procurement from the manufacturers Anthropic, thus, appears as the only available option for procurement. Extent and value of the procurement: The procurement concerns a limited number of licences for Claude Enterprise, with a staged and needs controlled availability to employees. The estimated total contract value is NOK 3.5 million, but as the licences are largely consumable, uncertainty is given around the estimate. The actual cost will depend on the number of users and actual use over time. Options: No options. The contracting authority draws attention to the fact that after the intention notice has expired, a final assessment will be made before ordering the above mentioned licences if the prerequisites are completely or partly changed.Self-help tool for mastering alcohol problems (prequalification).
Norsk Helsenett SFTRONDHEIMDeadline: Sep 02The aim of the process is to procure a ready developed app/self-help tool that contributes to the prevention/mastering of problematic alcohol use. The service is not required to have certification as medical equipment, but it is the tenderer's responsibility to assess whether the service falls under the regulations. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Hol municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Hol municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of equivalent systems in other municipalities. Hol municipality cannot see any alternative tools in the market than Framsikt AS ́s system, which covers the total need for general performance management at the municipality, in Norwegian, in one combined standard product. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including production of documents and publication of the work. The system includes modules for analysis, review, plans, financial plan, annual budget, performance management and reporting. Hol municipality has not seen systems that can cover the need for overall performance management in the same way as the solution from Framsikt AS.
