In April 2025, the Norwegian Ministry of Climate and Environment adopted a national regulation granting municipalities the authority to impose requirements to reduce emissions from construction and civil engineering sites through local regulations. The regulation is authorized under the Pollution Control Act. The municipalities and county council have jointly initiated an assessment of the opportunities associated with introducing a local regulation requiring the use of zero-emission solutions and biogas on public and private construction and civil engineering sites, and what such a regulation would mean for the region. Public project owners are subject to the Public Procurement Act, and the requirement to assign a 30% weighting to climate and environmental criteria is expected to influence the future composition of construction equipment fleets. It is the ambition of the municipalities that this assessment will help create greater predictability for the construction and civil engineering industry throughout the region. THE MUNICIPALITIES ARE SEEKING INPUT During this conference, we will provide information about the ongoing work and would like to receive input from regional and local developers, contractors, suppliers, and other relevant stakeholders. Topics may include: * Benefits and business development opportunities * Market conditions * Costs and economic implications * Distributional impacts PRACTICAL INFORMATION ABOUT THE CONFERENCE The municipalities of Vestfold have engaged Norconsult to assist with the dialogue conference, compile information, and support the subsequent follow-up process. The dialogue conference will take place on 24 September from 10:00 AM to 11:00 AM. The conference will be held in Norwegian. University College CorkCorkUCC hereby issues this information in accordance with the requirements of EC directive 2014/24/EU for Establishment of a Multi Supplier Framework of Specialist Contractors using the Open Procedure for HVAC Installations at UCC and Contract for UCC Boole Special Collections Chiller Upgrade. The initial contract comprise works to the Boole Library which is currently heated from the main campus district heating system. There are 2no. 300 kW chillers on the roof which were sized for comfort cooling via the library AHUs, however these are not used for that purpose. The Special Collections area in Q-1 houses rare and important books and artifacts, which need to be maintained at a certain temperature and humidity of approximately 18 degrees and 55 percent relative humidity. In order to dehumidify the large comfort cooling chillers are used and heating is supplied by 2no. 100kW boilers. Both the chillers and boilers, as well as the associated distribution pumps, are all enabled 24x7 to fulfil the required conditions in the space. The chillers are old and in poor condition, and one is currently not operational. The initial contract is for the installation of a small chiller system which is matched to the cooling load which will be more efficient and reliable, as well as being able to deliver the required CHW temperatures to achieve adequate dehumidification.
