Die auftragnehmende Partei (AN) trägt zur Erreichung der Projektziele bei und arbeitet kontinuierlich in enger Abstimmung mit dem Kernteam der GIZ undDie AN ist für die folgenden Arbeitspakete verantwortlich: 1. Planung, Monitoring, Evaluierung (PM&E) und Wissensmanagement Die ANErstellung und Verwaltung eines PM&E-Systems , das auf den Ergebnissen und Auswirkungen des Projekts basiert. Dazu gehört die Durchführung von Workshops für die Ausbildung von Multiplikatoren (Training of Multipliers) in Universitäten und Bildungseinrichtungen unter Anwendung der erprobten Methoden "Mitmach Parkour" für Kinder und "Game Over" für Jugendliche. Die AN berät Universitäten und Bildungseinrichtungen für die Anpassung und Umsetzung von Modellen, die auf den Konzepten "Sichere Universitätsgemeinschaft" und "Bildungsumgebungen ohne Gewalt gegen Frauen" basieren. Zudem berät die AN das Bildungsministerium auf dezentraler Ebene und Bildungseinrichtungen bei der Umsetzung von Präventionsmaßnahmen sowie für die Entwicklung kulturell angemessener Dialogformate zwischen Generationen, Kulturen und Geschlechtern zum Thema Gewalt gegen Frauen im schulischen und außerschulischen Kontext. 3. Organisations- und Kapazitätsentwicklung Die AN ist für die systemische Organisationsentwicklung (DOS) zuständig. Dies beinhaltet die Ausarbeitung von Vorschlägen zur Verbesserung des Systems der Zusammenarbeit mit dem Ministerium für Frauen und Menschenrechte (MMDH) sowie die Analyse anderer Schlüsselakteure des Nationalen Systems zur Verhütung und Beseitigung von Gewalt gegen Frauen (SNPEVM), für die das MMDH die Verantwortung trägt. Auf dieser Grundlage wird die AN einen Vorschlag für die DOS ausarbeiten, der z. B. Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. BG BAU - Berufsgenossenschaft der BauwirtschaftBerlinGegenstand des Vergabeverfahrens war der Abschluss einer Rahmenvereinbarung mit einem Wirtschaftsteilnehmer für die Konzeption, Gestaltung und Umsetzung von Print- und digitalen Medien. Gesetzlicher Auftrag der BG BAU ist die Förderung von Arbeitssicherheit und Gesundheitsschutz im Betrieb und am Arbeitsplatz, um Arbeitsunfälle und Berufskrankheiten zu verhindern. Ziel ist es, die Anzahl von Arbeitsunfällen nachhaltig zu reduzieren. Nach Eintritt eines Arbeitsunfalls oder einer Berufskrankheit bietet die BG BAU eine umfassende medizinische Versorgung, eine zielgerichtete Rehabilitation sowie unter Umständen eine finanzielle Entschädigung, zum Beispiel Rente. Bei der Förderung der Prävention spielen Kommunikation und Information eine wesentliche Rolle. Die BG BAU bietet ihren Mitgliedsunternehmen und ihren Versicherten umfangreiches Informationsmaterial (Broschüren, Flyer, Plakate, E-Learnings, etc.) zu arbeits- und gesundheitsschutzrelevanten Themen an. Sie verfolgt eine integrierte, crossmediale Kommunikationsstrategie mit einem Mix aus Print- und digitalen Medien. Institutional resilience is defined as an organisation"s ability to remain operational amid political, financial or security-related changes. Illustrative improvements include clearer roles and responsibilities, improved internal processes, effective and sustainable leadership and succession planning, and updated policies for security, safeguarding and data protection grounded in context-specific risk assessments and realistic resource envelopes. Organisations strengthen administrative, financial and monitoring and evaluation systems, adopt appropriate digital tools, secure their communications and invest in staff training and capacity development that reflect fluctuating resources and long-term sustainability. Protection and security are enhanced through systematic risk analyses, security plans and digital, legal and physical protection mechanisms. Financial resilience refers to the stability and diversification of income sources. Organisations identify and develop new fundraising channels and strategies such as local donations, membership contributions, social enterprise models, regenerative and gender-lens investment, access to feminist philanthropic resources and partnerships with private actors. They build financial stability by establishing or increasing reserve funds and by improving access to multi-year and flexible funding. Financial management is strengthened through robust policies, budgeting and accounting systems as well as compliance and accountability mechanisms. The assignment is one mechanism of the programme to create conditions that enable organisations not only to respond to crises but to address them proactively, thereby countering regressive forces that undermine diversity, equality and human rights. To this end a Participatory Grant Council (PGC) composed of representatives of regional feminist organisations and GIZ will select 30 proposals centered on strengthening the institutional and financial sustainability of organisations and collectives. The selected organisations will then receive local subsidies and additional capacity development support to progressively build the commercial, administrative and legal capacities needed to manage future financing arrangements independently. Therefore, the first package of the requested services is to provide hands-on advice to the selected grantees on the implementation of the Local Subsidies in line with GIZ requirements, the second one is tailored external capacity development delivered by local service providers in areas identified through the selected proposals and organisational and capacity assessments. The contractor operationalises this approach through two work packages. In Work Package 1, the contractor conducts commercial and legal eligibility checks (KEP) for organisations selected to receive Local Subsidies, then contracts and manages 30 Local Subsidies in line with GIZ regulations and templates. The contractor disburses funds, advises recipients, manages and controls the proper use of funds, maintaining separate accounting and full documentation, preparing advances, settlements and disbursement requests. Continuous administrative and financial advice and monitoring are provided throughout, and all Local Subsidies are closed and settled in December. The learnings will be provided shared final learning event thereafter. In Work Package 2, the contractor conducts organisational and capacity assessments and then develops and manages contracts with local service providers (in the countries of the selected organisations) to deliver tailored capacity development to improve institutional and financial capacities in addition to the local subsidies. As a final step, the contractor must perform a final assessment to demonstrate measurable improvement in at least one of the two resilience dimensions - institutional or financial. General implementation measures include providing an implementation roadmap, holding an inception meeting, ensuring continuous coordination and communication with GIZ and partner organisations, and delivering an implementation report with a debriefing. All processes, contracting, disbursement, accounting and reporting comply with GIZ regulations for Local Subsidies and the principles of proper accounting, safeguarding, data protection and duty of care.Scaling for Impact SME Challenge Fund

The overall Objective is the strengthen gender-equitable and climate-resilient economic development in Nepal. Work package 1: Design and Launch of the Challenge Fund The objective of Work Package 1 is to identify high-potential SMEs to scale agricultural products and services (based on the themes outlined below) through a competitive process. Under this work package, the contractor will design and launch a competitive SME Challenge Fund to select promising SMEs across Nepal. This work package includes the establishment of a clear eligibility and evaluation criteria, the setting up a robust application management system, and the promotion of the Call in both English and Nepali languages to reach SMEs in different provinces and relevant sectors. This will result in a well-documented selection process and shortlist of enterprises to join the bootcamps (WP2). Work package 2: Bootcamps and assessment of the shortlisted SMEs The objective of Work Package 2 is to strengthen the communication and pitching skills of the 100 shortlisted SMEs through provincial bootcamps. The bootcamps also serve as first point of contact with the shortlisted SMEs to understand what their needs, interests and capacity gaps are. SMEs can develop their business and pitching skills to articulate their business value, explain the market opportunity and their business model better, and outline their contribution to climate resilience and women economic empowerment. Each SME will have a chance to pitch to an expert panel at the end of the bootcamp. The panel will select the top 40 SMEs by the end of the bootcamp. Work package 3: Pitching Competition and contracting of SMEs The objective of Work Package 3 is to organise a pitching event for the 40 selected SMEs. The SMEs will have a chance to present their business plans to scale access to products and services to an expert jury. The jury will evaluate the pitches on a competitive basis and select the strongest proposals. Subject to a due diligence process, the top 25 SMEs will be eligible to access milestone-based disbursements through subcontracts of work to support the development and scaling of their businesses, along with customized business development and investment readiness support. The contractor is expected to organise a national-level pitching competition, whereby an expert jury selects 25 SMEs that will have the chance to access milestone-based disbursements through contracts of work and technical assistance. Work package 4: Business Development Services for the selected SMEs The objective of Work Package 4 is to provide tailored business development services, networking opportunities and guidance to the 25 selected SMEs over an 18-month period. The aim is to support the SMEs in reaching their scaling goals and growth as outlined in the contracts of work, and to ensure the smooth implementation of their plans. Moreover, the contractor is expected to design and organise networking and learning events for the SMEs to exchange experiences and lessons learned among themselves, and to engage with external experts, particularly on topics related to climate resilience and women"s and youth economic empowerment. Business Development Services refers to a range of services that aim to improve the performance, competitiveness, and growth potential of businesses, especially small and medium-sized enterprises (SMEs). BDS can include 1) business advisory, including strategic planning, business model reviews, legal and regulatory compliance, financial management advice, HR policy development, use of ICT and communication tools, peer networks; 2) access to finance, such as investment readiness support, pitching, and linkages with financial institutions; 3) market access, including market research and information, branding and marketing, participation in trade fairs, 4) supply chain management, like finding suppliers and assuring quality, 5) training, coaching and mentoring, for instance, on leadership or public speaking skills. Ultimately, the aim is to support SMEs to grow and expand their customer base, increasing access to agricultural products and services that enable customers to adapt to climate change and increase income and job opportunities, particularly for women and youth. Work package 5: Monitoring, evaluation, communication and knowledge management The objective of Work Package 5 is to establish and implement a robust Monitoring, Evaluation, Communication, and Knowledge Management system to track results and impacts from the assignment. The Monitoring and Evaluation system shall be two-fold. First, the contractor shall ensure timely monitoring, verification, and reporting on the achievement of milestones agreed under the milestone-based contracts of work. Second, the contractor shall design and implement a system to track and report on outcome and impact indicators, including climate adaptation, income increases, job creation, scalability of solutions and improvements in revenue and business competitiveness.
