The contractor shall provide technical expertise and consulting services on green hydrogen, Power-to-X (PtX) and battery value chains in South Africa. Individual assignments will be called off under the framework agreement according to the specific needs of GIZ and its partners. Expert teams may combine different areas of expertise and levels of seniority, and assignments may be implemented remotely or in South Africa. All advisory services and written deliverables will be provided in English. The services will cover five main thematic focus areas: 1. Engineering & Strategy - Technical and engineering assessments related to PtX, including grid integration, infrastructure and techno-economic assessments; - technical assessment of PtX projects and financial models; - support to the development and implementation of green hydrogen and industrial decarbonisation strategies; - assessment of value-chain competitiveness, localisation opportunities and infrastructure requirements. 2. Economics & Finance - Market analyses, supply and demand forecasts and assessment of trade and offtake opportunities; - cost and cost-benefit analyses of PtX technologies, infrastructure and related investments; - economic modelling and scenario analysis; - assessment of project proposals and financial models; - support for investment promotion, financing and project bankability. 3. Environmental & People - Environmental and social assessments and strategic environmental assessments; - water-use and water-supply assessments; - support for sustainable land use and responsible development of PtX projects; - approaches to community participation, benefit sharing, transparency, accountability and Free, Prior and Informed Consent (FPIC); - support for an equitable and just transition. 4. Regulatory Framework & Certification - Analysis of South African and international regulatory and certification requirements relevant to PtX; - assessment of the compatibility of South African systems with international and EU requirements; - identification of regulatory, technical and institutional gaps; - support for the development and implementation of certification, verification and tracking systems; - capacity building for relevant public institutions and verification bodies. 5. Battery Value Chains - Mapping and analysis of South African battery and critical raw material value chains; - assessment of competitiveness, localisation potential and market opportunities; - analysis of policy, regulatory and institutional frameworks; - assessment of business and financial models and preliminary feasibility studies; - support to improve project bankability and financial viability; - support related to the EU Battery Passport and relevant certification systems. Depending on the individual service request, the contractor shall mobilise and coordinate suitable experts from the established expert pools, prepare and deliver studies, assessments, analyses, policy briefs and other technical outputs, and, where required, present findings at workshops, conferences or other events. The contractor shall also provide the necessary project and contract management, quality assurance, monitoring, reporting and administrative backstopping for the assignments. The framework is intended to provide flexible access to specialised expertise as needs evolve during the implementation period. Individual requests may therefore combine several thematic areas and different types of expertise.

Trianel Energieprojekte GmbH & Co. KGAachenTEP is looking for up to six framework agreement partners as suitable suppliers for the supply of the core components consisting in particular of battery storage, battery inverter, transformer station and battery management system (BMS) and power plant controller. The supplier is also responsible for the commissioning of the components it supplies. In addition, a long-term service contract is to be awarded, which includes warranty extensions and is intended to ensure the performance of the system. After successful participation in the participant competition, selected companies will be invited to submit bids on the basis of a project profile including performance requirements and a term sheet. During the bidding phase (following the conclusion of the prequalification process), bidders are required to provide cost estimates for two specific projects. TEP intends to award these specific projects directly to the best bidder(s) upon awarding the framework agreement. However, TEP also reserves the right not to award the projects to be costed, but rather to use them solely as a basis for selection when awarding up to six framework agreements, based on the award criteria. Consequently, there is no entitlement to be awarded a contract. Project No. 1 is located in Mecklenburg-Western Pomerania with a volume of 100 MW / 400 MWh. Project No. 2 is located in North Rhine-Westphalia with a volume of 20 MW / 40 MWh. Trondheim municipality intends to enter into parallel framework agreements with 3-5 tenderers. The assignment forms part of the ProsperBlue Programme implemented by GIZ and contributes to the broader objective of promoting a climate-resilient, inclusive and sustainable Blue Economy in Tanzania. At the beginning of the assignment, the contractor shall undertake an inception phase that includes a comprehensive aquaculture and fisheries value chain analysis using recognised value chain development methodologies, including the ValueLinks 2.0 approach. The analysis shall validate priority value chains, identify market opportunities, analyse constraints affecting competitiveness, map relevant stakeholders and institutions, assess governance arrangements, identify opportunities for public and private investment, examine environmental and climate-related risks, and integrate gender equality, youth inclusion and social inclusion considerations into the intervention strategy. Based on the findings, the contractor shall design, implement and continuously adapt integrated interventions addressing bottlenecks across selected value chains.. The assignment shall strengthen production systems, post-harvest handling, processing, storage, quality assurance, product diversification, marketing, business management and market access while promoting environmentally sustainable production practices, innovation and climate resilience. Particular attention shall be given to strengthening economic opportunities for women, youth and other underrepresented groups within the Blue Economy. The contractor shall provide technical assistance to MSMEs, producer organisations, cooperatives, private enterprises and other value chain actors through coaching, mentoring, business development services and practical capacity development measures. This shall include strengthening entrepreneurship capacities, improving business planning, facilitating market linkages, promoting investment readiness, facilitating access to finance, and supporting the development of commercially viable business models capable of attracting public and private investment. The contractor shall design and implement capacity development activities for public institutions, research organisations, vocational education and training institutions, extension services and business support organisations to strengthen the enabling environment for sustainable aquaculture and fisheries value chains. Activities may include Training of Trainers (ToT), curriculum enhancement, demonstration facilities and practical learning environments, institutional partnerships and knowledge exchange mechanisms that promote long-term institutional capacity. The contractor shall facilitate dialogue and collaboration among government institutions, private sector actors, financial institutions, development partners, academia and civil society organisations to strengthen coordination, improve sector governance and promote evidence-based decision-making. Where appropriate, the contractor shall support the development of standard operating procedures, technical guidelines, business models and other practical tools that improve sector performance and facilitate sustainable investment. Throughout implementation, the contractor shall apply participatory, gender-responsive, conflict-sensitive and environmentally sustainable approaches consistent with the principles of the EU Action and GIZ quality standards. Cross-cutting themes, including climate resilience, biodiversity conservation, social inclusion, decent employment, occupational health and safety, digital innovation, monitoring and knowledge management, shall be systematically integrated throughout implementation. All activities shall be implemented in accordance with the principles of the EU Action and GIZ quality standards. The contractor shall establish robust monitoring, evaluation, learning and knowledge management systems to document progress against agreed indicators, capture lessons learned, generate evidence for adaptive management and support communication of project achievements. Close coordination with GIZ, implementing partners and relevant stakeholders will be required throughout implementation to ensure complementarity with other Action outputs, maximise synergies with ongoing initiatives and promote sustainability beyond the contract period. The contractor shall be responsible for delivering all agreed outputs within the contractual timeframe while maintaining high standards of technical quality, financial accountability, professional integrity and compliance with GIZ procurement, environmental and social safeguard requirements. All activities shall contribute to strengthening competitive, inclusive and sustainable aquaculture and fisheries value chains that generate employment, improve livelihoods, enhance food security, mobilise sustainable public and private investment, and support the long-term conservation and sustainable use of Tanzania's marine and coastal ecosystems.Regional Critical Minerals, SEZs and Industrial Hubs Cooperation and Value-Chain
