The contracting authority invites tenderers to an open tender contest for a framework agreement for consultancy services and engineering design services for urban areas and green areas projects. Trondheim municipality intends to enter into parallel framework agreements with 3-5 tenderers. The award of individual assignments (call-offs) in the contract period follows the procedures in Part 0_Avtaleformular for a framework agreement, points 6.1 and 6.2. The framework agreement shall be used for assignments connected to consulting and engineering design of urban areas and green areas. The contract has an average value of NOK 4,500,000 excluding VAT per annum during the contract period. This gives a combined contract value for the entire possible contract period (including options) of NOK 18,000,000 (excluding VAT). Emphasis is put on the fact that the contracting authority is not bound to the estimated volume. The contracting authority reserves the right to take out individual assignments for special competition outside of this framework agreement. The maximum value of the framework agreement is NOK 27,000,000,-. See the description of the assignment in PART II, assignment description and requirement specifications.

The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT. The maximum value is the upper financial limit for the contract ́s tFramework agreement, Communication and Marketing Services.

Please note that job advertisements and film production will not be included in this framework agreement. See chapter 4 for further details on the procurement ́s purpose and requirements. The contracting authority is uncertain about the extent of the procurement, but based on average calculations based on statistics information for 2023-2025, an annual contract value of approx. NOK 1,200,000 is estimated excluding VAT. The total estimated contract value, including options, is approx. NOK 4,800,000 excluding VAT. The objective of the procurement is to ensure access to necessary services through a more structured, predictable and efficient contract. The site measures can vary and can be pure projects within water and sewage facilities, roads, sanitation or urban areas and green areas, or they can constitute combined projects where several disciplines are included.
