The Ministry of Justice and Emergency Services shall enter into a framework agreement for various types of analysis services connected to knowledge acquisition in the Ministry ́s areas of responsibility. The Ministry particularly needs expertise on quantitative and qualitative analysis, evaluations, as well as the production of knowledge synthesisers. It will also be an advantage with competence in Norwegian government administration, as well as the area of justice and stand-by. The ministry is planning for a 2 year framework agreement with an option for a further 2 years and a flexible level of the contract ́s extent will be set, based on the Ministry ́s analysis need each year. There is a broad thematic breadth in JD ́s areas of responsibility and, thus, this framework agreement. Several tenderers can join forces to submit a tender. Alternatively, tenderers can document access to other competence environments. The Ministry is open to feedback on the attached documents, a draft of the tender documentation and annexes to SSA-R. SSA-R is used as a contract template. The ministry is planning a digital information meeting after the announcement has been sent out to answer any questions. NORDRE FOLLO KOMMUNESKIDeadline: Sep 25Nordre Follo municipality, on behalf of itself and the participating municipalities in FIK (The Joint Procurement Office), including Frogn, Vestby and Ås municipalities, invites tenderers to a competition for a framework agreement for the delivery and assembly of fences and gates. The aim of this procurement is to establish a framework agreement with one tenderer for the delivery, assembly and maintenance of fences and gates, including associated materials and services. VENNESLA KOMMUNEVenneslaDeadline: Sep 30Background Vennesla municipality needs to establish a new framework agreement for plumbing services and materials as the existing contract expires. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT. Matched Difference-in-Differences (MDiD) has been used in the annual reports since 2015. SSB developed the analysis setup in STATA in 2015.
